Frequency of Regular Charter Review Commission Meetings

Discuss and approve Board of Ethics yearly meeting frequencies for Fiscal
Year 2023.
4.3 Continued Discussion and Action on Board of Ethics Work Plan for Fiscal
Year 2023 - 2024
Update on ad hoc subcommittees work plan for the following projects:
Group A: Lobbying Ordinance - Commissioners Isidro Barragan, Carmen

Present: Commissioner Barragan, Commissioner Davenport,
Commissioner Carmen Torres, Commissioner Jose Torres,
Commissioner Gersten, Commissioner Velissaropoulos
Absent: Chair Guerrero
Also Present: City Attorney Glen Googins, Deputy City Attorney Megan
McClurg and Secretary Doris Cornejo

1. CALL TO ORDER
A regular meeting of the Board of Ethics of the City of Chula Vista was called to
order at 5:19 p.m.
2. ROLL CALL
Secretary Cornejo called the roll.

4.3 Continued Discussion and Action on Board of Ethics Work Plan for
2023
The Commissioners discussed and determined membership of three ad
hoc committee working groups and there was consensus to proceed.
The ad hoc subcommittee groups are comprised as follows:
Group A: Lobbying Ordinance - Commissioners Isidro Barragan, Carmen
Torres and Scott Davenport
Group B: Ex Parte Communications Policy - Commissioners William
Gersten, and Jose Torres
Group C: Amendments to Code of Ethics - Commissioners Edgar
Guerrero and Alexia Velissaropoulos
OTHER BUSINESS
5. STAFF COMMENTS
City Attorney Googins announced this was his last meeting and he was leaving
the City of Chula Vista. He also mentioned the in-person Ethics training on
February 16, 2023 at 5 pm. Deputy City Attorney Megan McClurg announced she

will be the point of contact for the Board of Ethics and looks forward to working
with everyone.
6. CHAIR'S COMMENTS
No chair comments.
7. BOARD MEMBERS' COMMENTS
Commissioner Carmen Torrez commented on her appreciation for Deputy City
Attorney Simon Silva. Commissioner Davenport inquired about adding additional
language that would make candidates subject to the Code of Ethics. City
Attorney Glen Googins mentioned it could be looked at through a ad-hoc
subcommittee.

The meeting was adjourned at 5:59 p.m.
