The City Council met in the Council Chambers of the CityHall on the above date, with Mayor Koester presiding° The meeting was called to order at 7 o'clock P.~[. Present Cotmcllmen Ko. stet, Rlesland, Kidder, Dyson, Nasholdo Absent: None. ORDINANCE N0.372: PROHIBITING SMDKING IN ~: Upon motion by Councilman Nashold, seconded by Councilman l~dder, which carried, Ordinance NOo372 was placed on its second reading. The Ordinauce waS in its exact form as when placed on its first reading. The Ordinance -:ms passed, adopted and approved by the following vote, to-wit: Ayes: Councilmen Nashold, Dys~n, Kidder, Riesland, Koestero Noes: None. .'absent: None° SEI~ER DISP(~AL PLA~: City Clerk Bryant having beem authorized by the council to negotiate with the Federal Government for t~ae acquisition of the deeds to the outfall sewer plant installed by the Federal Government, aud also the collector .mains installed in certain streets by the Federal Government, read a letter in snswer to his feral request for ~it Claim Deed, in which the Federal Public Housing Authority advised that the necessary deeds for transfer were now being prepared, ~d upon completion would be transferred to the city. The Ordinance was in its exact form as ~en placed on its first reading December 10, and, ~fter reading of the title in full, upon motion by Councilman Nashold, seconded by CounciLman Kidder, which c~rried, reading of the text was waived. The Ordinance was passed, adopted and approved by the following vote, to-wit: ~yes: Councilmen Dyson, Kidder, Riesland, Koester, l~shold. Noes: EOneo ~bsent: ~.one. RECORD OF SD~RVEY: Lot 15 Quarterseetion 12~. Dir. Lloyd LoLee presented a final draft of a Record of Survey of Lot 15, ~uartersection lEE for final approvclo On ~otion by Councilman Nashold, seconded by CouncilEan Riesland, ~ich carried, Record of Survey 1.1ap was approved, subject to the filing of ~ ~krety Bond of · j2500.00 to secure installation of curb -~ud gutters on "J" Street ~:md First ~.venue, and surfacing of "J" Street and First ~..venue to the existing surfacing with either 2" Plant lJix placed on 2" of decomposed granite, or 5" of decomposed granite '~ith 2" of road oil mix on top. CItrIC C~t'TER PI.tl~S: It was moved by CounciLman Riesland, seconded by Councilman Dyson and carried, that the l.~ayor, together with lit. EoOlmrles Parke, and City Clerk, Bryant, confer ~ith the proper State and Federal officials relative to State and Federal funds for the preparation of Civic Center Plans. This was to ~arify the situation which now exists as to ~l~ether funds could be obtained ~-the location of the wanious units of the Civic Center were changed from the location shown on the original application. RECRF~TION BUILDI1JG ~F~IfTD. L CIJ~GES: Mt.Hurley Simpson presented a new schedule of charges for use of the Recreation Building, ~nd on motion by Councilman Riesland, seconded by Councilman Kidder, which carried, the rates as submitted v~re approved, subject to changes in individual instances where justified. A letter from D~r. Thomas Clarkson was read in which he ~sked to be relieved as a member of the Recreation Commission.
