HomeMy WebLinkAbout2023.01.25 PC Comment - Amara Bay Project January 25, 2023 VIA EMAIL Planning Commission City of Chula Vista 276 Fourth Ave. Chula Vista, CA 91910 PC@chulavistaca.gov Jeff Steichen, Associate Planner Development Services Department City of Chula Vista 276 Fourth Ave. Chula Vista, CA 91910 jsteichen@chulavistaca.gov Re: Comment on Amara Bay Project (Tentative Map CVT-14-01 (PCS14-01), Coastal Development Permit CDP21-0005); January 25, 2023 Planning Commission Agenda Item 5.2 Dear Honorable Planning Commissioners and Mr. Steichen: I am writing on behalf of Supporters Alliance for Environmental Responsibility (“SAFER”) regarding the Amara Bay Project (Tentative Map CVT-14-01 (PCS14-01), Coastal Development Permit CDP21-0005), including all actions related or referring to the proposed development of 1,500 multi-family residential units, approximately 416,800 square feet of office use, and a 250-room hotel, located at the northeast corner of J Street and Marina Parkway (APNs 571-330-32 and -33) in the City of Chula Vista (“Project”), to be heard as Agenda Item 5.2 at the Planning Commission’s January 25, 2023 meeting. The City’s reliance on the Port Master Plan Amendment Final Environmental Impact Report (UPD #83356EIR-658; SCH #2005081077), certified in 2010 (“2010 EIR”), for the Project, is in violation of the California Environmental Quality Act (“CEQA”). The 2010 EIR is out of date and did not analyze the impacts of this project. A project-specific EIR is required to analyze the Project and mitigate its impacts. SAFER therefore requests that the Planning Commission decline to approve the Project at this time and, instead, direct city staff to prepare an EIR for the Project and circulate the Draft EIR for public review and comment in accordance with CEQA prior to any approval.
