Tonight, you are being asked to consider a Design Review Permit for 220 multi-family residential units on an 8.3-acre site within the Otay Ranch Village 3 Sectional Planning Area, or SPA. This project may look familiar to some of you – it is a correction to a design review that was approved by the Planning Commission last September, as Escaya Apartments II. Two additional units have been added, resulting in minor changes to building layouts, surface parking, and open space. 1 PROJECT LOCATION & SURROUNDING USES Otay Landfill VILLAGE 2 – Light Industrial Multi-family Residential Multi-family and Commercial (Mixed Use) Open Space Preserve Project Site This aerial provides an overview of the project site in relation to its surroundings. There is Light Industrial planned to the north, the Otay Landfill to the west, Open Space Preserve to the east, and Multi-family and Mixed-Use neighborhoods to the south. The Village 3 SPA Plan promotes pedestrian-oriented development, reducing reliance on the automobile. The village concept includes essential facilities and services, such as schools, shops, civic facilities, childcare centers, and local parks… all close to residential homes. 2 Site Plan Corte Nueva Paseo Cultura Heritage Road 1 2 As shown on the slide, the Project is located on Corte Nueva, bound by Paseo Cultura and Heritage Road. The primary vehicular entrance is at the eastern end of Corte Nueva, and a secondary entrance is located farther west. The site is zoned for High Density residential use, allowing 18-27 units per acre. This project has a density of 27 units per acre. . 3 Project Rendering Perspective Looking Southeast from Heritage Road & Paseo Cultura Artisan @ Escaya is a market-rate rental apartment community with 129 one-bedroom and 91 two-bedroom units distributed in 12 three-story residential buildings. (220 total units) One bedroom units range in size from 747 to 780 square feet, and 2 bedrooms are 954 to 1,079 square feet… Each unit has a private balcony. 4 Mixed-Use Village Core The buildings along Paseo Cultura and Corte Nueva have pedestrian entrances that connect to the public sidewalks, (CLICK) And the public sidewalks connect this high-density residential development the mixed-use village core. (CLICK) The closest Transit stop will be on Heritage Road, a short walk from the Project Site. 5 Illustrated Site Plan Two residential buildings flank the main entry on Corte Nueva, which terminates at the ten thousand square-foot, two-story clubhouse and leasing building. (CLICK) The Clubhouse features a fitness center, bicycle storage, pet wash, co-working space, indoor lounge areas, a yoga room, and a game room. 6 Open Space Amenities Pool Side Bar & Elevated Spa Terraced Sun Deck Fire Table Lounge Outdoor amenities include a pool, spa, & terraced sun deck, as well as a fire table lounge & recreation areas … 7 Open Space Amenities Open Space Seating Area Dog Park A dog park and seating areas are located along the Preserve at the eastern edge of the community. A series of walkways and trails link the residential buildings to the recreation and gathering spaces. ***HALFWAY*** 8 Circulation, Access, & Parking Adequate circulation for vehicles, fire access, and trash truck maneuvering, is reflected on the site plan. Parking is located in garages, carports and surface spaces that are all internal to the site and screened from view by the perimeter buildings. 9 Landscape & Lighting Saratoga Laurel Southern Magnolia Coral Tree Tipu Tree Italian Cypress Date Palm Blue Flame Agave Japanese Boxwood New Gold Lantana White Shrub Rose Mexican Feather Grass California Copperleaf Coastal Agave Bush Snapdragon The landscape design and plant palette conform to the City of Chula Vista’s Landscape Water Conservation Ordinance, using moderate and low-water plant species, such as Coral Trees and Date Palms, and a low-volume and efficient automatic irrigation system. (CLICK) Exterior lighting will be provided on the buildings and throughout the site to illuminate the parking areas, building entrances, amenities, and other pedestrian areas. All site lighting will use LED technology for energy efficiency and be directed downward to minimize the spread of the beam, consistent with the City’s lighting policies. 10 Architectural Style Historical agrarian activity within Otay Ranch is the inspiration for the architectural theme and character of Village 3. Artisan at Escaya embraces the Farmhouse and Ranch styles with stone accents, board and batten siding, roof canopies with wood kickers…and metal louvers, railings and roof accents. 11 Architectural Style Varied building setbacks, articulation and undulation of the wall planes and roof lines all contribute to reducing building massing. 12 Colors and Building Materials Artisan at Escaya offers three color schemes to create building diversity and interest both internally for the residents and externally for the adjacent streets and neighborhoods. 13 Project Rendering Perspective Looking Southwest from Heritage Road This rendering depicts the view looking southwest along Heritage Road. The project is consistent with the Otay Ranch Village 3 SPA Plan, the Master Precise Plan, and the Landscape Master Plan. 14 RECOMMENDATIONS Adopt the Resolution approving the Design Review Permit (DR23-0002). Staff recommends that the Planning Commission adopt the Resolution approving Design Review Permit DR23-0002. This concludes the report. Staff is available for questions.
