Welcome to your Planning Commission Meeting
PUBLIC COMMENTS: Public comments may be submitted to the Planning Commission in the
following ways:
•In-Person comments during the meeting. Join us for the Planning Commission meeting at
the time and location specified on this agenda to make your comments. Please visit
www.chulavistaca.gov/boardmeetings for current mask requirements and other safety
protocols.
•Submit an eComment: Visit www.chulavistaca.gov/boardmeetings and locate this
meeting. Click on the comment bubble. Click on the item you wish to comment on, then
click on "Leave comment." The commenting portal will close one hour before the meeting.
All comments will be available to the public and the Planning Commission. If you have
difficulty submitting eComments email your comments to PC@chulavistaca.gov.
•Mail or email comments. Submit comments via email to PC@chulavistaca.gov or by mail
to Planning Commission, 276 Fourth Ave, Chula Vista, CA 91910. Please send comments
early; written comments received within one hour of the meeting may not be distributed
until the following day.

ACCESSIBILITY: Individuals with disabilities are invited to request reasonable modifications or
accommodations in order to access and/or participate in a Planning Commission meeting by

Service is available for the hearing impaired by dialing 711) at least forty-eight hours in advance of
the meeting.
SPEAKER TIME LIMITS: The time allotted for speakers may be adjusted by the Chair.
•Five minutes* for specific items listed on the agenda
•Three minutes* for items NOT on the agenda (called to speak during Public Comments)
•A group of individuals may select a spokesperson to speak on their behalf on an agenda
item, waiving their option to speak individually on the same item. Generally, five minutes
are allotted per person, up to a limit of 30 minutes, although the limits may be adjusted.
Members of the group must be present.
*Individuals who use a translator will be allotted twice the amount of time.

5.PUBLIC HEARINGS
The following item(s) have been advertised as public hearing(s) as required by law. If you

5.1 Consideration of an Amendment to the Otay Ranch Village Two Development
Agreement between the City of Chula Vista and Baldwin and Sons, LLC.
Environmental Notice: The Project was adequately covered under a previously
adopted Final Supplemental Environmental Impact Report (FSEIR 12-01) on
November 4, 2014 for Otay Ranch Village Two Sectional Planning Area.
Recommended Action:
Conduct a public hearing and adopt a resolution recommending the City Council
approve an ordinance authorizing the First Amendment by and between the City of
Chula Vista and Baldwin and Sons, LLC.

5.2 Tentative Map and Coastal Development Permit to Allow for the subdivision of 35-
acres Into Eleven Lots for 1,500 Multi-Family Residential Units, Office use, and a
250-Room Hotel at the Corner of J Street and Marina Parkway
Environmental Notice: The Project was adequately covered in the Port Master Plan
Amendment Final Environmental Impact Report (UPD #83356EIR-658; SCH
#2005081077; and certified by Resolution No. 2010-113 on May 18, 2010).
Recommended Action:
Conduct a public hearing and adopt a resolution approving Tentative Map (PCS-14-
01) and Coastal Development Permit (CDP21-0005) for the Project based on the
findings and subject to the conditions contained therein.
5.3 Design Review and Tentative Map for the Construction of 244 Market Rate, for sale
Residential Townhomes and a Future Park Located at 565 Broadway
Environmental Notice: The Project was adequately covered in previously certified
Final Environmental Impact Report for the Urban Core Specific Plan (FEIR0601;
SCH#2005081121; and certified by Resolution No. 2007-097 on April 26, 2007) and
minor technical changes were required; therefore, an Addendum to FEIR 06-01 has
been prepared.
Recommended Action:
Conduct a public hearing and adopt a resolution (1) approving Addendum to FEIR
06-01, (2) approving Design Review Permit DR22-0003, and (3) approving Tentative
Map TM22-0001 for the construction of 244 market rate, for sale residential
townhomes, a commercial parcel, and a 0.5-acre parcel for a future public park.

Recommended Action:
Communication from Commissioners requesting excused absences from the 2022 Planning
Commission meeting.

Recommended Action:
Approve the minutes dated September 28, 2022, October 12, 2022.
6.2 Written Communication
Commissioners Burroughs and Milburn requested an excused absence for the
meeting of October 26, 2022.
Recommended Action:
Commission excuse the absences.
