The City Council met in regular session in the Co~uoil Chambers of the City
Hall on the above date, with Ma~or Eoester presiding. The moeti~g was called to

mailed to each ~ember of the council, were approved as prepared and maila~

the Southern California area.
The clerk read a letter frn~ Mt. Frank H.Le~. suggesting that council
aclopt a~ OA-6iz, a~ee ~hich w~uld ~equire a~y proper~y o~m~' so benefitted to pay
his p~o-rata share of the ~n~tallation eeet of sewer main in f~ont of his
propex-ty, if n~ ~hen he co.nested to that main, a~d that said SmOU~At ~e refu-ded
to the pax'tF ori~--Lly paying for sai~ installatioas. City Attorney Higg~
said that the city sould enter into an sgrsew-nt before the starers were installed
by adop~in~ mi Ordinance for each i~lividnal i~tallation cost l~io~ to installation.
On motion by Councillaan l[¢~ste~, seconded by Cottucil~x lrnithley, ldlieil ca~ied,
the city attorney was seAthorized to prepa~e such an Ordinance ~hen desiX~do
APPROPRIA~(RI FOR ADV~I~SZNG OF OITY BY FIESTA: Mr.Williaws Ec~hart oppee~ed
for the Fiesta de la Luna, xequeeti~g that the city donate $1000.00 to the
Fiesta for advertis~-~ pm~poses. The city attorney having O.Ir,d the allocation
of this money for this purpose, it was moved by Co~cilmn~ l[idder, seconded by
Councilw~ Keithley, and ocx~ied, that the s~ of $1000.00 be allocated to the
Fiesta de la Luna to be use~ in advertising the City of Chula Vista.
In a discussion which follow, d, the city attar~ey gave his viewS on the legality
of using all license monies for Fiesta or Chamber of 0~mmeroe. He stated that
when the License Oxdi~anoe was adopted the question was asked whether or not
receipts ~ business licenses could be ear-marked for purposes suo~ as Fiesta
or Chamber of C.~,~r~e. He stated that, at that ti~ he gave his opinion that
the money could not be set aside for this purpose and that he ~as still of the
same opinion. On motion by Councilman l~itkley, seconded by Council-~
Riesland. which carried, the city clerk was instructed to write the C~mber of
Co~.~ree, explaining the conception and purpose of tbs original business lisenees.

Councilmen l[idder, which carried, the final ~ap ~f N-w~i ~ubdivision was s~proved,
subject to the evneution of an agreemeat to perform all impro~ments as sho--
pn the map, mid subject fv~ther to the filing of a trust deed to th~ City of
Chula Vista, satisfactory to the city attorney to guarantee the f,,~il~ent of the
abo~r~ &gree~xe~t.

take care of sewage.

requesting that the city ~ him to widen th~ distance between curbs on
Center Steer by shifti~ the eu~b on the south side four f~et southerly. ~

objected to this on the grounds that it would leave a ~azard in the street
a~ room-mended that it not be ap~ved. Ca motion by Councilman Eeithley,
seconded by Counci~m`- ~reon, which carried, ~.Love was instructed to contact
M~.Blaek -nd try to persuade him to do the ~ with the curb extendin~
easterly from the -~ey to Church.
Mr.leerantelli later agreed that if M~.Blaok would not do this, he would
stand the cost himself.
