Present: Deputy Mayor Cardenas, Councilmember Galvez, Councilmember
McCann, Councilmember Padilla, Mayor Casillas Salas
Also Present: City Manager Kachadoorian, City Attorney Googins, City Clerk
Bigelow, Assistant City Clerk Turner
The City Council minutes are prepared and ordered to correspond to the City Council Agenda.
Agenda items may be taken out of order during the meeting.
The agenda items were considered in the order presented.
1. CALL TO ORDER
A regular meeting of the City Council of the City of Chula Vista was called to order at
5:04 p.m. in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista,
California.
2. ROLL CALL
City Clerk Bigelow called the roll.
3. PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE
Councilmember Padilla led the Pledge of Allegiance.
4. CONSENT CALENDAR (Items 4.1 through 4.3)

To approve the recommended actions appearing below consent calendar Items 4.1
through 4.3. The headings were read, text waived. The motion carried by the following
vote:

4.1 Waive Reading of Text of Resolutions and Ordinances
Approve a motion to read only the title and waive the reading of the text of all
resolutions and ordinances at this meeting.
4.2 Consideration of Requests for Excused Absences
Consider requests for excused absences as appropriate. No requests were
received at that meeting.
4.3 Employee Compensation and Positions: Approve Amended Classification
Plan and Compensation Schedule; Position Counts in Departments; Revised
Ordinance; Revised Compensation Schedule; Updated Conflict of Interest
Code, and Budget Amendments
Adopt resolutions: (A) Amending the Compensation Schedule and Classification
Plan to reflect the addition and deletion of various position titles and amending the
authorized position count in various departments; (B) Approving the revised Fiscal
Year 2022-23 Compensation Schedule effective October 21, 2022, as required by
the California Code of Regulations, Title 2, Section 570.5; (C) Modifying the
appendix to the local Conflict of Interest Code to revise the list of designated
employees who are required to file Statements of Economic Interest (Form 700);
and (D) Amending the Fiscal Year 2022-23 budget to appropriate funds,
accordingly (4/5 Vote Required); and place an ordinance on first reading
amending Chula Vista Municipal Code Section 2.05.010 to add the unclassified
position title of Development Project Manager and delete the position title of
Bayfront Development Project Manager. (First Reading) (4/5 Vote Required)

5. PUBLIC COMMENTS
John Acosta, Chula Vista resident, spoke regarding having a flag at the library and about
senior-friendly City events.
Sandy Soto, Chula Vista resident, spoke regarding sidewalks and curbs along Emerson
St. and requested to designate the street as a one-way street.
Steven Dedrick submitted written communication regarding traffic at Nacion Avenue and
East L St.
Christine Antione, Tanya Castaneda and Hector Martinez, representing the Chula Vista
Democratic Club presented a proclamation to Mayor Casillas Salas for her lifetime of
service.
6. PUBLIC HEARINGS
6.1 Grant Award: Accept Grant from U.S. Department of Justice for the Edward
Byrne Memorial Justice Assistance Grant
Notice of the hearing was given in accordance with legal requirements, and the
hearing was held on the date and no earlier than the time specified in the notice.
Mayor Casillas Salas opened the public hearing.
There being no members of the public who wished to speak, Mayor Casillas Salas
closed the public hearing.

7. ACTION ITEMS
7.1 Agreements: Approve an Exclusive Negotiating Agreement with Bayview
Point, LLC and San Diego Metropolitan Transit System and a Consultant
Services Agreement with Keyser Marston Associates for Development of
City- and MTS-Owned Property
Principal Economic Development Specialist Pointer gave a presentation on the
item and he and Karen Landers, representing the Metropolitan Transit System,
responded to questions of the Council.

To adopt Resolution No. 2022-228, heading read, text waived. The motion carried
by the following vote:

Item 7.1 heading:
RESOLUTION NO. 2022-228 OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA AUTHORIZING THE CITY MANAGER TO ENTER INTO A THREE-PARTY
EXCLUSIVE NEGOTIATING AGREEMENT WITH SAN DIEGO METROPOLITAN
TRANSIT SYSTEM AND BAYVIEW POINT, LLC; AND APPROVING A
CONSULTANT SERVICES AGREEMENT BETWEEN THE CITY AND KEYSER
MARSTON ASSOCIATES, INC. TO PROVIDE NEGOTIATION AND
TRANSACTION STRUCTURING SERVICES
7.2 Presentation: Measure P Update
Mayor Casillas Salas announced that Item 7.2 would be continued to the October
25, 2022 meeting.
8. CITY MANAGER'S REPORTS
City Manager Kachadoorian expressed well wishes to the Padres.
9. MAYOR'S REPORTS
There were none.
10. COUNCILMEMBERS' COMMENTS
Councilmembers McCann, Padilla, Galvez and Deputy Mayor Cardenas expressed well
wishes to the Padres.
11. CITY ATTORNEY'S REPORTS
City Attorney Googins expressed well wishes to the Padres.

12. CLOSED SESSION
Pursuant to Resolution No. 13706 and Council Policy No. 346-03, Official Minutes and
records of action taken during Closed Sessions are maintained by the City Attorney.
City Attorney Googins announced that the Council would convene in closed session to
discuss the items listed below.
Mayor Casillas Salas recessed the meeting at 5:59 p.m. The Council convened in
Closed Session at 6:03 p.m., with all members present.
12.1 Conference with Legal Counsel Regarding Existing Litigation Pursuant to
Government Code Section 54956.9(d)(1)
A) Name of Case: Jose Lua, et al. v. City of Chula Vista, et al., San Diego
Superior Court, Case No. 37-2021-00045429-CU-PA-CTL;
ACTION: No Reportable Action
B) Name of Case: Alma Chidester, et al. v. Marianne Rante, et al., San Diego

13. ADJOURNMENT
Mayor Casillas Salas adjourned the meeting in memory of Armando Ysidro (AY) Casillas
and spoke of his accomplishments.
Councilmember Padilla and City Attorney Googins expressed condolences to the family
of AY and spoke of his accomplishments.
Mayor Casillas Salas presented the family of Armando with a certificate.
The meeting was adjourned at 6:17 p.m.
