CITY DF CHULA VISTA. CALIFOP~IA, H~D TUESDAY. APRIL 14, 1948.
The Council met in regular session in the Oouncil Chambers of the City Hall,
on the above date, with Mayor Koester presiding. The meeting was called to order
at 7 o'clock P.M., Present: Councilmen Koester, Nashold, Kidder, Riesland. Absent:
Councilman Dyson.
Minutes of the previous meetings held March 9, 23rd and 30th, 19g8, having been
mailed to each member of the council, on motion by Comncilman Riesland, seconded by
Councilman Nashold, and carried, were approved~
PLANNING COMMISSION MINUTES: Minutes of the Planning Commission meeting held April 5,
1948, having been mailed to each member, it was moved by Councilman Nashold, seconded
by Councilman Riesland, and carried, that they be accepted.
REPORT ON WATER RATE I~A~ING: City Attorney Boyer reported that at the hearing the company
had asked for a temporary rate increase and that it was very likely that their request
would be granted. He stated further that there was a possibility that thecommission would
not recognize our contract with the Water Company. The Commission had now retired to
take the matter under advisement.
~RESOLUTION N0o876: Coug]cilman Nashold offered Resolution No.876. This is a esolutlon
· releasing Rohr Aircraft from certain commitments re~arding tidelands lease. The
Resolution was read in full and was passed, adopted and approved by the following vote,
to-wit: Ayes: Councilmen Nashold, Kidder, Koester, Rieslando Noes: None. Absent:
Co~mcilman Dysono
FlthE ALARM SYSTEM: Mr.Ben Allen discussed the matter of a Fire Alarm System for the
City of Chula Vista in which he stated the approxinmte cost would be $20,000°00. He said
he would try and present an actual survey of costs at a later meeting.
SOUTH BAY VETS COORDINATING COUNCIL: Through their representatives, Mr.John Rector
and Mr°Bone appeared before council requesting a site for a picnic ~round and barbecue
pit on the north side of the Community House near the water-way. After discussion
mt was decided Shat.this was a matter for the Recreation Commission to decide and that
the ~yor would advise ~iroRector when this commission was ready to function.
1948 FIESTA: The clerk read a letter from the Fiesta Committee requesting that Third
Avenue be closed for the duration of the Fiesta to allow the installation of booths,
but no action was taken at this time. Administrator Bryant was authorized to procure
bids for the decorating of our streets similar to that which was done last year.
The matter of completing the building in the park bowl was discussed° No action was taken.
~STATE GU~'dlD ;~tMORY: Colonel Bryant Kearney appeared before the Council to discuss the
· possibility of a grant or lease by the City to the State of a plot of ground on which
an Armory for the State Guard might be erected~
After discussion it was moved by Councilman Riesland, seconded by Councilman Nashold, and
carried, that an offer to lease approximately three acres of ground located in Eucalyptus
Park for a term of forty-nine years at a yearly rental of One Dollar per year, be submitted
to the State for their consideration, conditioned only on the fact that the horse-arena
now partly located on the proposed plot be moved to another location, at no expense to the
city. The City Engineer was instructed to draft a plat of same for submission with the
offer.
SUBDIVISION UNNAMED: Mr. Jack Gardner presented a tentative map of an un~-mad Subdivision
for approval. It was ~oved by CounciLman Kidder, seconded by Councilman Riesland, and
carried, that tentative approval be given subject to improvements as shown on the map
amd also subject to provisions of the Subdivision Ordinance, excepting the radius of the
curves at the~end of de~d-end streets°
R~]CORD OF SURVE~f: Tentative - Lot 14 Quartersection 12~o It was moved by Councilman
Nashold, seconded by Councilman Riesland, and carried, that the tentative map of
Record of Survey of Lot 14 in Quartersection 124 be accepted~ subject to improvements
such as sidewalks, curbs, gutters and paving from existing pavement to gutter.
GRIHALVA PLACE: A tentative map of this Subdivision was presented, and it was
moved by Councilman Koester, seconded by Councilman Nashold, and carried~ that
the tentative map be approved, subject t& the improvements as shown on the
plan presented, and subject further to all other provisions of the Subdivision
Ordinance o
EL R~ TERRACE - Tentative MaD: This map was presented for acceptance but action
was deferred until our next meeting in order that some points in question might be
clarifiedo
~ STREET SOUTH FROM "I". City Engineer having prepared a map of proposed
extension of Garrett Street South from "I" Street, it was moved by Councilman
Nashold, seeonded by Councilman Riesland~ and ca~ried~ with Councilman Kidder
voting, No~ that the street be accepted after the inst~ll ation of all improvements
as shown on the map prepared by Mr.Foster.
~BRIGHTWGOD EXTENSION NORTH ~OM pARkWAY: A plan to instal a half street on
Brightwood North from Parkway, was presented by City Engineer Foster, and it was
moved by Councilman Kidder, seconded by Councilman Nashold, and carried~ that the
council indicate its willingness to accept this street according to the plans
as shown on the sketch.
BILLS PAID: After examination by the entire council and signed by the Finance
Committee~ Warrants Nos.7048 to 7118, with bills attached, were ordered paid
by the following vote, to-wit: Ayes: Councilmen Riesland, Nashold, Koester~
Kidder~ Noes: None. Absent: Councilman Dyson.
HARBOR LINES: The clerk read a communication from the UeS.Engineers, answering
our request for the establishment of a Pierhead and Bulkhead line, and advising
that a hearing would be heard in June regarding the matter.
ADJOURNMENT: It w~s moved by Councilman Nashold, seconded by Councilman
Riesland,~ and carried, that the meeting be adjourned to April 20, 19~8.
