ENVIRONMENTAL NOTICE
The Project qualifies for a Categorical Exemption pursuant to the California Environmental
Quality Act State Guidelines Section 15301 Class 1 (Existing Facilities) and Section 15061(b)(3).
ENVIRONMENTAL DETERMINATION
The Director of Development Services has reviewed the proposed project for compliance with
the California Environmental Quality Act (CEQA) and has determined that the project qualifies
for a Categorical Exemption pursuant to State CEQA Guidelines Section 15301 Class 1 (Existing
Facilities) and Section 15061(b)(3), because it can be seen with certainty that there is no
possibility that the activity in question may have a significant effect on the environment. Thus,
no further environmental review is required.
RECOMMENDATION:
TheParksand Recreation Commission considerthe proposal to allow off leash dog access without
fenced boundaries, provide input, and, if approvedrecommend to Council.

DISCUSSION:
The City of Chula Vista parks system is comprised of 65 publicly maintained parks, of which, 9
have designated off -leash, fenced dog runs. There are an additional 6 future parks that will have
designated off-leash, fenced dog runs as well. The City of Chula Vista currently only has one
identified park that allows off-leash dog access without fenced boundaries.
In 2019, City Council approved a pilot program for an off-leash, unfenced area for dogs at
Memorial Park. This location has a steady number of patrons throughout the day. There have
been few reported incidents over the past 4 years.
This proposal would allow an off-leash dog area at Hilltop Park without fenced boundaries.
Currently, the park is used for purposes other than dog access, such as picnicking, sporting
games, special events, or passive use. If approved, the access would begin June 1, 2023. If City
staff feels the program is contrary to the safe and equitable use of park facilities, City staff may
suspend the program without notice and report to City Council for further direction of the
program. With the implementation of this program, there will be signs posted along the boundary
of the access areas stating rules and regulations including restrictions, along with contact
information for Chula Vista Park Rangers or Chula Vista Animal Control Officers so users can
report violations of the rules.
Establishing the off-leash dog areas in parks would have several benefits, including the
following:
A new way to activate the parks
provide a socialization point for dog owners
encourage responsible dog ownership by signing and promoting sanitary
practices, license policies, and vaccination requirements
provide an opportunity for dog owners within walking distance a chance to allow
their dogs to run in a park off leash.
Staff have several concerns regarding the establishment of this proposal. These concerns are:
burning turf as well as damage due to use on water-saturated turf
negative interactions between off leash dogs and human users of the park
negative interactions between multiple off leash dogs
dog waste not being picked up by the owners
dogs running into the streets
park users not comfortable with dogs no longer willing to patronize the park out
of fear.

following:
must be fenced to segregate unleashed dogs from other park users. Segregation by
fencing is necessary to protect the City from liability from foreseeable incidents on our
property: loose dogs biting people in the parks or nearby areas, tripping people or knocking them
down (particularly small children or people walking with a cane or walker), running into the
street and causing a motor vehicle accident, chasing a bicyclist on the street and causing an
accident, biting dogs who are leashed in compliance with our existing laws, bringing claims
attributed to disease from dog/urine waste in the grass. Dog owners are responsible for damage
or injury caused by their pets, assuming they can be found, but the City would be subject to
claims and brought into lawsuits for creating a dangerous environment. Additionally, the dog
park must be professionally designed to ensure a safe facility and handicap access and to
The Chula Vista Municipal Code allows for administrative provisions to designate areas of parks
lawful to turn loose or allow dog access (CVMC Section 2.66.130). City Staff would be required
to post signage stating the boundaries of the off-leash dog access and regulations for the use of
the designated areas. Posted regulations would include dog owners required to clean up after
their dogs, dog owners required to maintain control of their dogs, dogs required to have current
license, shots and no contagious diseases, and to limit excessive barking, hours of operation,
among other regulations.
In conclusion, we are seeking feedback from the Commission and consideration to proceed with
adding a second location off-leash dog area, without fenced boundaries at Hilltop Park.
DECISION MAKER CONFLICT
Staff has reviewed the property holdings of the Parks & Recreation Commission members and has
found no property holdings within 1,000 feet of the boundaries of the property which is the subject
of this action. Consequently, this item does not present a disqualifying real property-related
financial conflict of interest under California Code of Regulations Title 2, section 18702.2(a)(7)
Staff is not independently aware, and has not been informed by any Parks & Recreation
Commission member, of any other fact that may constitute a basis for a decision-maker conflict of
interest in this matter.
CURRENT YEAR FISCAL IMPACT
The current-year fiscal impact to the general fund is estimated at $2,500. To implement the
program, staff will need to purchase and erect 4 signs and posts at each park identified to notify
users of the boundaries as well as the rules and regulations. At each signpost, dog waste bag

