HomeMy WebLinkAboutcc min 1947/05/13 MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA. HELD TUESDAY. MAY 13, 1947. The Council met in regular session in the Council Chambers of the City Hall, on the above date. The meeting was called to order at 7 olclock P.M. with Mayor Koester presiding. Present: Councilmen Koester, Nashold~ Dyson, Kidder, Rieslande Absent: None. Minutes of the Planning Commission meeting held May 5, 1947, ~ having been prepared and mailed to each member of the council, were approved as prepared and mailed. HAZARD ALLEY: MATTER: Mr°Charles Hazard appeared before council requesting that the obstructionsin the alley in the rear of his property on Madrona Street be removed. Mr°Hazard ~lked at length, but was so confused in his presentation that it was necessary for the city attorney to ask him specifically just what he wanted. From his answer it would seem that has principle objection was the portion of Mr.Daley~s Miniature Golf Course which extended into the alley for a short distance. Mr°Robin Daley appeared and stated that he did not claim any part of the alley and that if the fact of his having part of his Miniature Golf Course placed in the alley, worked a hardship on the city, on request, he would be willing to rectify the situation and remove any or all objection from the alley. He stated that he was not obstructing the natural water course and that he had constructed this portion of the golf course in the alley while under the impression that the alley had been abandoned and that the south half belonged to him. City Attorney Higgs advised that the city could either abandon the alley, improve the alley~ or do nothing about i~. He suggested that a survey be made to determine all the facts, whereupon it was moved by Councilman Riesland~ seconded by Councilman Kidder, and carried, that Street Superintendent Love and City Engineer klgert and Fire Chief Lee~ make a thorough investigation and report back a~ the next meeting. BRIGHTWOOD ALLh~: Mr.Lozano presented a petition signed by residents adjacent to or near the alley which extends north and south on the easterly side of Brightwood Subdivision. On motion by Councilman Koester, seconded by Counci~man Nashold~ which carried~ the matter was referred to City Engineer Algert~ to determin~ if Mr.Uecker would give six (6) feet for the widening of the alley, and also have Mr.Kraft contacted to see if he would do the same, and repor$his findings and recommendation back to the council at a later meeting. WHITTALLhT: Mrs.Alice Crandall again appeared before council, requesting a decision on the matter of opening the alley referred to previously as the "Whitt Alley". 0n motion by Counci~ma~ Koester, seconded by Councilman Nashold~ which carried, the matter was referred back to Mr.Mueller for complete appraisal and to the city attorney with authorization to state to Mr.Whitt that if no agreement could be reached, that the city would start condemnation proceedings. ~HULA VISTA AVENUE: Mr.Lawrence Kuebler requested that the council accept a portion of Chula Vista Avenue, which extends west from Second Avenue, and was advised that the matter should first be acted upon by the Planning Commissione SEMPER P~NS: Mr.Carwile presented a preliminarymap of Industrial Sewers together with estimate on plant expansion, and suggested to the council that in his estimation it would be more practical to build a new disposal plant at the foot of "J" Street, whereupon, after a lengthy discussion Mr.Carwile was in- structed to explore the possibilities and present his findings at a later meeting. CHAMB~ OF CO~4A~CE LETT~iRE PARKING METERS: The clerk read a letter from the Chamber of Commerce in which they agreed to support the city council in their action in the purchase and installation of parking meters, but recommended that the city council use every effort to to encourage the officers of National City to carry out their verbal agreement to also instal parking meters in their city. MOTOR SCOOTER: On motion by Councilman Dyson, seconded by Councdlm~n Riesland, which carried, aSm~nistrator Bryant was authorized to purchase a new motor scooter for the police department. REQUEST FOR VACATION: Mr°Lynn Love requested one month's vacation due to the fact that he had not taken a regular vacation for several years past. City Attorney Higgs explained that the council could not grant extended vacation with pay on account of existing ordinances. Whereupon it was moved by Councilman Koester, seconded by Councilman Nashold, and carried, that Mt.Love be granted two weeks vacation with pay and two weeks leave of absence without pay, starting June lb, 1947. FIRE STATION LOCATION: It was moved by Councilman Nashold, seconded by Councilman Riesland, and carried, that the cortheast corner of Parkway and Fourth Avenue be the location for the erection of a new fire station, providing the city attorney r~led that it was legal to build a fire station in a city park. LIBRAR~ BOARD APPOINTMENTS: It was moved by CounciLman Dyson, seconded by Councflm~u Riesland, and carried, that the Library Board appointments as requested in a letter from the Chula Vista Library Board, be tabled until the next meeting. REQUEST FOR ADDITIONAL LEAVE: Mr~Louis Cook, assistant fire chief, requested permission to take one week's vacation without pay in addition to his regular two weeks vacation with pay. The arrangement having been approved by George Les, Fire Chief, on motion by Councilman Kidder, seconded by Councilman Rieslahd, which carried, the request was granted. PURCHASE OF DICTAPHONE: On motion by Councilman Nashold, seconded by Counc41man. Koester, which carried, administrator Bryant was authorized to purchase a dicta- phpne at a price not to n~xceed $550.OO. ORDINANCE N0.377 - SUBDIVISION 0RDINANCE:It was moved by Councilman Kidder, seconded by Councilman Koester, w~ich carried, that Ordinance No.377 be placed on its second and final reading. After reading of the title in full and the Ordinance being in its exact form as when placed on its first reading, it was moved by Councilman Nashold, seconded by Councilman Kidder, and carried, that reading of the text be waived. The Ordinance was passed, adopted and approved by the following vote, to-wit: Ayes: Councilmen Kidder, Riesland, Koester, Nasho~d, Dysono Noes: None° Absent: None. REQUEST FOR TENNIS COURTS: The clerk read a letter from the Recreation Commission requesting the installation of five (5) tennis courts in the park west of the Community House. The matter was discussed and left for inclusion in the budget consideration next month. POLICE SALARY ADJUSTMENT: A request from Chief of Police Lofthouse that the salary of Mt.Nielsen be increased from $185.00 to $220.OO, and Mr.Dup~ts from $185.00 to $2OO.00, was read to the council, and after discussion, it was moved by Councilman Riesland, seconded by Councilman Koester, and carried, that the request be granted. BILLS PAID: After examination by the entire council, and approval by the Finance Com~ittee, Warrauts Noso6023 to 6096, with bills attached, were ordered paid by the following vote, to-wit: Ayes: Councilmen Riesland, Koester, Nashold, Dyson, Kidder. Noes: None. Absent: None.
