We need more energy for lower cost. Solar energy is undoubtedly a viable renewable source of energy, and it has the potential to provide a significant amount of clean energy for Chula Vista. However, our land use alone might not be sufficient to provide enough solar energy to power the city. One of the main challenges we face is that solar panels require significant amounts of space for installation. According to industry estimates, one megawatt of solar panels requires about five to ten acres of land depending on the type of solar panels used and their efficiencies. It's also worth noting that other factors such as shading, panel orientation, and weather conditions can also affect the energy output from solar panels. Therefore, to provide enough solar energy to power the entire city, we would need to cover a vast amount of land with solar panels. Even if we were to cover all available rooftops and vacant land in Chula Vista, it still might not be enough to meet the energy demands of the city. However, despite these limitations, we can still harness the full potential of solar energy by coupling solar with other renewable energy sources like wind and hydroelectricity. Firstly, it is important to recognize that the security of the national power grid is critical to ensuring the success of the country's economy and overall well-being. This means that any decisions made regarding the decarbonization of power must be made with this fact in mind. Additionally, it is important to understand the potential risks associated with decreasing power generation. For example, if the power generation capacity is reduced without appropriate planning and preparation, this could lead to power shortages, blackouts, and energy dependence on foreign nations. Finally, it is important to recognize that the implementation of decarbonization policies should not put the United States at a significant disadvantage compared to other nations who may not have the same restrictions in place. This can be addressed by ensuring that any policies put in place are both effective and practical, taking into account the challenges that will be faced and the resources available. Zero Waste Plan Update Manuel Medrano, Environmental Services Manager •Reviewed by a Sustainability Commission committee, approved •60-Day Public Comment period •Approved by Council 2022 •Goal: per the City’s 2017 Climate Action Plan -Zero Waste Plan seeks 90% waste diversion by 2035 •Six Key Tasks –Strategies with Measurable Actions •Promote & support source reduction/reuse •Reduce the use of toxic materials •Promote & educate on zero waste principles •Support the recycling industry •Improve recycling education •Keep organics out of landfill disposal •Keeping organics out of landfill disposal •Senate Bill 1383 compliance •In Feb. 22 only 46 commercial properties had organic waste collection, April 2023 that grew to 923 •65% overall compliance in a little over a year of work. ••98% of all single-family homes now have food waste collection. •74% of Short-Term Actions in the Zero Waste Plan are either in-progress or completed. •On-going work on the single-use plastics ban •Education efforts food waste diversion and recycling •Zero Waste Academy success Thank you www.chulavistaca.gov/sustainability 1 REGULAR MEETING OF THE SUSTAINABILITY COMMISSION Meeting Minutes May 8, 2023, 5:00 p.m. City Hall, Bldg. #C, Conference Room B-111 276 Fourth Avenue, Chula Vista Present: Raymundo Alatorre, Crystal Fairley, Commissioner Guevara- Gluyas, John Knox, Chair Korgan, Hayley Salazar Also Present: Chief Sustainability Officer Gakunga, Environmental Sustainability Manager Wisniewski, Secretary Rodriguez Others Present Senior Recycling Specialist Sanchez and Conservation Specialist Downs _____________________________________________________________________ 1. CALL TO ORDER A regular meeting of the Sustainability Commission of the City of Chula Vista was called to order at 5:12 p.m. in Conference Room B-111 located in City Hall, Bldg. C, 276 Fourth Avenue, Chula Vista California. 2. ROLL CALL Secretary Rodriguez called the roll. 3. PUBLIC COMMENTS Resident Carolyn Scofield shared an update on San Diego Community Power 4. PRESENTATIONS 4.1 OTAY RANCH REIMAGINED DRAFT 2 Victor Vina with Falcon Strategies presented in the absence of Tony Pauker. Falcon Strategies was hired to do outreach in behalf of Brookfield Properties. Mr. Vina shared background information about Brookfield Properties who owns Otay Ranch Town Center. Brookfield Properties plans to bring more housing to Chula Vista and will go before City Council in the summer to request a change in the Otay Ranch Town Center's zoning to allow the construction of new housing. If approved new housing will be built in 260,000 square feet temporary use space located in the northwest side of the center. 4.2 SOUTH BAY EARTH DAY EVENT RECAP Senior Recycling Specialist Sanchez recapped the South Bay Earth Day event that took place on April 15 at Bayfront Park. The event was enjoyed by approximately 4,000 attendees. Sanchez shared some of the highlights that included a Fix-it Clinic, Tie-dye Workshop, live entertainment, and food trucks. The event was powered by an electric generator. 5. ACTION ITEMS 5.1 APPROVAL OF REGULAR MEETING MINUTES OF APRIL 10, 2023 Moved by Raymundo Alatorre Seconded by John Knox Commission approved the meeting minutes of April 10, 2023 Yes (6): Raymundo Alatorre, Crystal Fairley, Commissioner Guevara- Gluyas, John Knox, Chair Korgan, and Hayley Salazar Result:Carried (6 to 0) 5.2 CONSIDERATION OF DECARBONIZATION WORKING GROUP RECOMMENDATION Conservation Specialist Downs shared a presentation on Chula Vista New Building Decarbonization. In his presentation he went over climate change impact, shared 2020 greenhouse gas inventory, why electrifying is important, what actions are being taken by the state and other jurisdictions and the Building Decarbonization Working Group recommendations. His presentation was concluded by sharing a tentative Electrification Ordinance timeline which includes potential codes effective as soon as November 2023. Fabiola Lao from Center for Sustainable Energy and DRAFT 3 Serena Pelka with Climate Action Campaign provided more information regarding building decarbonization. Four public comments and one email was received is support. Moved by Chair Korgan Seconded by Commissioner Guevara-Gluyas Motion to send the Decarbonization Working Group recommendation to electrify most new buildings to City Council if the following five exceptions are included. Utilization of the TBD cost effectiveness metric as preferred, change of five plus stories as allowed, expanding the remodel definition to include 50% of existing square footage, removing the exception for ADU and public pools and commercial kitchen exception removal but with waiver for evaluation. Discuss and nominate and elect commissioner OTHER BUSINESS 6. STAFF COMMENTS Chief Sustainability Officer Gakunga shared that no applications have been submitted to fill the vacant youth seat. Conservation Specialist Downs shared he will be participating in the induction cooktop loaner exchange taking place on Saturday at the Civic Center Library. 7. CHAIR'S COMMENTS Chair Korgan mentioned he would have liked to have prior knowledge of the induction cooktop loaner program as he had to replace his gas stove. DRAFT 4 8. COMMISSIONERS' COMMENTS Commissioner Alatorre inquired about a timeline for commission meetings and the topics that will be discussed. He also mentioned he would want to get a take as to the commissioner’s interpretation of sustainability as it covers a lot of topics and he would like to ensure that all aspects of sustainability are being covered. Commissioner Knox said it was great to see all the young people in the room and noticed several were paying close attention. 9.
