SUPERVISION RECEIVED AND EXERCISED Receives immediate supervision while progressing to general supervision from the Crime Laboratory Manager or assigned technical lead. DISTINGUISHING CHARACTERISTICS This is the entry-level professional class in the Digital Forensics Analyst series. This class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbent works under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned. ESSENTIAL FUNCTIONS – Functions may include, but are not limited to, the following: Conduct complex forensic examinations and analysis of digital devices such as computers, laptops, hard drive imaging, vehicles infotainment systems, video surveillance systems, and cell phones. Determine best methods and techniques appropriate for extracting data from a variety of digital evidence items; use forensic software applications to accesses password-protected devices, secure files, and analyze data. Secure and collect digital and electronic devices and/or surveillance video; prevent the transference of viruses, destructive programs, and inadvertent writes to and from the original media in the office or in the field. Physically disassemble, examine computers and related hardware components and document computer hardware configuration and conditions. Prepare clear, comprehensive, technically sound, and accurate reports that include determined facts and conclusions to support investigations. Assist with Body Worn Camera (BWC) program; assign BWC to new officers, trouble shoot and fix BWC, train new officers on use of BWC; and create accounts for the program. MINIMUM QUALIFICATIONS Knowledge of: Advanced investigative techniques related to computer and digital device forensics and forensic-related software. Methods and techniques used to access, recover, review, validate, and preserve electronically stored data files. Advanced use of digital forensic extraction and analysis equipment and software. Procedures, practices, and laws regarding the collection, preservation, and integrity of evidence. Prepare and maintain laboratory records and technical reports. Acceptable practices and standards recognized as best practices for digital evidence collection and processing from the appropriate forensic accreditation board. Methods of restoring deleted files and accessing secured and encrypted data. Police procedures; court testimony procedures and techniques. Applicable laws, codes, ordinances and regulations. English usage, spelling, grammar, and punctuation. Computer equipment and software applications related to assignment. Ability to: Examine and analyze computer hardware, software, and electronically stored data pertaining to law enforcement investigations. Find and extract electronically stored information to be used as evidence. Analyze data and information retrieved in the course of duties as it relates to a specific investigation or crime including disturbing and traumatic videos and images; download and analyze surveillance video. Prepare clear, accurate and comprehensive written and oral reports. Restore and recover electronic data from storage devices that has been deleted, erased, fragmented, hidden or encrypted. Evaluate and maintain hardware and software necessary for the performance of computer-related investigations. Prepare and maintain accurate records and files. Redact and enhance videos/photos Testify in court. Learn, understand, interpret and apply basic laws, rules and regulations. Work nights, holidays and weekends and be available for stand-by and call outs after regular working hours. Operate computer equipment and software applications related to assignment. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Work with various cultural and ethnic groups in a tactful and effective manner. Experience and Training: Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Training: Bachelor's degree from an accredited college or university in Computer Forensics, Computer Science, Information Technology, Criminal Justice or a related field with major course work in computer forensics is highly desirable. License or Certificate Possession of a valid California driver’s license. Highly Desirable Industry Certifications: CCE (Certified Computer Examiner), CFCE (Certified Forensic Computer Examiner), CCO (Cellebrite Certified Operator), CCPA (Cellebrite Certified Physical Analyst). 2023/05/04 CSC Agenda Page 8 of 13 CITY OF CHULA VISTA Digital Forensics Analyst I 4 PHYSICAL DEMANDS On a continuous basis walk, stand, bend, crouch, stoop and sit for varying periods of time; use hands and fingers to grasp and use various types of equipment and tools used in forensics work; make repetitive hand and body motions; twist and reach below and above shoulder. Fieldwork may include activities involving climbing stairs and ladders, bending, lifting, and/or crawling into small/confined spaces. Must be able to use telephone and use a keyboard to communicate through written means, review information and enter/retrieve data; see in the normal vision range with or without correction; hear in the normal range with or without correction; lift weight up to 50 lbs. of varying weight and shape. WORKING ENVIRONMENT Primary work is performed indoors and may work outdoors with exposure to varying weather conditions when conducting fieldwork. This class is distinguished from the Digital Forensics Analyst I in that it performs journey level work with a high level of independence and may provide technical and functional guidance to subordinate staff. Positions in this class are flexibly staffed and are normally filled by advancement from the Digital Forensics Analyst I level, or when filled from the outside, have prior experience.
