HomeMy WebLinkAboutReso 2023-006 DocuSign Envelope ID:2D4AF700-72D2-4A27-BC8B-EA6E277D29A4 RESOLUTION NO. 2023-006 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA: (A)AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND ENTER INTO AN AGREEMENT WITH SCHIAFFINO GROUP LLC TO PROVIDE EXPERT HEALTH LITERACY CONSULTATION; (B) AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND ENTER INTO A SECOND AMENDMENT TO AGREEMENT NO. 2021-079 WITH THE REGENTS OF THE UNIVERSITY OF CALIFORNIA ON BEHALF OF ITS SAN DIEGO CAMPUS AND A FIRST AMENDMENT TO AGREEMENT NO. 2021-080 WITH THE SAN DIEGO STATE UNIVERSITY RESEARCH FOUNDATION; AND (C) REALLOCATING GRANT FUNDS FOR THESE PURPOSES TO IMPLEMENT THE "SAN DIEGO ADVANCING MINORITY HEALTH LITERACY PROGRAM (SD-AMHLP)" WHEREAS, in 2021,the U.S. Department of Health and Human Services ("HHS") Office of Minority Health ("OMH") enacted the "Advancing Health Literacy ("AHL") to Enhance Equitable Community Responses to COVID-19" as part of the Coronavirus Response and Relief Supplemental Appropriations Act 2021 (P.L. 116-260); and WHEREAS, AHL funds are providing $250 million in grant awards to 73 local governments as part of a new, two-year initiative to identify and implement best practices for improving health literacy to enhance COVID-19 vaccination and other mitigation practices among underserved populations; and WHEREAS, on March 17, 2021, the OMH released a Notice of Funding Availability (NOFA) to solicit proposals for AHL funds from eligible jurisdictions, with an April 20, 2021 deadline; and WHEREAS, the City, as the lead applicant, with its collaborative partners, The Regents of the University of California on behalf of its San Diego Campus ("UCSD") and the San Diego State University Research Foundation ("SDSURF") applied for AHL funds; and WHEREAS, on June 25, 2021, OMH notified the City of its award of$4,000,000 in AHL funds for a two-year grant period to implement the "San Diego Advancing Minority Health Literacy Program (SD-AMHLP)"; and WHEREAS, SD-AMHLP will address disparities in COVID-19 health outcomes as experienced by racial and ethnic minority residents within urban communities throughout San Diego County; and DocuSign Envelope ID:2D4AF700-72D2-4A27-BC8B-EA6E277D29A4 Resolution No. 2023-006 Page No. 2 WHEREAS, in order to implement the SD-AMHLP, the City Council accepted, appropriated, and allocated the funds on August 24, 2021, by Resolution No. 2021-171 and authorized the City Manager or designee to enter into Agreement No. 2021-079 with UCSD and Agreement No. 2021-080 with SDSURF; and WHEREAS, due to the complexity of the 2-year grant-funded project and the need to provide funds for additional staffing resources specific to expertise in health literacy the City now desires to reallocate funds with UCSD and SDSURF and further enter into a contract with a third party, Schiaffino Group LLC. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it authorizes the City Manager to execute an agreement between the City and Schiaffino Group LLC, to implement the SD-SMHLP,in the form presented,with such minor modifications as may be required or approved by the City Attorney, a copy of which shall be kept on file in the Office of the City Clerk when completed, and authorizes and directs the City Manager or designee to execute same; and BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it approves the amendments to the agreements between the City,UCSD,and SDSURF,to implement the SD-SMHLP, in the forms presented, with such minor modifications as may be required or approved by the City Attorney, copies of which shall be kept on file in the Office of the City Clerk when completed, and authorizes and directs the City Manager or designee to execute same; and BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista that it authorizes the reallocation of funds, specifically $163,448 for the City of Chula Vista, $3,483,516 towards an agreement with UCSD,$323,036 towards an agreement with SDSU,and$30,000 towards an agreement with Schiaffino Group LLC for the AHL grant award over the two year period.
