The 0ounoil met pursuant to adJov~nment, in the Oouneil 0h-.~ber of the 01fy ~all,
on the above sho~n date, with Mayor Rife presiding. Masting called to order at ?:00
o'clock, P. ~. Present`. Me~or Rife, Councilmen Howe, Lyons, B~own, Boltz.
WA'A'~ 1~ GA~: The clerk repo,'ted prises he had obtained in Los A~geles,
water pressure gaUge for use of the Fire Department. After discussion, the Y~re
~hief being e~led in, no &etlon was taken, but the fire chief was to correspond with
Chicago fixes in the matter.
PAVING S~ l~qI~ P~A: A letter from the local Chamber of gca~eroe, appointing
a e~mnittwe frc~ that body $o assist in the preparation of specifications for this work
was presented. The o~ttee consists of a. 3. Helm, 0. G. Gray and H. L. 0Instead.
The engineers for this work, Allen & Rowe~ l~esented a report on the specifications
and plans for same, but this report showed five different types of paving in the specifi-
cations, viz: Penetratien, Bltumuls; Penetration, Road 0il; Plant Mix of Lakold; Hot
A~phalt; and Out Bask A~phalt. This part of the specifications was not satisfactory,
and 01o Bolts offered Resolution No. 395, which is a resolution authorizing and directing
the engineers to modify the specifications to contain two types of material for paving,
fiz: Full Penetration Bit~uls, or its equal, and Plant MAx of La.vkold~ or its equal.
The resolution was read, and was passed, and adopted as read, by the following vote,
to-wit: A-V~`. al. Brown, Bolts, Rlfe~ Howe, Lyons$ N0~: None. AilmENT: None.
S~..T LIGHT-' A petition, signed by the property owners and residents residing on
Street, between let and 2nd Avenues, was presente~, in which a street light was asked
to be installed at E Street and Fig Avenue. Request granted, upon motion by al. Howe,
seconded by ale Brown, which serried°
GI~0~ ESTATE: The clark read a notice of a hearing to he held in the Superior
~ourt of San Diego County, on March 8, 1955~ to decide on the payment to at,mays and
the executor ~ of this estate, for extraordinary services rendered in handling the es-
tate. No action taken.
SERA R~PAIRS TO LIBRARY B~JT:.nING`. al. Brown offered Resolution No. 394, which is
a resolution authorizing the Mayor to sign an application for repair work on the Library
Building, under the S~I~A. It was read, amd was passed and adopted, aa read, by the fol~
lowing vote, to-wit: AI~: Ol. Howe~ Lyons, Brown, Boltz, Rife. NOES: None. ~a~T`. None.
· A'i~ RAT~ HEARING: The city attorney presented a letter fr~ the eittorney for
the State Railroad aommissio~, in which it l~ et~ted that a brief would be filed in the
Federal Oourt, in this matter, ~ehruary 25, 193§.
PLAZA IN ~ AVEN~: Upon motion by Gl. Brow~, seconded by 01o Lyons, which oar-
tied, the bid of the Ghula Vista Paint and ~ardware Store for furnishing pipe and fittings
for a sprinkler system fo2 the plaza, amount $1~.00, was a~ptedo
S~JETS. ~IJ~I~G ~ S~T, ~ F0~i A~ AND J~INOT AF~iF~-~: The alt7 engin-
eer reported that in c~dar to make a fill on the street above mentioned, to bring the
s~reet to grade, it would be necessary to widen the street, between 4th and ~ot avenues.
Fifteen or twenty feet, on eaoh side will be required, and upon motion by ~ayor Rife, zoo-
ended by al. Brown, w~ioh carried, the matter was referred to the city attorney to obtain
deeds to the land require~, if possible.
S~T SI~: h~'. C. A..~um~er verbally asked this 0ounoil for permission to erect
direction signs at · Street and 4th Avenue, and 3rd Avenue a~d Madrona Street, the signs
to read: ~pisoopal 0hureh" with an arrow pointing in the proper direction. Granted upon
motion by 01. Brown, leeonded by 01. Bowe, which carried.
