1. CALL TO ORDER
A regular meeting of the City Council of the City of Chula Vista was called to order at
5:14 p.m. in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista,
California.
2. ROLL CALL
City Clerk Bigelow called the roll.
3. PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE
Councilmember Galvez led the Pledge of Allegiance.
4. SPECIAL ORDERS OF THE DAY
4.1 Oath of Office
Lea Cruz - Measure A Citizens' Oversight Committee
City Clerk Bigelow administered the oath of office to Committee Member Cruz and
Councilmember Galvez presented her with a certificate of appointment.
4.2 Proclamation Proclaiming the Month of November as Hunger and Homeless
Awareness Month in the City of Chula Vista
Mayor Casillas Salas read the proclamation and Councilmember McCann
presented it to Alexis Johnson, representing SBCS.

5. CONSENT CALENDAR (Items 5.1 through 5.10)
City Attorney Googins announced that a revised resolution for Item 5.5 had been
distributed to the Council and that action on the item would be with respect to the revised
document.

To approve the recommended actions appearing below consent calendar Items 5.1
through 5.8 and Item 5.10. The headings were read, text waived. The motion carried by
the following vote:

Consider requests for excused absences as appropriate. No requests were

Adopt resolutions: (A) Amending the Compensation Schedule and Classification
Plan to reflect the addition and deletion of various position titles and amending the
authorized position count in various departments; (B) Identifying the terms and
conditions for Fire Department response away from their official duty station and
assigned to an emergency incident; (C) Approving the Amended Compensation
Summary for all Unrepresented Employees and Elected Officials, including
authorization for the Mayor to execute any necessary contract amendments to
implement said Amended Compensation Summary; (D) Approving an extension
and an increase to the Lateral Incentive Pay for new lateral Peace Officer hires; (E)
Approving Human Resources Policy 219 providing a relocation allowance of up to
$5,000 for Executives, Senior Managers and Hard to Fill Classifications as

Development Microgrant
Adopt a resolution accepting $160,224 grant funds and appropriating the funds to
the Police Grants Section of the Federal Grants Fund for the Community Policing

Adopt a resolution approving twenty consultant service agreements for on-call
consultant services for Development and Housing related services in the areas of
Civil Engineering, Construction Cost Audit, Fiscal Analysis, Housing, Landscape
Architecture and Planning for a term of one year and a not-to-exceed amount of
$500,000 for each category for which a consultant has been selected. The twenty

Harris & Associates, Inc., NBS, Economic & Planning Systems, Inc., Keyser
Marston Associates, Inc., Willdan Financial Services, Ross Financial, Michael

City Clerk Bigelow responded to questions of the public.
Councilmember Galvez spoke in opposition to sunsetting the Growth Management
Oversight Commission.

Montgomery Elementary ASB Student Council members Danna Garcia and Jared
Lemus, also representing Aylin, Dante, and Camila, spoke in support of additional safety
measures related to traffic around their school.
Mayor Casillas Salas and Deputy Mayor Cardenas presented the students with Chula
Vista Champions medals.

There were none.
8. MAYOR'S REPORTS
Mayor Casillas Salas spoke regarding her attendance at the following recent events: the
Jaguar Scholarship luncheon, South Bay Pumpkin Smash, and the grand opening of
Lime in the Coconut.
9. COUNCILMEMBERS' COMMENTS
Councilmember McCann congratulated the Montgomery Elementary ASB Student
Council students for their presentation regarding student safety.
10. CITY ATTORNEY'S REPORTS
There were none.
11. CLOSED SESSION
Pursuant to Resolution No. 13706 and Council Policy No. 346-03, Official Minutes and
records of action taken during Closed Sessions are maintained by the City Attorney.
City Attorney Googins announced that the Council would convene in closed session to
discuss the items listed below.
Mayor Casillas Salas recessed the meeting at 5:55p.m. The Council convened in Closed
Session at 5:58 p.m., with all members present.
