MINUTES OF A
BOARD OF ETHICS MEETING
June 12 , 2001 Human Resources Conf Room 3 :45 p.m.
MEMBERS PRESENT: Ricardo Gibert, Kenneth Culver, Jean Rogers,
Juan Gonzales, Rudy Ramirez, Joanne Carson
MEMBERS ABSENT: None

The meeting was called to order at 3 : 54 p.m.
1 . Roll Call
All members were present . Chair Gibert introduces new member Rudy
Ramirez .
2 . Approval of the Minutes of May 5 , 2001
MSUC 5-0 (Gonzales/Culver) to approve the Minutes of May 5, 2001 .
Member Ramirez abstains .
3 . Election of Chairperson
Chair Gibert opens the floor for nominations for the position of
Chair for the upcoming year 2001-2002 .
MSUC 6-0 (Gonzales/Gibert) Ken Culver was nominated and appointed
as the new Chair.
MSUC 5-0 (Carson/Culver) Ricardo Gibert was nominated and appointed
as new Vice Chair.

4 . Revisit the Lobbying Ordinance
Chair Gibert confers with the Board regarding the Lobbying
Ordinance referral issue. The Board holds discussions and presents
their inquiries to Deputy City Attorney Nora Smyth. The Board is
concerned with the threshold for determination and compensation
amounts of lobbyists . Additional concerns of the Board regarding
this issue are the applicability of the Municipal Code, the impact
to the City Clerk' s office and the issue of enforcement authority
and the process of a complaint .
MSUC 6-0 (Ramirez/Carson) to recommend to Council the adoption of
an ordinance requiring paid lobbyist to register and disclose their
information.
MSUC 6-0 (Culver/Ramirez) in addition to the recommendation to
Council to adopt an ordinance that the Board provide a copy of the
City of San Diego' s Lobbying Ordinance as a model .
5 . Organization, Development and Training Specialist Report
(Formerly Training Coordinator Report)
Ms . McKean reports to the Board that the City has ordered a
comprehensive ethics training for government staff .
6 . Oral Communications
None .
7 . Member' s Comments
Member Gonzales inquires as to whether anyone from the City of San
Diego called.
The next meeting is Tuesday, August 14 , 2001, t 3 :45 p.m. in the
Human Resources Conference Room.

Item Title : Report - Recommending the adoption of a Lobbying
Ordinance in the City of Chula Vista

BACKGROUND :
At the Council meeting of March 6 , 2001, Councilmember Salas
referred a matter to the Board of Ethics requesting the Board
consider whether the City of Chula Vista would benefit from
adopting a Lobbying Ordinance .
On May 15, 2001 the Board met at a regularly scheduled meeting to
discuss the referred item. The Board held discussions regarding
adoption of such an ordinance and took the matter under submission.
On June 12, 2001, the Board met and after further discussions and
consideration of the matter does hereby recommend that this Council
adopt a Lobbying Ordinance similar to the attached City of San
Diego ordinance requiring individuals acting as Municipal Lobbyists
to register and submit a financial disclosure .
BOARD RECOFZEDDATION:
The Board of Ethics recommends that Council consider adopting a
Lobbying Ordinance similar to the City of San Diego' s Lobbyist
Ordinance and that the City Attorney be directed to prepare an
ordinance for further Council consideration at a later date .
FISCAL IMPACT:
None at this time.