dispensers, with waste containers, will need to be added. Parks Maintenance staff must replace the
dog waste bags regularly. There may be additional costs for turf repair if damaged due to improper
use of the facility. Additional costs may be incurred due to claims against the City for creating a
dangerous condition.
ONGOING FISCAL IMPACT
Annual expenses would include the weekly replacement of dog waste bags, turf repair and power
washing hardscapes. The annual fiscal impact to the general fund for subsequent years is estimated
at $700. Additional costs may be incurred due to claims against the City for creating a dangerous
condition.

SUMMARY
This reportpresents the Park Master Plan for theproposed renovations to Eucalyptus Park which is
an existing 19.69-acre community park servingthe northwestern area of Chula Vistaandseeks Parks
recommendation to approvethe Park Master Plan.
ENVIRONMENTAL REVIEW
The Director of Development Services has reviewed the proposed project for compliance with the
California Environmental Quality Act and has determined that the project qualifies for a
Categorical Exemption pursuant to State CEQA Guidelines Section 15301 Class 1 (Existing
Facilities), Section 15303 class 3 (New Construction or Conversion of Small Structures), and
Section 15304 Class 4 (Minor Alterations to Land) because the proposed actions would not result
in a significant effect on the environment, create a cumulative impact, damage a scenic highway,
or cause a substantial adverse change in the significance of a historical resource. Thus, no further
environmental review is required.
RECOMMENDATION:
That the Parksand Recreation Commission recommend approval ofthe Park Master Plan for the
renovationofEucalyptus Park which stretches along C Street, between 5th Avenue and 4th Avenue
in western Chula Vista.
DISCUSSION:
Background
Eucalyptus Park was the first park built within the City of Chula Vista in 1927. It is a 19.69-acre
community park which serves the northwestern area of Chula Vista. Renovating this existing park
would provide thecommunity with expanded recreation offerings and renovated amenities.

Funding
In March 2021, the City submitted a grant application for the Statewide Parks Program Round 4
to obtain funding for the renovation of Eucalyptus Park. On February 2, 2022, the City entered
into a Grant Contract SW-37-015 for a not to exceed amount of $7,140,000 for the design, pre-
construction services, and construction of a portion of Eucalyptus Park. As part of the grant
application $750,000 of the allocated funds were designated to help fund a portion of the tenant
improvements for Casa Casillas, which is located along Fourth Ave, adjacent to the park site. In
accordance with the terms of the grant, the park shall open to the public in March 2025.
Grant Project Scope
The Eucalyptus Park Master Plan has developed and identified the locations of focal recreation
features as outlined per the grants scope of work. These features include the construction of a
multi-purpose field with lighting, interactive water feature, skate/scooter plaza, bike skills park,
perimeter walking path with fitness equipment, and pickleball courts with lighting. The grant scope
of work also identified renovations work for existing features such as the playground, dog park,
parking lot, lighting and fencing around the park.
Design Consultant
On August 26, 2022 the City of Chula Vista issued a Request for Proposal (RFP) from qualified
design teams to develop the master plan, park design, 100% construction documents, specifications
and construction administration based on the conceptual plan included within the awarded grant
application for Eucalyptus Park. The RFP deadline for submission was due on September 23, 2022.
A total of 9 design firms responded to the RFP and the City of Chula Vista selected and entered
into an agreement with KTUA on October 25, 2022, to provide design, pre-construction, and
construction administration for the Eucalyptus Park renovations. Construction of the park
renovations will be completed under a separate solicitation and contract.
Community Outreach
In November of 2020, City staff held three virtual public community meetings to understand what
the community had envisioned for the park. An overview map of the project site was presented,
and a discussion was had regarding the current park features, some site conditions to be aware of
and then asked the participants to provide what they felt were necessary features to be added to
the park. As the ideas tapered off, the city identified the features that had the most input and interest
and included those within the grant application.
On January 19, 2023, City staff and KTUA hosted a community workshop at Feaster Charter
School at 6:00pm to update the community on the status of the renovation work for Eucalyptus
Park. KTUA presented a park program plan which highlighted existing features to be enhanced
(stormwater channel, parking lot, and dog park improvements), accessibility upgrades (connection
to Menzel field and perimeter walking path with fitness equipment), and the addition and/or
renovation of active play amenities (playground equipment, interactive water feature, skate/scooter
plaza, bike skills park, artificial turf multi-purpose field, and lit pickleball courts). After the
presentation, KTUA provided an in-person survey, as well as an online survey to generate
feedback regarding the proposed park program. The project survey highlighted the park amenities
based on the grant scope of work and encouraged the public to rate what features, and amenities

