Agenda items may be taken out of order during the meeting. The agenda items were considered in the order presented. 1. CALL TO ORDER A regular meeting of the City Council and special meetings of the Successor Agency to the Redevelopment Agency and the Housing Authority of the City of Chula Vista were called to order at 5:00 p.m. in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California. Mayor McCann announced, pursuant to AB 23, that he and each Councilmember would receive $50 for their attendance at that Housing Authority meeting, held simultaneously with the City Council meeting. 2. ROLL CALL City Clerk Bigelow called the roll. Deputy Mayor Preciado arrived at 5:25 p.m. 3. PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE Councilmember Cardenas led the Pledge of Allegiance. 4. CONSENT CALENDAR (Items 5.1 through 5.4) Item 5.4 was removed from the Consent Calendar at the request of a member of the public. ACTION: Moved by Councilmember Gonzalez Seconded by Councilmember Chavez To approve the recommended actions appearing below consent calendar Items 5.1 through 5.3. Alan C, also representing John A., Anna R., Consuelo, Dwayne S., and Paul H, spoke regarding matters related to homelessness. Delia Dominguez Cervantes spoke regarding conflicts of interest. City Manager Kachadoorian and Management Analyst Barnard responded to questions from the City Council. ACTION: Moved by Councilmember Gonzalez Seconded by Councilmember Cardenas To adopt Resolution No. 2023-045, heading read, text waived. The motion carried by the following vote: Yes (4): Councilmember Cardenas, Councilmember Chavez, Councilmember Gonzalez, and Deputy Mayor Preciado Conflict (1): Mayor McCann, and Mayor McCann Result: Carried (4 to 0) RESOLUTION NO 2023-045 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA(1) APPROVING THE FISCAL YEAR 2023/24 U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT SPENDING PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT, HOME INVESTMENT PARTNERSHIPS PROGRAM, AND THE EMERGENCY SOLUTIONS GRANT; (2) AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE ALL HUD DOCUMENTS RELATED TO THE GRANTS AND AGREEMENTS WITH EACH SUBRECIPIENT; AND, (3) APPROPRIATING FUNDS THEREFOR (4/5 VOTE REQUIRED) Mayor McCann recessed the meeting at 6:02 p.m. The Council reconvened at 6:12 p.m., with all members present. 6. PUBLIC COMMENTS The following members of the public expressed concern about rent increases at Oxford Terrace Apartments: • Valentino Hernandez, Chula Vista resident • Adriana Lara, Chula Vista resident Brandon Claypool, Chula Vista resident, spoke regarding homelessness. John Acosta, Chula Vista resident, spoke regarding councilmembers. Alan C spoke regarding proposed taxes. Consuelo spoke regarding governments. Aurora, Chula Vista resident, spoke regarding City services. Laura D., Chula Vista resident, spoke regarding JEDI community meetings and human trafficking. Theresa Acerro, Chula Vista resident, submitted written communications regarding JEDI community meetings. 7. BOARD AND COMMISSION REPORTS 7.1 Measure A Citizens' Oversight Committee Presentation: Annual Report Covering Reporting Period of July 1, 2021 through June 30, 2022 Measure A Citizens' Oversight Committee Chair David Stucky gave a verbal presentation on the item. Delia Dominguez Cervantes, Chula Vista resident, spoke regarding potential conflicts of interest. 8. PUBLIC HEARINGS 8.1 Regional Transportation Improvement Program: Amend the TransNet Local Street Improvement Program of Projects for Fiscal Years 2022/23 through 2026/27 Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the date and no earlier than the time specified in the notice. Senior Civil Engineer Moneda responded to questions from the City Council. Mayor McCann opened the public hearing. John Acosta, Chula Vista resident, spoke in support of staff's recommendation. Alan C. spoke in opposition to staff's recommendation. Delia Dominguez Cervantes, Chula Vista resident, spoke regarding the item. There being no further members of the public who wished to speak, Mayor McCann closed the public hearing. City Clerk Bigelow announced that a revised resolution for Item 8.1 had been distributed to the Council and that action on the item would be with respect to the revised document. ACTION ITEMS 9.1 Mobilehome Rent Control: Reduce the Administrative Fee for Mobilehome Rent Control Services to $10 for Fiscal Year 2023/24 Management Analyst Barnard gave a presentation on the item, he and Housing and Homeless Services Director Kurz responded to questions from the City Council. Paul Henkin submitted written communications in support of staffs recommendation. The motion carried by the following vote: Yes (5): Councilmember Cardenas, Councilmember Chavez, Councilmember Gonzalez, Deputy Mayor Preciado, and Mayor McCann Result: Carried (5 to 0) RESOLUTION NO. 2023-047 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING CHAPTER 18 OF THE CITY'S MASTER FEE SCHEDULE AND SETTING THE ADMINISTRATIVE FEE FOR RENT CONTROL SERVICES AT $10 FOR FISCAL YEAR 2023/24. 9.2 Annual Budget: Hear the Presentation of the City Manager's Proposed Budget for Fiscal Year 2023-24, Consider Acceptance of the Proposed Budget, and Set a Public Hearing for Final Consideration and Adoption Finance Director Schoen, Budget and Analysis Manager Prendell, and Administrative Services Manager Beamon gave a presentation on the item. City Manager Kachadoorian and Finance Director Schoen responded to questions from the City Council. Council discussion ensued. John Acosta, Chula Vista resident, spoke regarding the item. The motion carried by the following vote: Yes (5): Councilmember Cardenas, Councilmember Chavez, Councilmember Gonzalez, Deputy Mayor Preciado, and Mayor McCann Result: Carried (5 to 0) At the request of Councilmember Chavez, there was a consensus of the City Council to make a referral to the City Manager to evaluate and make recommendations regarding matters related to childcare. ACTION: Moved by Deputy Mayor Preciado Seconded by Councilmember Cardenas To adopt Resolution Nos. 2023-048, SA2023-001 and HA 2023-002, as amended by the previous motion to increase the personnel services category for the budgets of the Mayor and City Councilmembers by $5,000 each. CITY MANAGER'S REPORTS There were none. 11. MAYOR'S REPORTS At the request of Mayor McCann, there was a consensus of the City Council to make a referral to the City Manager to evaluate and provide recommendations regarding the installation of two additional pickleball courts at Mackenzie Creek Park. Mayor McCann spoke regarding his attendance at the following recent events: South County Economic Summit, the Taste of Eastlake, the Police Department 31st Annual awards ceremony, and recent Eagle Scout ceremonies. 12. COUNCILMEMBERS' COMMENTS At the request of Deputy Mayor Preciado, there was a consensus of the City Council to add an item to the May 23, 2023 City Council meeting agenda for a report from the Welcoming America Ad Hoc Subcommittee on findings and recommendations. She also thanked staff for their hard work on the budget process. Councilmember Gonzalez thanked the community for their participation in the JEDI community meetings and public budget meetings. 12.1 Councilmember Cardenas: Report on findings and recommendations from the Labor Relations Ad-Hoc Subcommittee 1.
