Agenda items may be taken out of order during the meeting. The agenda items were considered in the order presented. 1. CALL TO ORDER A regular meeting of the City Council of the City of Chula Vista was called to order at 5:03 p.m. via teleconference and in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California. 2. ROLL CALL Assistant City Clerk Turner called the roll. Councilmember Padilla arrived at 5:19 p.m. 3. PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE 1 DocuSign Envelope ID:EC658244-3FDC-4EF7-AB79-64985F44FD33 Councilmember Galvez led the Pledge of Allegiance. 4. SPECIAL ORDERS OF THE DAY 4.1 Presentation by the Healthiest Cities & Communities Challenge Resident Leaders & Promotores Providing an Update on Year One Progress and Community Projects for Year Two Margarita Holguin, Director of Partnership Initiatives, and Judit Garcia, Promotora and Chula Vista resident gave a presentation on the item and responded to questions of the Council. 4.2 Presentation Announcing the Launch of the CV Senior Connect Phone Line (619) 409-1932 to Provide Older Adults and their Caregivers with Chula Vista Information and Resources Senior Project Coordinator Kurz gave a presentation on the item and responded to questions of the Council. 4.3 Proclamation Proclaiming the Week of November 14 through 20, 2021 as Hunger and Homeless Awareness Week in the City of Chula Vista Senior Management Analyst Davis spoke regarding the item. Deputy Mayor McCann read the proclamation and Councilmember Cardenas presented it to SBCS staff and volunteers. 5. CONSENT CALENDAR (Items 5.1 through 5.5) Deputy Mayor McCann announced that Item 5.2 was removed from the Consent Calendar at the request of Councilmember Galvez. Moved by Councilmember McCann Seconded by Councilmember Galvez To approve the recommended action appearing below consent calendar Items 5.1 and 5.3 through 5.5. The headings below were read, text waived. The motion carried by the following vote: Yes (4): Councilmember Cardenas, Councilmember Galvez, Councilmember McCann, and Councilmember Padilla Result, Carried (4 to 0) 5.1 Waive Reading of Text of Resolutions and Ordinances 2 DocuSign Envelope ID:EC658244-3FDC-4EF7-AB79-64985F44FD33 (lillliw Approve a motion to read only the title and waive the reading of the text of all resolutions and ordinances at this meeting. 5.3 State Aid Projects: Approve State Master Agreement with the State of California for Specific Project Funding Adopt a resolution approving a State Master Agreement with the State of California for State Aid Projects No. 11-5203521, and authorizing the Director of Public Works and City Engineer to execute the agreement and future supplements. RESOLUTION NO. 2021-212 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE MASTER AGREEMENT ADMINISTERING AGENCY—STATE AGREEMENT FOR STATE-FUNDED PROJECTS, AGREEMENT NO. 11-5203521 BETWEEN THE CITY OF CHULA VISTA AND THE STATE OF CALIFORNIA 5.4 Investment Report: Quarter ending September 30, 2021 Accept the investment report for the quarter ending on September 30, 2021. 5.5 American Rescue Plan Act Spending Plan: Amendment and Subrecipient Agreement with the Jacobs and Cushman San Diego Food Bank Adopt a resolution amending the American Rescue Plan Act (ARPA) Spending Plan, approving a subrecipient agreement with the Jacobs and Cushman San Diego Food Bank, and reallocating funds for that purpose. RESOLUTION NO. 2021-213 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE AMERICAN RESCUE PLAN ACT SPENDING PLAN AND APPROVING AN AGREEMENT WITH THE JACOBS AND CUSHMAN SAN DIEGO FOOD BANK AND REALLOCATING FUNDS THEREFOR ITEM REMOVED FROM CONSENT CALENDAR 5.2 Consideration of Request for Excused Absences Item 5.2 was removed from the Consent Calendar at the request of Councilmember Galvez. Council discussion ensued. Yes (3): Councilmember Cardenas, Councilmember McCann, and Councilmember Padilla No (1): Councilmember Galvez Result, Carried (3 to 1) 6. PUBLIC COMMENTS 6.1 Public Comments Received for 11/16/2021 Barbara Gordon expressed concern regarding commercial cannabis activity. Carol Green expressed concern regarding mental health issues and cannabis use among youth. Kathleen Lippit submitted written documentation expressing concern regarding drug abuse and prevention for youth. 7. ACTION ITEMS 7.1 Long-Term Financial Plan: Acceptance of the General Fund Long- Term Financial Plan — Fiscal Years 2023-2032 Finance Director Schoen and Budget Manager Prendell gave a presentation on the item and responded to questions of the Council. Council discussion ensued. 8. CITY MANAGER'S REPORTS City Manager Kachadoorian provided highlights for the upcoming Starlight Nights event on Third Avenue. 9. MAYOR'S REPORTS There were none. 10. COUNCILMEMBERS' COMMENTS Deputy Mayor McCann spoke regarding his attendance at the following recent events: Veteran's Day celebration at Memorial Park and the Feeding San Diego distribution. Deputy Mayor McCann also expressed holiday greetings. CITY ATTORNEY'S REPORTS There were none. 12. CLOSED SESSION Pursuant to Resolution No. 13706 and Council Policy No. 346-03, Official Minutes and records of action taken during Closed Sessions are maintained by the City Attorney. City Attorney Googins announced that the Council would convene in closed session to discuss the items listed below. Deputy Mayor McCann recessed the meeting at 6:20 p.m. The Council convened in Closed Session at 6:25 p.m., with all members present. 12.1 Conference with Legal Counsel Regarding Existing Litigation Pursuant to Government Code Section 54956.9(d)(1): Name of case: Vivian Agundez, et al. v.
