HomeMy WebLinkAboutReso 2022-255 DocuSign Envelope ID:9316BD9B-3E11-4F37-AD1B-A82C23475584 MINUTES RESOLUTION NO. 2022-255 MINUTES RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA 1) PROVIDING DIRECTION ON THE DISPOSITION OF THE COLUMBUS STATUE, 2) APPROVING LANGUAGE FOR A MARKER TO BE PLACED AT THE FORMER SITE OF THE COLUMBUS STATUE, 3) RENAMING DISCOVERY PARK"KUMEYAAY PARK OF CHULA VISTA," AND 4) APPROVING A FRAMEWORK FOR MONUMENT INSTALLATION AND NAMING AND RENAMING CITY ASSETS WHEREAS, in response to concerns voiced by local Kumeyaay, other Indigenous peoples, supporters, and City residents, at its meeting on May 25, 2021, the City Council made a referral to the Human Relations Commission to make a recommendation for Council consideration on the formation and duties of a task force charged with making recommendations regarding the disposition of the Columbus statue, renaming of Discovery Park, and related actions; and WHEREAS, at its meeting on June 15, 2021,based on the Human Relations Commission's recommendation, the City Council took action, memorialized as Minutes resolution 2021-132, to establish a Columbus Statue and Discovery Park Task Force to make recommendations on the following matters: 1) replacement of the existing Columbus statue with a marker/art piece at the statue site and language for the site marker; 2) renaming of Discovery Park; 3) framework for receipt or installation of public memory,monuments, and gifts; and 4) framework for naming parks and/or other City facilities; and WHEREAS, the Columbus Statue and Discovery Park Task Force was formed and held seven public meetings between November 2021 and October 2022 to carry out its assigned duties; and WHEREAS, the Columbus Statue and Discovery Park Task Force presented its recommendations to the City Council on November 1, 2022. At its meeting of November 1, 2022,the City Council of the City of Chula Vista took action, based on the recommendations of the Columbus Statue and Discovery Park Task Force, to do all of the following: 1. Provide 30 days' final notice to the heirs of the artist who designed the Columbus statue to give them the opportunity to express any interest they may have in the statue and provide notice that the statue would be disposed of otherwise. 2. Enter into an agreement with McMillan Companies to ensure that the statue is permanently displayed in a private location and not in public view. 3. Approve the placement of a marker at the former site of the Columbus statue with the language specified in Exhibit 1 to this resolution. 4. Rename Discovery Park "Kumeyaay Park of Chula Vista." 5. Approve the framework for monument installation and naming/renaming City assets, in substantially the form presented, with the exception of the disposition reference to the Columbus statue, and direct staff to prepare a formal policy consistent with the framework for Council consideration. [Elaborate on new name] On this site,previously named Discovery Park upon its founding in 1990 as part of the commemoration of the quincentennial of the so-called "discovery of the new land" stood a statue of Christopher Columbus. After years of protests by local Kumeyaay, other Indigenous peoples, supporters, and city residents, in 2021 the Chula Vista City Council voted to remove the statue and rename the park. We offer this in the spirit of not "erasing history"but rather as a necessary and reciprocal healing of the harms and injustice of colonial erasure and the distortion of history.
