OF THE CITY OF CHULA VISTA, CALIFORNIA, w~.D August 26,1946
The City Council met in the Council Chambers of the ~ity
Hall, on the above date,~ith Mayor Koester presiding. The
meeting was called to order at ? o,clock P.M. Present: Council-
man Koester, Riesland, Dyson, Kidder. Absent: Oouncilma~ Keithley
City Clerk Bryant being absent, Assistant City Attorney Boyer
recorded the minutes.
~ OF M.C.BLAwGWA~D: The acting clerk presented a letter
from M. C. Blanchard regarding removal of two pepper trees which
was duly referred to the Planning Commission for a recommendation.
CARD ROOM LICENSES: On motion of Councilman Rieslaud,
seconded by Councilman Dyson the granting of a card room license
to Alfred Sousa was approved. A letter recommendimg approval
after investigation by the Police Department w&s read.
On motion of Councilman Riesland, seconded by Councilman
Dyson the granting of a card room license to H. ~. Conklin was
denied. A letter recommending disapproval after investigation
by the Police Department was previously read.
CHULA VISTA SIGN ON NATIONAL AVENUE: Mr. J. C. Palmer, as
laison representative of the Chula Vista ~hamber of C~mmerce
addressed the Council and stated that the Ohula Vista Chamber of
Cnmmerce and the National Avenue Booster's Club recommended that
the Chula Vista Sign located at E and National be removed to E
and Bay ~lvdo It was pointed out that the proposed tooatl~
~ight create a traffic problem. On motion of Councilman Riesland
seconded by Councilman Kidder, the matter was referred ~o the
Chief of Police to investigate the feasibility of moving the sigu
to E and Bay Blvd. and to investigate other desirable locations
for the sign. The Council also discussed the feasibility of locat-
ing the sign on the west side of Bay Blvd.
~g~ER SLUDGE CONTRACT: ~yor Koester offered Resolution No.
?6A, that contract for the purchase of sewer sludge by Carl F.
Rasemussen be granted. After the reading of the Contract and ~
Resolution by City Attorney Hlggs the resolution was adopted and
approved by the followimg vote: ayes: Councilmen Koester, Dyson,
Riesland and Kidder. Noes: None. Absent: Keithley.
REPORT BY CITY ATT0q~IEY ON REQUEST BY CERTAIN ~ THAT
CITY ~AINTATN THE WATER COURSE BETW~mm~ G AND 1~ STI~m~TS:
The City Attorney reported that since the 0ity had not increased
the natural burden of a n&tural water course, the City had incurred
no liability for maintenance. No action taken.
R~UE~T ~0R SALES TAX APPORTIO.~T_.. LAW: A resolution was
offered by Councilmen Koester to put C~ty on record as favoring an
amendment to the State Constitution whereby Sales Tax receipts
would be refunded in part by the state to the local governments as
an aid to financing local governess,. The resolution was adopted
and approved~ the following vote: Ayes: Co. uncilmen Riesland,
Koester, Kidder, Dyson. Noes: None. Absent. Councilman Keithley.
GRADE OF~ADRONASTB~: Mr. Thomas requested that a grade
be established for~drona Street between 5rd and Landis. 0~
motion by Councilman Kidder, seconded by Counci]m-n Riesland, which
passed the City Engineer, was instructed to establish the grade as
the basis for a future ordinancee
FLOAT FOR NATIONAL CITY SPORTS JUBLLEg: The acting
clerk read a letter from the National City Sports Jubilee
inviting Chula Vista to enter a float in their parade. Council-
man Koester reported that the Chula Vista Ohamber of Commerce
had undertaken to enter the float, but that it might request
the Council for some contribution.
COUNTY POLICY RE DISTRIBUTION 0F GA~ TAX: A letter dated
August El, 1946 by J. B. McLees, clerk of the Board of Super-
visors of San Diego Oounty indicating the County's policy in
regard to the apportioF~,ent of Gas Taxes was read by the act-
ing clerk. The Council requested the 0ity Clerk to write or
telephone for further clarification of the policy expresssed
in said letter.
ORDINANCE NO. 368 A~ENDI~G ORDINANCE NO. 359 IN REGARD
TO 0ARD ROOM LICENSES.
On motion of councilman Koester, seconded by CouncilmA~ Dyson
which carried 0rdlnamce No. S6~ was placed on its firs~ reading.
ORDINANCE NO. S66, A~ENDII?G 0RDINA,EE No. 295 IN REGARD
TO THE CREATION AND AM~A~T OF ~TSTIEG FIRE ZONES.
On motion of Councilman Kidder~ seconded b2 0ounciIman
Dyson, which carried Ordinance No. 366 was placed on its first
reading.
ADJOUR~r~T: On motion by Councilman Riesland, seconded
by Councilman Dyson, which carried, the meeting was adjourned
sine die~
