The City Council met in the Council Cham~ers of the City Hall on the above
date, with the following members present: Counci~-~n l[oester, Nashold, Dys~n,
Kidder, Riesland. Absent: None.
M3/f0TES of August 26th approved on motion of Councilman Koester, seconded by
Counc~ 1~ Riesland.
MINUTES of Planning Co,,,~ ssion of September ~nd approved on motion of Councilman
Riesland and seconded by Counci~ l~ashold.
PAV]/X~ BI~5: Opening of Bids for paving E. St. between Nationel Avenue smd
Bay Blvd. The bids were opened and the results were as follows:

Upon motion by CounCilmen Kidder, second®d by Councileem Dyson, the bid w~s grsmte~
to the R.E.~azard Co., subject to filing a 100% perfo~-~nce bond and 50% labor
smd material bond.
Am~hitheatre Talk: A bid from the Sim ~. Harris Co. in connection with paving
Amphitheatre wal~ in City Park was read and upon mot ion of Councilman Nashold
and seconded by Councilman Dyson, which carried, the bid was ordered tabled unti
more information $ould be obtained on the matter.
Cmrrett St: A letter fr~ Henry Algert, City Engineer was read, regarding
the private ~arrett St. south of I. St. Mrs. L. E. Metcalf appeared before the
Council in order to find out what the property owners had to do in order to have
the street accepted by the City. The Cit~y Engineer related the existing problem.
He did not recommend it's acceptance by the City as the street now steeds. The
matter was referred back to the Engineer to w~rk out with the property owners
concerned, a plan whereby the street can be rebuilt to the standard required by
the City for acceptance.
l~lice coml~laint: Mr. D. 8. ~ould appeared before the Council to complain that
his c~r had been struck on Augast ~Oth on the corner of Conter St. and Third
Avenue and that the officer in charge did not reprimand the driver responsible.
The matter was refer~ed to Chief Lofthouse for a complete report,
Electrical 0omplaint: H.L. Mueller appeared before the Council c~m~laining
that he had been discriminated against by Electrical Inspector Cord in regard to
electrical work done in his building. Mr. Cord explained that he was merely
carrying out his duties in en*oroing the 0rdineeee. Attorney ttiggs stated that
the 0rdinanse should be enforced as written, or smsmded.
Si~al 1,4Jl~s= Mr. ~m. MOeser appea~ed before the Council recc~nending signal
lights at National Ave. & E. St. In addition to their obvious need, Mr. Moeser
stated that it was the consensus of business man on Third Ave. that it would bring
more business to Thix~ Ave. For the record 3. C. Palmer said the Chamber
of Co-,~rce was d~fimtf~ly for the sign. Me, or Koester explained that the
matter has been taken u~ by Assembl2man Howard Cramer. It was agreed that a
petition circulated in favor of the signal might help to get action.
Public funds: W.A. walton, State Dept. of Finance, Division of Local
Allocations to Public Agencies. 1~27 Black Bldg. - 357 S. Hill St. Los Angeles,
reports that 0hula Vista has several thousand dollars credit to their account
with the abo~ agency, and suggested that proper application be made to secure
the r~neyo It was recomended that Mr. lalton coma back when Mr. Bryant returns
from his vacation, so that action can be taken.
A. D. Uecker appeared before Council to see if City wonts to put 0. Bt. through
between Del Mar and Second Ave. The matter was referred to the City Engineer
to w~rk out a~d report ~k at the next meeting.
Y. C. Pa~ner appeared to present proposed plan for completion of buildings in
the Amphitheatreo Attorney l~tggs reco-vo~nds that the Contractor be notified
there is no obligation on the part of the City to stand the cost of ~ny of the b
buildings. The Council went on record as approving the building plans to be
put on park property by public subscription. It vms suggested that Mr. l~lmer
prepa~ a report showing amount of unpaid claims, if any, and the figured cost
to co~plete the project.

It wes moved by Councilmen Nashald, seconded by Councilman ~iesland, which
carried, that Ordinance ~$~ be placed on it's second and final reading.
After reading of the title the Ordinance being in it's exact form as when placed
on it's first reading, it wes moved by Coune~ Kidder, seconde~l by
Councilman Riceland, and ce~ried, that reading of the text he waived. The
Ordinance wes passed, adopted and approved by the following vote~ to-wit:

Roberts Pe~k No, 2 A letter wes ~ from Lynn Zove and Henry Algert

Electrical Ordinance Mr. Cor~ appeare~ beffore the Couueil again, stating
that eometh4~g should be done about enfox~lng the Ordinance on Electrical work
and Just what course he ahould follow. Attorney tLiggs repeated that we have an
0rdinanoe, and it should be enforced. Higse reco~zuended that Mr. Cord contact
all the contractors and advise them that starting 4mm~diately the code ~,st be
followed.

Trash Containers~ Mr. Boyer reported that the tx~sh diapoe~l containers the
ff~'Greet Poster ,~ervioe"' proposed to set up in Chula Vista have been found very
unsatisfactory in National City, according to the National City Street Superintendent.
Councilman Riceland suggested no further action be taken.
Cement Contractor Ordinance Mr. Boyer reported on the Cement Contractor
Ordinance to the effect that we have an adequate Ordinance requiring a special
Council license for contractors dotn~ sidewalk work; the problem is the
enforcing of said Ordinance. No action was taken.
Bills Paid After examination by the entire Council and approval of the
Finance Co,,..lttee, Warrants Nos. 6368 to ~ with bills attacheA, with the
EXo~s~'A'~0N of No. f~gA, on motion of Councilman Riceland, seconded by Councilm~
Kidder, which carried, wore ordered paid.

STATEmeNT OF THE CITY CLERK
I, HERBERT V. BRYANT, City Clerk of the City
of Chula Vista, California, DO HE. BY CERTIFY AND DECI~.RE
that the City Council of the City of Chula Vists, at an
adjourned regular meeting duly held on August 26, 1947,
has duly and regularly canvassed the returns of the special
bond election held in the City of Chula Vista on August
19, 1947, and has declared the result of said election.
That the bond prooosition voted upon at said
election is as follows, to wit:
"PROPOSITION: Shall the City of Chula
Vista incur a bonded indebtedness in the
principal sum of $194,000.00 for the purpose
of the acquisition and construction by said
City of a certain municipal improvement, to
wit: additions to and improvements of the
City sewer system, consisting of the acquisi-
tion snd construction of trunk sewers, a
sewage trestment plant and an outfall sewer,
and including the acquisition of all lands,
rights-of-way, machinery, apoaratus, equip-
ment and property necessary therefor?"
That all absent voter ballots issued were
received or returned and accounted for on August 20, 1947,
and that on that date were duly counted and canvassed and
the result of such count is hereinafter stated.
That the total number of votes cast in each of
the respective election precincts established for said
election upon said proposition and the number of votes
for said proposition and the number of votes against
said proposition in each of said precincts, and the total
number of votes cast in said city upon said proposition
and for and against said proposition in said city are as
follows:

the voters voting at said election were cast in favor of
the adoption of said proposition and said proposition has
been declared to be carried, and the City Council of the
City of Chula Vista is authorized to issue bonds therefor as
provided by law.
I CERTIFY that the foregoing statement of result
is a full, true and correct statement of the facts of said
canvass and of the results of said election, and that as
soon as the result was declared, the aforesaid statement
was duly entered by me, the City Clerk of the City of Chula
Vista, on the records of said City Council.