were most important to them. Ninety-four surveys were returned and KTUA analyzed the data and
put it into a visually presentation form.
A second community workshop was hosted by City staff and KTUA on March 23, 2023 at Feaster
Charter School at 6:00pm. The goal of the second workshop was to present the master plan concept
which was derived from the grant scope of work and the project survey data. Before presenting
the Master Plan, KTUA provided a brief overview regarding the results of project survey data
which highlighted the top 3-5 amenities desired for the dog park, skate / scooter
plaza, bike skills course and playground renovations (See Attachment 1, pages 4-15). The
proposed park design theme honors the existing Eucalyptus trees as well as Monarch butterflies
since Eucalyptus Park is an overwintering site for Monarch butterflies. Eucalyptus Park is a heavily
used park and the community overall gave positive feedback and expressed their excitement for
the proposed park renovations.
Master Plan Design Concept
The Master Plan has been designed to activate the entire park site by offering new amenities in
underdeveloped areas of the park. City Staff and KTUA wanted to create movement throughout
the park while grouping relatable activities near one another. (See Attachment 1, pages 16-21)
The design of the park site includes the addition of the following elements:
Multipurpose field w/ lighting
Interactive water feature (splash pad)
Skate/ scooter plaza
Bike skills plaza
Walking path throughout the park with fitness equipment nodes
(4) pickleball courts w/ lighting
ADA ramp/ access from lower field to upper fields (Menzel field)
Renovation to existing lower parking (asphalt sealant and new striping)
Renovation to the existing playground
Dog park(s) reconfiguration
Enhancements to the existing perimeter fencing (park signage at the corner of fourth Ave
& C Street)
Bio-retention basins within existing swale/ drainage corridor (more natural aesthetics)
Connectivity throughout the entire park
CURRENT YEAR FISCAL IMPACT
There is no current year fiscal impact to the City as a result of approving the Eucalyptus Park
Master Plan.
City Council Resolution No. 2022-100 amended the Fiscal Year 2021-22 budget to establish a CIP
$7,140,000 in Statewide Parks Grant
funds. The grant budget includes $750,000 to help fund a portion of the tenant improvements for
Casa Casillas and $6,390,000 for the proposed park renovations ($5,200,000 construction costs
and $1,190,000 soft costs including design).

ONGOING FISCAL IMPACT
There is no ongoing fiscal impact as a result of approving the Eucalyptus Park Master Plan.
Upon completion of the proposed improvements, the City will incur park operation and
maintenance costs. As an existing park, the operation and maintenance of the existing amenities
are included in the current Public Works Department budget. The City will incur incremental
additional operation and maintenance costs associated with new park amenities (e.g., splash pad).
Funds to provide this additional maintenance will be included in future operating budgets.
