of the City Council at the time and location stated on this agenda.

Building Services is made up of 3 Divisions:
Construction and Repair Provides repair, maintenance, and construction
services for a variety of buildings and infrastructure. Staff -10 FTE’s
Custodial Provides general cleaning and maintenance of city facilities.Staff -
15 FTE’s/3 Hourly/Contract Services (Nova)
Communications Maintains Public Safety and Public Works radio

The Storm Water team provides maintenance of the City’s storm
drain system and complies with Municipal Separate Storm Sewer
Systems (MS4) Permit and the National Pollutant Discharge
Elimination System (NPDES) Permit.

space resources for the benefit of the community. The total
budget for FY 23 is $19.7 million dollars.

Parks Management is responsible for the care and maintenance
of our city parks and safety inspections of equipment. The
Division maintains over 571 acres of developed parkland.

Park Ranger Program
Park Rangers are responsible for the safety and enjoyment of park
visitors. They enforce municipal ordinances, provide customer service,
manage park reservations, lock and unlock gates, and clean park
restrooms. Rangers also play a pivotal part of the Homeless Outreach
Team. Park Ranger hours of operation are 5:00 a.m. –12:00 a.m.
•Cleaning park restrooms (43 daily)
•Locking and unlocking gates (74 twice daily)
•Managing park reservations (1756 annual)
•24 hour notices posted (1,100 annual)

Roadway Management
The Street Maintenance Division is responsible for the maintenance and repair
of more than 455 center lane miles of improvements within the City’s rights-of-
way, including pavement, signing and striping, street trees and sidewalks. They
also handle weed, graffiti, and litter abatement.

The Wastewater Division is responsible for the maintenance and repair
of the City’s sewer system.
•Sewer System: 511 miles of sewer mains and 20,200 junction structures
•Average Daily flow = 17.5 MGD
•Pumps & Pools:
•14 wastewater lift stations, 2 municipal swimming pools, 2 Spray
pads, Irrigation pumps, and 1 Pond.

Other Highlights
For the Bayfront,the “Make Ready”project is complete,and Engineering has begun inspections of the
Phase 1A project.
Over 100 traffic engineering-related investigations were completed.
Over 700 traffic signal and street lighting maintenance requests were completed.
Over 700 utility permits were approved.
Coordinating the F Street 20A funded utility undergrounding with SDGE and expect construction to
begin near the end of 2023.
The 2021 City-wide Pavement Condition Assessment and Management Services by Applied
Research Associates,Inc.(ARA)was completed in October 2021 with a total of 611 lane miles.
Council approved the Media 3/Wyyerd fiber share agreement and Engineering has been inspecting
their installations and coordinating on the City’s network needs.
Storm Drain Fee Study completed.
Collaboration with DSD to develop an Alternative Compliance Program for Stream Rehabilitation
The sewer rate study was completed and adopted by Council in FY22.
