The Council met in the Council Chambers of the City Hall on the above
date· at 7 o~clock P.}'i., with the following membere present: Councilmen
Koester, Kidder· Riesle-nd, Nashold, DySOno =~bsent: l~one.
O~d3Zu~AECE ~0.389: PHOVIDING FOR the issuance of ~19&.OOO.O0 S~LR BONDS:
Upon motion by Councilman Riesland, seconded by Councilman NasHold, and carried,
Ordinance ~to.389 was placed on its second reading. The Title of the Ordinance
was read in full and the Ordinance beinE in its[ exact form as when placed on
first reading ~-~rch 9, 19~8· it was moved by Councilman Nashold, seconded by
Councilman Kidder, and carried, that reading of the text be ~aivedo
The Ordinance was passed, adopted and approved by the following vote, to-wit:
Ayes: Councilman Rieeland, Koester, Nashold, Dyson, Kidder. NoeS: None.
Absent: None.

The ".resolution %cas offered by Councilman Kidder· and was passed, adopted and
approved by the following vote, to-wit: ayes: Cotu~.cilmen Kidder, itiesland,
koeeter,Naehold, Dyson. Noes: None. absent: None.
F~N,TAL CI~G~S ~C~TiOl~ BUliD~G: The clerk offered for discussion the matter
of charges to organizations such as the Girl Scouts for use of the Recreation
U~uilding, explaining that they operate under the Community Chest and did not
have funds for pa2m~ent of rental. In the discussion which followed it was
decided to ~aintain tle present policy of charging for the use of the building
using the minimum charge for organizations such as the Girl Scouts, etc.,
P.~Iq.k~[T OF_ W/~R~NT NO.TOOfi: On motion by Councilman Kidder· seconded by
Councilman Dyson~ and carried, Warrant Noo7002 ~.~s ordered paid. This is for
refund of Ploughing Permit°
~SOL~TIo~ f~Oo871 Councilman offered Resolution I~o.871 ~ich is

a ~{esolution asking that the cpntroversy over Colorado .river Water between
-'~rizona and the State of California, be referred to the Superior Court for
decision.
The ~esolution was read in full and was passed, adopted and approved by the
following vote, to-wit: ~es: Co~%cilmen Dyson·Kidder, Riesland, hoester,~iasholdo
Noes: None° Absent: ~4one.
i~TION~L GU~D: ~yor koester reported that Colonel Kearney had just notified
him that the National Guard would like a decision ii the next thirty (30) days
as to ~ether or n~ a plot of ground could be given them on which to build
an armory~ it ~s decided to confer with Colonel Kearney in the meantime and try
to arrange some satisfactory solution.
~T~ R~.~U~o~. THe clerk read a letter from Pauline Perry, secretary of the
Fiesta co~muit~e requesting pe~ission to use Third Avenue from Davidson to
~,Adrona for this year~e Fiesta° The matter was referred to a later meeting.
~S~LL PaRK F~CE: On motion by Councilman Kidder, seconded by Co~u~cilman
Nashold, which carried, administrator Bryant was authorized to purchase 250 feet
of 6 foot fence for the Ball Park~ at a cost of ~24.00 plus tax.
Park Superintendent Norman, reported on the progress of reconditioning the
bleachers and said that the next step would be te clean and overhaul the lights.
PA~K ~T~WAY: a petition signed by approximately twenty (20) property
owners was presented by Mr~ C.WoCarter, requesting the correction of the
use by the M.O~DoPacking Plant of the waterway extending t~ough the Park
and west from Fourth avenue, for the dumping of lemon refuse and wash water°
Upon motion by Councilman ~idder, seconded by Councilman Dyson, which carried,
Administrator Bryant, City ~ttorney Boyer and City ~ngineer Foster, were
instructed to investigate the matter and report at the next Regular Council

~tIGHT~OOD 'ZXT~i4SION: MroHeaton appeared before Cotmcil regarding th~ apening
of Brightw~d for a distance of 300 feet running north from Parkway° Because
of the problem involved it was moved by CounciLman Kidder, seconded by Councilman
Nashold, and carried, that Administrator Bryant, City Engineer Foster, and
City Attorney Boyer, investigate thoroughly and confer with the Planning
Commission and try to work out a solution to be presented to the council at their
next Regular Meeting°
DUI~ SIT~.: The question of p~rchase of a dump site for use by citizens of
Chula Vista was discussed, and there being a possible 50 acre site on the hills
east of the city owned by the Otay Ranch, it ~s moved by Councilman Nashol~,.
seconded by Councilman Riesland, and carried, that Administrator Bryant be
authorized to offer ~lO.O0 per acre for the purchase of this site.
CITY Db~KP: The clerk read a letter from ~r. and R[rs.Linthicum, requesting
six months extension of their present agreement to operate the city dump as a
Salvage Yard° After discussion it was moved by Councilman Riesland, seconded by
Councilman Dyson, and carried, that ~ir.Linthicum be granted a thirty (30) day
extension only in which to remove his material and clean up the site as per
agreement.
HOUSING SU~iVmI: It ~ms moved by Councilman Kidder, seconded by Councilman
Koester~ and carried, that the city participate in the expense of a survey
of housing in San Diego County in an amount not to exceed $500.00 for the purpose
of determining an unbiased opinion as to the need for the retention of Goverrm~ent
housing in the city of which we now have 700 units°
ADJOV~Q~T: It was moved by Councilman Riesland~ seconded by Councilman
Koester, and carried~ that the meeting be adjourned to 7 o'clock P.~i. l~arch
1948.
