The Council met in regular session in the Council Chambers of the City Hall, on the above date, ~ith ~ayor Koester presiding° The meeting was called to order at 7 o~clock P.M., Present: Councilmen Koester, Nashold, Kidder, Riesland, Dysono Absent: ~one. Minutes of Regular meeting held February 10, 1948, and of an adjourned meeting held February 24, 1948, having been prepared and mailed to each member of the council, were approved as prepared and mailed. ~nutes of Planning Commission meeting held ~rch l, 1948, having been prepared and m~iled to each member of the council, were approved by the follo~rlng vote, to-witS Ayes Councilmen Dyson, Nashold, Kidder,~ie~land,Koestero Noes: None° Absent: None~ ~UTION ~O,864: Councilman Kidder offered kesolution Bo.864. This is a ~esolution endorsing Harbor Drive in principle. The ~esolution was read in ~ full and was passed, adopted and approved by the following vote, to-wit: ~yes: Councilmen Ki~der,Riesland, Koe~ter,Nashold, Dyson. Noes: None. absent: None. ~SO~UTION N0~865. Councilman Kidder offered Resolution ~o.865. This is a ~em01ution consolidating voting precincts, appointing election officers, and establishing their remuneration. The l~ezolution ~s read in full and was passed, adopted and approved by the following vote, to-wit: Ayes: Councilmen Kidder, Riesland, Koester ,Nashold, Dy~on. Noes: Bone. Abment: None. G,~TT STP~i~T: l~.Wasserman asked the city co~mcil if the city wouldfurnish the engineering and drawings of plans for the extension of Oarrett Avenue, southerly from "I" Street° He stated it was his plan to instal curbs and sidewalks and necessary paving for the city to accept, but did not feel like incurring expense of engineering. Mr°Harold C.Foster, City Engineer, stated that, in his opinion there had been too much laxity in filing of plans for improvements which resulted /~ in an overall confusion~ and further stated that records are absolutely necessary in a city. After discussion MroWasserman agreed to pay the city $50°00 if the city engineer would prepare the plans in this instance, it was moved by Councilman Hiesland, seconded by Councilman Nashold, and carried, that the city would help in the above and accept the $50.00 from ~oWasserman for remuneration. R~SOLUTION NO.866. Councilman NashoRd offered ResOlution No.866. ~This is a ±~esolution authorizing the publishing of notice inviting Bids for Sale of Sewer Bonds. The Besolution was read in full and was passed, adopted and approved by the following vote, to-wit: Ayes: Councilmen Nashold, Dyson, Ki¢;der,Riesland, Koestero ~ Noes: None. ~bsent: None, Oi~Ii~aNC~ N0o389. AUTHORIZING SaLE OF $194.000o00 Sewer Bonds. The Ordinance was read in full and placed on its firmt reading, upon motion by Councilman Riesland, seconded by Councilman Nashold, and carried. F~SOLUTION N0.867. Councdlman Nashold offered ~esolution NOo867. This is a Ee~olution amending agreement with W~lliam i~right, Engineer° The Resolution was read in full and was pa~ed, adopted and.approved by the following vote, to-wit: ~yes: Councilmen Nashold, Dymon,Kidder,Riesland, Koestero Noes: None° Absent: None. R~U~ST FO~ EqUi~.~iT - JU~Io~ F~TROL: The City Clerk read a request from Mr. Harris for additional equipment for the Junior Patrol, and, after discussion, it was moved by Councilman Ki~der, seconded by Councilman Nashold, and carried, that the administrator be~authorized to purchase the needed equipment for not to exceed ~5o.oo. ~SOLOTION N0.868o Councilman Koester offered }~esolution No.868. This is a Resolution approving recommendation for Frequency Channel ~{ir-Lite Alarm System. The Resolution was read in full and ~as passed, adopted and approved by the followdng vote, to-wit: ~yes: Councilmen Koester, Nashold,Dyson, Kidder~Rie$1and~ Noes: None. Absent: Noneo ~[r.Russell Bailey e~qolained his invention to the council, and thanked each and every one for their courtesies and help thus far. N~W T~ISIT: On motion by Councilman }~iesland, seconded by Councilman Nasho!d, which carried, the city engineer was ~structed to investigate and secure prices on a new Transit for the Engineering Department, it having been ascertained that repairs to our present transit would cost ~)185o00o B~\N~ nCROSS ST~T: The Lions Club requested permission to string an advertising banner across Third avenue, and it was moved by CouncffkmanDyson, seconded by Councilman Koester, and carried, that the Chief of Police be authorized to decide the matter. l~L~.~ F~ HYuia~WT: Chief Lee requested permission to have installed a new Fire Hydrant at the corner of First ~venue and "H" Street. On motion by Councilman Nashold~ seconded by Counci/~nan Kidder, which carried, the requeet was ~;rantedo I~EW CH~l~S: City administrator Bryant called the council's attention to seven (7) new chairs which he had purchased on memorandum subject to cotu~cil~s approval, and it was moved by Councilman Riesland, seconded by Councilman Dyson, and carried, that ~proval ~.~ siv~n for the purchase of these chairs and two more, making nine (9) in al~. ~UCK FOR P~d<K: ~r.~or~:mn presented a letter in which he requested a new'n mn for the park to be used as sn equipment operator, and also authority to buy an army truck with suitable w-inch mount for handling trees. He called attention also to the fact that, due to Mt. Carrie age, he was unable to do other than very light work° After discussion it ~s moved by Co~ci].man Dyson, seconded by Councilman Nasho[id, and carried, that the C&ty ~c~ninistrator try to find a suitable truck and report to the council at a later meeting. The matter of replacing ~oCarr and upon motion by Cotu~cilman Dyson, the matter ~ms tabled until thc next with an equipment operator w~as discussed, seconded by Cotu~cilman Kidder, which carried, meeting. P~TICiPATION IN ~O~TY SU~$EY: The clerk read a letter from Ben Polak, President of the League of California Cities, requesting that all the sixth class cities in this territory participate in hiring someone to conduct a survey regarding the exTenditures of County funds, 75% of which in taxes are derived from the <~ities. Also to investigate the question of joint purchases by agreements between the cities and the county. It ~as moved by Councilman Naehold, seconded by Councilman Riesland, and carried, that the City of Chula Vista would participate in this program providing their cost did not exceed $400°00° 1~ HiGH TIDE LD~z: The clerk read a letter from the Santa Fe Railroad regarding the official establishment of the Mean High Tide Line in Chula Vista, arid on mc~ion by CouncilmanRiesland, seconded by Councilman Kidder, which carried~ the city administrator was authorized to proceed with negotiations under the terms of the letter at a cost not to exceed ~lOOOoOO to be paid out of the Harbor Development Fund~ F~SOLUTION869. Counc~ Koester offered Resolution No.869o This is a Resolution authorizing the placing on the ballot for the coming ~iunicipal 51ection, the matter of increaee in salary for Councilmen. The Resolution was read in full and was passed, adopted and approved by the following vote,to-wit: ayes: Councilmen Koester, Nashold, Dyson, Kidder, Riesland. Noes: None. absent: None. BILLS P~ID: After examination by the entire co~cil and signing by the Finance Committee~ Warrants Noso6917 to 6997, with bills attached, were ordered paid by the following vote, to-wit: ayes: Councilmen Riesland,Koester,N~shold, Dyson, Kio_der.
