M. Present: ~or Rife, Councilmen Howe, Lyons, Brown, Bolt--. MINL~ 01~ PP~IOU~ ~TING$: The minutes of the last regular meeting of ~ebruary 5th, and adjourned regular meetings of the llth and ~5, 1935, and of March 4, 1935, having been prepared and mailed to each member of this 0ounoil, were approved aa prepared and mailed. S~t~EE'I~, WIDENING-' In the matter of raising the grade of E Street, between 4th Ave., and Minor Ave., which will require the acquisition of more land on each side of E Street, to widen this thoroughfare, M~. J. T. Lareau, who owns land adjoining thc proposed work, in person~ objected to this project, stating that it would tend to make his land so much lower than the street level, that its value would depreciate. ~hen he was informed that the raise of grade would not be higher than hie present driveway, he had no objections. 01. Lyons suggested that the engineer for the city set stakes at the point of proposed wo~k~, in order that ~r. T~aU Could see the level of the street desired, which was ordered. DOGS, VAOOI~IATION 0F: William ~aoDonald, of this city, verbally a~ked this Council to repeal its ordinance providing for vacsinating doge against rabies. He stated that the vaccination was not effestive and in n~ cases destroyed the dogs; he Quoted reports to substantiate his statements. Dfc ~. E. Asharoft, C~ity health officer~ was called to the floor, and informed this 0ouncil that all antmale that auccled its young are subject to rabies; doge may be bitten by cats or coyotes; that when a h~m~an or 8~ltmal h~s contrasted rabies, the result is death; no cure known; treatment to prevent rabies when h~mane are bitten, is very expensive~ and require 14 days at the least. He Quoted weekly reports from the State Board of Health, showing that San Diego ~ad 10 cases of rabies, and 60 suspected eases, in January, 19~5; that it bad 10 cases and 7~ suspects in December, 1934; that it had 3 cases in the week ending ~ebruary, 193§. He Quoted other cites, also. He strongly advised that the ordinance in Question remain effective, and that vaccination is the best preventative. ~e city &ttoraey informed that he had consulted the Ooun~y Health office, and the I~,-~--& Society, where learned that the treatment is both h,-~e and effective, when vaccination is used; that San Diego has an ordinance re~uiring dogs to be vaccinated. Laid on table. ~ETING$ 0~ OITY COUNGIL: Upon motion by Gl. Brown, seconded by Gl. Howe, which carried, the city attorney was instructed to change the present ordinance setting forth the dates and hours of meetings of this Couneil~ from the first Tuesday in each month, at 7:30 p. m., to the first Monday of each month, at 7:00 p. m.
