CITY OF CHULA VISTA~ CALIFOHNIA. HELD TUESDAY. JUNE 10, 1947.
The City Council met in regular session in the Council Chambers of the City
Hall, on the above date. The meeting was cs~lled to order at 7 o:clock P.M.
with Mayor Koester presiding. Present: CounciLman Koester, Nashold, Dyson,
Kidder, Riesland. Absent: None.
Planning Commission minutes of June 2, 19~7, having been prepared and mailed
to each member of the council, were approved as prepared and mailed.
HAZARD ALLEYS The clerk read a report of the findings and recommendation of the
City Engineer, relative to the Hazard Alley. It was the engineer's recommendation
that the alley be abandoned. It was moved by Council~n Riesland, seconded by ~
Councilman Koester, asd carried, that the reco~endation of the City Engineer
be accepted and that the City Attorney be authorized to proceed with the legal
matters pertaining to the abandonment of the alleye
BRIGHTWOOD ~: A report of the City Engineer regarding the BrightwoodAlley
was read. He recommended that the alley not be abandoned at this time, and, after
discussion, it was decided that no action be taken pending installation of sewers
on Brightwood Avenue.
HERMOSA M~NOR IMPROV~NTS: A letter certifying to the satisfactory completion of
all improvements in Hermosa Manor by the City Engineer was read.
It having been reported that the sewer p~mp was not working, city engineer Algert
and Street Superintendent Love investigated and found this to be true. Whereupon
it was moved by Councilman Koester, seconded by Councilman Dyson, and carried~
that the improvements in Hermosa Manor, as shown on the improvement map, with the
exception of the smwer pumping station, be accepted.
S~,~ MATT~L~S: Mr~ James Earwile and Mr. Nat Carwile appeared before council with
maps showing proposed 1911 assessment district boundaries, also preliminary survey
of plant and mains to serve National City and Chula Vista under a point agreement
~Ja~o~ should this be desired. City ~ttorney reported that he had been to Los
Angeles and contacted Mr.Lapham of the Santa Fe Lands Inc., relative to the
procurement of a 6 foot ease~nt from D Street to J Street for an interceptor main
and for an appro~mate l½ acre site at the foot of J Street for a new sewer plant~
He reported that the Santa Fe people were most cooperative agreeing to give an
easement at no cost to the city and a site on which to erect a sewer plant for
a cost not to exceed $1500~00 per acre. It was agreed that Mr, Carwile would
consult with Mr.Ireland, City Engineer of National City, relative to a joint
agreement between the two cities and that a ~ later meeting of the National
City Council and the Chula Vista City Council would be arranged.
MILLAN MAP: On motion by Councilman Riesland, seconded by Councilman Dyson,
which carried,, the final map of MillanManor was approved, subject to the
filing of a contract to instal improvements as shown on improvement plan on file
in the office of the city engineer. The contract to be secured by bond executed
by duly authorized Surety Company in the sum of $11, O00.O0.
BAY VISTA FLNAL MAP: On motion by Councilman Kidder~ seconded by Councilman
Dyson, ~nich carried, the final map of Bay Vista was approved, subject to the
filing of a contract to instal improvements as shown on improvement plan on file
in the office of the city engineer, the contract to be secured by trust deed
on ~roperty of a value equal to the sum of $9000.00, or a surety bond in the sum
of $9000.00, and subject further to a deed of dedication for street purposes
on the following described property:
The Southerly 60 feet of the Northwest Quarter of the Northeast Quarter of Quarter-
section 164, lying between the Easterly line of the N~rtherly extension of
Jefferson Street, and the Westerly line of the Northerly extension of Oaklawn
Avenue, as shown on the final map of Bay Vista Subdivisione
CITY ENGINE~ VACATION: Upon request of City Engineer Algert for two weeks
vacation commencing June 16, 19~7, it was moved by Councilman Koester,
seconded by Counci!~a~ Nashold, and carried, that the request be granted.
