The 0ouncil met pursuant to adJour~nt, in the Oouneil Ohamber of the City Hall,
on the above shown date, with Mayor Rife presiding. Meeting ealled to c~der at 7:00
o'clock, P. M. Present: Mayo~ Rife, Councilmen Rrown, Lyons, Howe. ~oIAneilmnn Boltz

PAVING S~EETS ~ PWA.: The Mayor a~ked the eity enginee~ to report on his
recent trip to Los Angeles where he went to present the speoifieatione for this work to
the office of the State Engineer for P~A., for approval. Mrs ~uartley, member of the firm
of Allen & Rowe~ acting city engineers and en~ineurs for ~his work reported that he had
presented the speeifioatione to the offiee above mentioned, and had been told that no
action would be taken thereon at this time, due to a telegram ~le ~OWs had wired to
Washington, oritieieing the State Engineer's office. ~Iowever, Mr. Quartley stated that
the State Engineer's office had phoned him on this ~ate that the epeeific~tions had been
approved by that office, and would be mailed here on this date.
Gl. Howe presented a letter he had reeeived frc~ The ~aergeney ~elief Administra-
tion, in Washington, in reply to hie telegram ho had aent~ a espy of whieh had been read
at the last meeting of this 0ounoil. Cl. Howe then presented a telegram that had been
received by a Mr. ~merfield, of the Bitumula C~pany, and asked that it bo read by the
city clerk. ~1. Lyon~ asked what right Mr. $,wwa~rfield had to transact eity business
and obJeetad to having the telegram read. Clo Brown then moved that the telegram be not
read.. ~Ie was eeeonded Cl. Lyons, and on roll call the following resulted. A~-' 01.

he had sent to ~r. ~a~l Leo Eelly, of the State Highway Department, in whieh Cl. Howe
Howe had ece~lained against the firm of Allan & Rowe, engineers, being e~ploy~d on the
San Franeiaeo bridge, and sating as engineers on this work and as city engineers. Mr.
Xell~,s reply wac to the effeet that he would investigate the matter; that eueh praetiee
was eontra~y to the rules of his offiee. Mr. Howe the~ nttaeked the r~ght of Mr. Erie
q,,--tley to act for the firm of Allen & Rowe, and Mr. Q~artlay replied that he had a
perfeet ~ight to do es, as he ia a ~ember of the firm; also, that it was the first
time he had ever heard that a firm of engineers eould not hA-~le more than one Job at
the sa~e ti~e.
STREET ~: The clerk --~ounoed that he had received a request from a Mr.
Sullivan, living on D Street, near first avenue, to ~e~ove a street tree that is standin~
on the spot where a driveway is desired. Matter referred to street su~erintendant to
investigate and report.
