JANUARY 19, 1934
The Council met pure, lent to adJournment~ in the Oounoil Obamher of the Olty ~all
on the above sh~m date, with l~yor Done presidin~. Meeting called t~ order at
Present~ Ma~or Done, Councilmen ~owe, Lyonsg Browne Oonyers.
HEATING CITY HALL BUILDING: The proposal of the Robineon Baginasring Oceq~ny, of San
Diego, to furnish heaters for the Oity Hall Building was read, but as this propoeal had not
been invited by this Gounoll, the clerk was ~uStx~%ed to reject the propoeal and request
the Robinson (k~peany to remove the heaters, now in the building, as demonstrators. Thie
action taken on motion by 01. Lyons, seconded by 01. Brown, which ~arried.
BICYOI.ES ON STREETS: Mr. $. H. ~G1,11ocb asked if this city has an ~rd~m~ce forbidding
the riding of bicycles on the sidewalks of the city. He was informed that there ia such an
ordinance, and he then informed this ~ounoil of s~ne experiences he has had lately, in
which an accident was narrowly averted. Police Cc~aniseloner Oonyers stated that the ordin-
anoe would be enforced by the police department.
C. W. A.: The clerk read a communication from the League of ~alifornia M~nieipalities
urging this 0ouneil to send telegrams to the President of the United States, our Senators
and the A~ministrator of the 0. W. A., asking their aid in extending the work of the 0.
A. to Mey 1, 1554. Upon motion by Glo ~owe, seconded by Gl. Brown, which carried, the
clerk was urdered to send such telegrams.
FIiqANCIAL STAT~ OF THE OITY: ~hie matter having been brought to the attention of
thie Oouncil in previous meetings, to the effect that the Street Department had greatly
overdrawn it funds, and this had J~rndized the general fund, this matter was again
brought up for discussion.
El. Brown proposed as a saving proposition that the police prowl oar be ~isoontinue
at a earing of $240000; that the services of a medical doctor for examination of prlsoner~
be dispensed wlth~ at a saving of $1~16.00; that the two police officers discharged last
month, would --~e a saving of ~0.00; an~ that the street depa~ta~nt save $1600.00 in
city library.

Cl. Ho~e proposed that the expenses of the city co~t be reduced $~-00e00, the fire

to ~ reduced monthly, ---~ing a total of $470.00 eavings monthly.~____~
~At this point the city (~.erk informed the Oounoit of the ehor-~age made by t ·
dep~rtment expenditures, when that depeuet~ent had no funds for the purpose. Thi
that the dep~nent had expended appror~w-.tely ~000.00, ~aen it had no funds to expen~
Thi. overage had wrecked the general fund. The ,lark recited the date, he had warne~ V
this 0ounoil of the overdrawn funds, with no result, until now the city was in a finan~ial~
crisis. 01. Howe defended the action of the street department with the statement that
it was necessary to keep the department man.ed ar~ lw;~.t~. Street superintendent exhibited
a shaft showing receipts and expenditures of the etroet department for several years passed,
which the clerk stated meant nothing to the proposition now being discussed.
Cl. ~lc~yers explained the probable deficit that would exist at the end of this pres-
ent tax year. That it would require about $96~0o00 to maintain the street department for
the balanow of the year; that the income for this department ia falling off. He stated
that the ~eduotion in the police department alread~ ~ade last month, will save $~3~0o00,
and that the services of a doctor to e--~,e suapanted d~,,nks could be dispensed with.
· ith this, the probable deficit at the end of the year will be about $15,750.00. Re did
believe the people of the city wa~ted a o~tallment of the present city services, and does
not believe any of the departa~nts should be reduced ; that the savings that could be
· effected would not warrant the wrecking of so~ of the departments. He, also, gave a list
of the costs of maintaining this city fur the past four yeare~ xhowing a gradual ~rease
in such expenditures under the management of the city by this present council.
At this point, the Mayor threw the meeting open to the public, and perm~ttod one hour
for discussion by those present. During this diseneelon, the followizg per~ons were given
the flo~r.
G. H. Rlfe~ A~ked what the police department costs per month, and when informed by
Cl. Con2~rs that this expense runs about $1100.00 ps,month, he thought the department should
be reduced. Also, that the salaries of -~.~et everyone had been cut, and the e~loyes of
the city had been too high, but Clo 0onyers advised that all employes had been cut twice
in the past tWO yearSe
~. R. Seott~ Fnen informed that the street depertoent will cost approximately $9600
during the balance of the year, called attention to ~00 will be dmopped next due to the
redemption of bonds, and suggested that the city go ahead, cutting ail ec~ners by escheW.

and do not reduce any ~f the~. He recited the consensus of epiniun of the dh-esters of

the tax paye~s wo'uld object to an increase in takes to make up deficit.
O. S. Patte~eo~l Called attention ~otha fast that th~ cost of maintenan~e of the
police dep~nt thould he deducted fr~ amannt of fines received.
~1o Oonyers: Discussing the paY of poli~e officers, stated that it coats each officer
in his del~rtment, $30.00 per month for maintenance of his equipment; that the city of
~ Diego -ll~lfed ~5o00 per month to its officers for the ~--- purpose.
