The meeting was celled to order at 7 o'clock P. Mo Present: Councilmen Koester, Riesland, Kidder, ~yson, Nasholdo ~bsent: None° ~iinutes of meetings held J~uuary 14 and Jemuary 20, 1947, having been prepared and mailed to each member of the council, were approved as prepared and mailed. ~inutes of the Planning Cormnission meeting held February 3, 1947 were read, and on motion by Councilm~ Riesland, seconded by ~ounc~lm~u N~shold, ~ud carried, were accepted° TH0~iS SUBDIVISIOE: A tentative map of Thomas Subdivision was presented for approval. A great deal of discussion following regarding the type of dwelling proposed for the subdivision, aud, before acceptamce of the map, it was mowd by Council~ Koester, seconded by Councilman Dyson, and carried, that the matter be referred to the City ~ttorney to see if ~y control might be placed on the size and type of dwsllings plx~posed. BOULEVARD STOPS: The need for Boulevard stops in se?Bral locations in the city were discussed, and, on motion by ~ouncilman Rleslaud, seconded by Councilman Dyson, ~ich carried, the city attorney was instructed to dreft an Ordinance which would legalize boulevard stops at the streets desired. GASOLINE BIDS: The city clerk having written to all of the major oil cc~p~uies in this district calling for quoSations for the furnishing of gasoline to the City of Chula Vista for one year, ~ud having received these quotations, the sazae were read to the council, ~ on motion by Oounci~n Riesland, seconded by Councilman Dyson, ~hich carried, the proposal of the Richfield 0il Corporation to furnish premium gasoline to the city for 14.4 per gallon~ was accepted. ACCEPTanCE OF J~vJ2Y: Dlr.Frenk Nitlits explained to the council that the ~lley west of and paralleling Garrett Avenue, extending south from Davidson, had never been dedicated an~ thought it ~ould be possible to secure deeds to same, providing the city would ~mi~ the alley within six months. He e~tolained the need of oiling was occasioned by the fact that one dwelling on the north end was right on the elley line and the dast from an unolled alley would be unbearable, ~n~ the owner would be unwilling to dedicate her portion unless the alley were oiled. Upon motion by Councilman Riesland, seconded by Councllm~n Nashold, which carried, the city a~reed to oil the alley within six months. RE,QUEST FOR STREET~ LI(X~PS AkrD SEIgERS: Mr.J~l Berger who owns Ll's Trailer Haven on National Avenue. appeered before council requesting a street light at the corner of National Avenue and Chula Vista 2~venue, and :lso asked what the prospects for entrance into thr Sewer System might be. Mr.Bryaut explained to Mr. Berger that a survey had been made of the entire city spotting thos~ positions where street lights were badly needed, and that this location was included in the survey, and that, as soon as possible a street light would be installed at this location as well as other needed loc at ions. In the matter of severe, it was explained to Mr.Berger that ways and means x,~re now being developed whereby an intercepter main might be installed north fr~n "G" Street, ~hich would subsequently allow the connection of the territory in ~hich MroBerger's trailer court is located. Joseph Thompson, Pastor of the First Methodist church, and Mr.Dlive Willimas;"Pastor of the Nazarene Church, appeared before council to ~orotest the granting by the State Boa~xi of Equalization of a license to handle liquor by Van's Market. They asked the council to object and go on record as opposing any more granting of licenses or transferS in Chula Vista° The City ~ttorney stated that, before any protest could be filed, it would be necessary to conduct an investigation° Upon motion by Councilmsn Dyson, seconded by Councilman Koester, which carried, the Chief of Police and City Attorney were instructed to investigate the matter and report back later. PROVISION FOR l~ll~Z ALAPJ~: Mro Ben Allen, representative of a company who sells fire alem'm systems, called the attention to the council the fact that the Southern California Telephone Company was installing multiple conduits on Third Avenue, and that upon proper application, one of the ducts could be assigned to the city for the purpose of installing a fire alarm system in the future, and that no charge would be made for this assignw~Uto ne stated further that, for very little cost, provision could be made for the instsllation of ~ six pedestal locations for future alarm boxes, if same were installed while the trenches were open for the installation of the main conduits. City Attorney PLiggS was instructed to ask permission from the Telephone Compauy, and Mt.Allen was asked to get a bid from the contractor for the extension conduit for pedestal locations. SIDE-WALK FOR DAV'iDSON STREET:. Notice for the calling of bids for the installation of sidewalk and curb on a portion of Davidson Street having been advertised in the Chula Vista Star according to law, and there having bean filed with the city engineer three (3) sealed bids, the clerk proceeded to open sa~, and, having fo,,~ the bid of John B.Henry to be the low~st bid, it ~s moved by Councilman Riesland, seconded by Councllm~n Koester, and carried, that, upon the filing of a Safety Bond in the anouht of $1741o80, which was the amount of the bid, ~JLr.Henry's bid be accepted. GR~. I~N PAt~ FINAL ~?~P: On motion by Councilman Rie~land, seconded by Councilman Nashold, which carr~ie~, the final map of Griffin Park was accepted, subject to the filing of a Surety Bond of an amount to insure the installation of improve~nts as Mown on improvement map accompanying final map. ~SOLUTION N0.784: AOC~NG EA~ FOR ~ .0~ER A PORTION OF lOT ~, ~UA~L~R- .S~C..TION 123, in GONNEOTIO. N WITH GRi~'~N Councilman Koester offered Resolution No.784. The Resolution was read in full and was passed, adopted and approved by the following vote, to-wit: ~yes: Councilmen Koester, Nashold, ~)yson, Kidder, Riesland. Noes: None. Absent: None. i~0RTS FROM ~LI~N CRA~R: Mr.Howsrd trainer, Assemblyman of the 80th District, gave a brief report on the sessions in Sacrsmento. He e~q01sined the bill by which it was hoped that Chula Vista and National City might acquire that portion of tidelands lying between the two cities, and explained further that ~ had been successful in having the legal speed on National Avenue from "C" Street to -J" Street, reduced to ~ miles per hour. At this time Councilman Nashold asked Cramer if it would not be possible to have National Avenue properly posted with school crossing warnings for "G" Street, and ~LroCramer suggested that the city clerk write a letter to I~r. E.E.Wallaoe, DistriCt Engiueer, and send a carboh copy to him, ~lr. Cram~r, and he would try and see that the matter was attended to. Nces: None. Absent: None° SE~F~R PI~ EXP~NSION: The matter of extension to sewage disposal plant was again discussed, and the city clerk was instructed to get data from i~r. PLPJ~I~IG I, ETERS: The City Clerk was instructed to notify parking meter representa- tives that the selection of a meter would be made on February 25, 19~7, at an adjourned regular meeting. PURCPL~E OF NEW POLICE CAR: On mption by Councilman Rieslend, seconded by ~ouncilm~ I~yson, ~hich carried, td~.Bryant was authorized to purchase a new Chevrolet Autctuobile and trade in the 1942 Police Car now being used,for a net exchange price of $898.40. BIUM PAID: On motion by Councilman Dyson, seconded by Councilman Nashold, which csrried, ~arrants Nos.5?96 to 5877 and Number 5880 (N~mbers 5878 and 5879 having bee~ assigned to First half of February PayRolls dated February 15,1947), ~fter exa~inatien by the entire council and approval of the Finance Committee, ~re ordered paid.