LIBRARy BOARD APPOINTMENTS: Councilman Koester appointed Mr. E.W.Kinmore
to the Library Board to fill the vacancy left by the resignation of Dr.Frank
Lane, his term to expire June 30~ 1950. Also Mrs.R.Lowell Davies to the
Library Board to succeed herself upon the expiration of her present term ~nich
is June 30, 1947, for a period of three (3) years expiring June 30, 1950.
On motion by Councilman Riesland, seconded by Councilman Kidder, which carried,
the appointments were confirmed.
UECKE~ SUBDIVISION NOS. 1 and 2. IMPROV~TS: City Engineer presented
a letter in which he certified that improvements as shown on improvement plan
on file in the office of the City Engineer for Uecker Subdivision Nos. i and 2,
had been completed in a satisfactory manner, whereupon it was moved by
Councilman Nashold, seconded by Councilman Kidder, which carried, that the
improvements be accepted.
RESOLUTION N0~802:
REQUESTING S.D.COUNTY BOARD OF SUPERVISORS TO MAKE
PROVISIONS IN THEIR BUDGET FOR COMPLETE STUDY OF REFUSE
DISPOSAL IN THE METROPOLITAN AREA.
Councilm~n Koester offered Resolution No.802. The Resolution wasiread in
~]] ~ and was passed, adopted and approved by the following vote, to-wit:
Ayes: Councilmen Koester, Nashold, Dyson, Kidder, Rieslando Noes: None.
Absent: None.
RESOLUTION N0.803: ACCEPTING D~ TO PORTION OF THrWD ~V~.~UE FOR STREET PUPPOSES.
Councdlmau Nashold offered Resolution No.803. The Resolution was read in full~
and w~s passed, adopted and approved by the following vote, to-wit: Ayes:
Councilmen Nashold, Dyson, Kidder, Riesland, Koester. Noes: None. Absent:
Nons.
FIESTA REQUEST: A letter from Mr.J.CoPalmer, President of the ~iesta de la Luna
Association, requested the closing of "F" Street between Third Avenue and Fourth
Avenue to traffic on August 15, 16 and 17, and also the use of the Softball
Diamond opposite "F" Street school for the same period.
On motion by Councilman Riesland, seconded by Councilman Dyson, which carried,
the request was granted.
BILLS PAIN: After examination by the entire councL1 and approval of the
Finance Committee, Warrants Nos.6097 to 6179 were ordered paid by the following
vote, to-wit: Ayes: Councilmen Nashold, Dyson, Kidder, Riesland, Koester.
Noes: None° Absent: None.
BALL GROUND LEASE: It was moved by Councilman Kidder, seconded by Councilman
Riesland, and carried, that the City administrator be authorized to submit a
bid of $100.00 per year upon the terms and conditions as set forth in the ~
Resolution of the governing board of the Chula Vista Union School District
for leasing the ground opposite the Grammar School, commonly known as the
~oftball Park.
COURT CLEEK: On motion by Councilman Riesland, seconded by Councilman Dyson,
and carried~ administrator Bryant was authorized to employ a court clerk to serve
as court clerk when needed and any other departments on request of Administrator.~
The salary approved was $150o00 per month.
PARKING LOT: Administrator Bryant was authorized to lease from Mr.Schrimpf a
fifty foot parking lot adjacent to the alley Just north of the rear entrance of ~
the city hall, for a period of one year at a rental of $10.00 per month.
ORDINANCE N0.378: AMENDING SECTION 35 of ORDINANCE NO.3~O RELATIVE TO PARKING
TIME LIMITS.
On motion by CounciLman Kidder, seconded by Councilman Riesland, which carried,
the Ordinance was placed on its first reading.
REQUEST TO LEAVE STATE: Mayor Koester and Councilman Dyson requested permission
to leave the State for approximately thirty (30) days, and, on motion by Councilman
Kidder, seconded by Councilman Riesland, which carried, the request was grantedo
ADJOURNMENT: On motion by CouncLlman Kidder, seconded by Councilman Nashold,
which carried, the meeting was adjourned to 7 o'clock P.M. June 2~, 19~?~
