Agenda items may be taken out of order during the meeting. The agenda items were considered in the order presented. 1. CALL TO ORDER A regular meeting of the City Council and special meetings of the Successor Agency to the Redevelopment Agency and the Housing Authority of the City of Chula Vista were called to order at 5:03 p.m. in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California. Mayor McCann announced, pursuant to AB 23, that he and each Councilmember would receive $50 for their attendance at that Housing Authority meeting, held simultaneously with the City Council meeting. 2. ROLL CALL City Clerk Bigelow called the roll. 3. PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Mayor McCann led the Pledge of Allegiance. 4. SPECIAL ORDERS OF THE DAY 4.1 Oaths of Office: City Clerk Bigelow administered the oath of office and Councilmember Cardenas presented the certificate to the Commissioner. 4.2 Presentation by Del Mar Fairground Marketing Representative Regarding the 2023 San Diego County Fair Streetlight Banner Program Within the City of Chula Vista and the 2023 San Diego County Fair Season Page 1 DocuSign Envelope ID:8960AEFE-3311-42C4-BDDD-9C48CBE6474A 2023/05/23 - City Council, Successor Agency, Housing Authority Meeting Minutes Luis Valdivia, representing the Del Mar Fairgrounds, gave a presentation on the upcoming 2023 San Diego County Fair and the Streetlight Banner Program in the City of Chula Vista. 4.3 Presentation of a Proclamation to Chula Vista Asian Americans Proclaiming May 2023 as Asian American, Native Hawaiian, and Pacific Islander Month in the City of Chula Vista Mayor McCann read the proclamation and he and Councilmember Chavez presented it to JoAnn Fields and other community members. 4.4 Presentation of a Proclamation to The Us for Warriors Foundation and Chula Vista Military and Veterans Proclaiming May 2023 as Military Spouse Appreciation Month in the City of Chula Vista Mayor McCann read the proclamation and Councilmember Gonzalez presented it to community members. 5. CONSENT CALENDAR (Items 5.1 through 5.6) Items 5.3 and 5.6 were removed from the Consent Calendar at the request of a member of the public. No requests were received at that meeting. 5.4 Agreement: Approve a Consultant Services Agreement with Chandler Asset Management, Inc. to Provide Non-Discretionary Investment Management Services Adopt a resolution approving an agreement with Chandler Asset Management, Inc. to provide non-discretionary investment management services to manage the City's investment portfolio. Aurora expressed concern regarding housing. Mayor McCann recessed the meeting at 6:52 p.m. The City Council reconvened at 7:01 p.m., with all members present. 7. PUBLIC HEARINGS 7.1 Annual Budget: Consideration of Adopting the Fiscal Year 2023/24 Operating and Capital Improvement Budgets and Revised Fiscal Year 2023/24 Compensation Schedule Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the date and no earlier than the time specified in the notice. Finance Director Schoen spoke regarding the item and announced that approval of the item would affect executive compensation. Interim Acting City Attorney Maland announced a correction to the staff report that had been distributed to the City Council. Mayor McCann and Acting City Attorney Maland announced that the following City Councilmembers would abstain from voting on the items indicated due to potential property- related conflicts of interest: Councilmember Gonzalez on Item 7.1 B; Deputy Mayor Preciado on Item 7.1 D, and Mayor McCann on Item 7.1 C. The City Councilmembers left the dais during voting on the items on which they had conflicts. Mayor McCann opened the public hearing. There being no members of the public who wished to speak, Mayor McCann closed the public hearing. At the request of Deputy Mayor Preciado, there was a consensus of the City Council to direct the City Manager to conduct a salary study for the council aide positions. MAYOR'S REPORTS Mayor McCann reported on the following recent events: a housing forum, 5K run/walk for Danny Hernandez, Chula Vista Veteran's Home anniversary, and visit to the Remembering the Holocaust exhibit. 11. COUNCILMEMBERS' COMMENTS Councilmember Cardenas thanked City staff for efforts to celebrate Pride Month. Deputy Mayor Preciado spoke regarding communications with residents. At the request of Deputy Mayor Preciado, there was a consensus of a majority of the City Council to add an item a future agenda to consider rescinding the vote taken at the City Council meeting on May 16, 2023 to appoint Jesse Navarro to the Measure A Citizens'Oversight Committee. At the request of Councilmember Gonzalez, there was a consensus of the City Council to add an item to a future agenda to consider the formation of an ad hoc subcommittee for the purpose of informing the City's strategic plan and budget process. 11.1 Councilmember Cardenas and Deputy Mayor Preciado: Report on findings and recommendations from the Welcoming America Ad Hoc Subcommittee. Deputy Mayor Preciado spoke regarding the ad hoc subcommittee's work on the Welcoming America matter.
