HomeMy WebLinkAboutcc min 1948/04/20MINUTES OF REGULAR ADJOUP~ED MEETING OF ~ $~%w~ $~ OF THE CITY OF CHULA VISTA, CALIFORNIA, ~.~ TUESDAY, APRIL 20, 1948 The Cou~cil met in the council chambers of the City Hall on the above date, at 7 olclock P.Mo with the following members present: Councilmen Nashold, Dyson, Kidder, Koester, Riesland. Absent: None. CANVASS OF VOTES: This being the time and place established by law for the City Council to meet and canvass the votes of the Municipal Election held Tuesday, April 13, 1948, City council proceeded to canvass the votes and the results are set forth in a "Statement of the City Clerk" attached hereto and made a part of these minutese MroNashold, Mr. Kidder and Mr~,Riesland having been declared elected Councilmen f~]l term, were sworn in by the city clerk and took their seats at the council table. Mr. Herbert V.Bryant having been declared elected for City Clerk, full term, took eath of office and resumed his position° At this point Mayor Koester relinguished his office as Mayor and turned the meeting over to city clerk Bryant, who proceeded to call for nominations for Mayor from the council. It was moved by Councilman Riesland, seconded by Councilman Dyson, and carried unanimously, that Councilman Koester be re-appointed as Mayor. The City Clerk returned the gavel to Mayor Koester who resumed his office, whereupon Councilman Nashold expressed his deep appreciation of the splendid efforts Mayor Koester had made during the past two years and for the cooperation of each and every member of the council, and said that he was highly gratified over the work accomplished and the program outlined for future development~ Councilman Riesland also e~qoressed his appreciation and said that Mayor Koester deserved much credi~ for his untiring efforts on behalf of the city. Administrator Bryant also expressed his appreciation and stated that he was mindful of the cooperation which existed and that he looked forward to a year of accomplishment in the light of projects now programmed. Mayor Koester responded by saying he thought that the fact that so much had been accom- plished was due to the harmony which existed in the city council, and not for his efforts alone. He commended Mr°Bryant for having done a magnificent Job as Administrator and felt assured that with continued harmony~ things now started would be accomplished in the very near futuree Said the Mayor~ "We must continue to build for the future, to plan for a new Civic Center, for street improvements and other like projects. One of the best steps we have taken was to hire a full time Engineer"° ~ He stated further that he was very pleased with the work of City Attorney Albert Boyer, Mayor concluded his response by reading what he called, "The Mayor:s Creed". Mr.Robert Griffin~ President of the Chamber of Commerce, spoke his words of commendation and appreciation on behalf of the Chamber of Commerce. ~7~ RET ~CE - Tentative MaDe ~r.Robert Griffin submitted a tentative map of E1 Rey Terrac% and, on motion by Councilman Nashold, secondwd by Councilmah Riesland, and carried, the tentative map was approved. ~ HEY T~{ACE . Final Mao. It was moved by Councilman Dyson, seconded by Counc~lm~u Riesland, and carried, that the final map of E1 Rey Terrace be accepted~ subject to execution of an agreement with the Aubdivider and filing of a bond sufficient to ensure the performance of improvements as follows:- Curbs, Gutters and sidewalk, and 2 inches of 0il Mix on present pavement on Third Avenue. On Landis Avenue, Curbs, Gutters, ~idewalk and 2 inches Oil Mix over 5 inches of DeG. where necessary. On Garrett Avenue Curbs, Gutters, and sidewalk, and the fulfilment of a previous a~reament with the city re~arding grading and oiling. JUDICIAL COUNCIL LETT~: Th~ clerk presented a questionnaire regarding Judicial matters and it was moved by Councilman ~idder, seconded by Councilman Riesland, and carried that the questionnaire be referred to City Attorney Boyer and Administrator Bryant for report back at next meeting. %~{IRD AVENUE CL88~$~ - FIESTA: The clerk presented a letter signed by Chief of' Police Lofthouse, Fire Chief George Lee and Superintendent of Streets, Love, recommending that the request of the Fiesta committee to close Third Avenue during the Fiesta be refused~ It was moved by Councilman ~er-% seconded by Councilman ~Sda~'~- and carried~ that the city administrator advise the Fiesta Committee that the c.ouncil concurred in this recommendatione WID~ING OF SID~,EALKS ON THIRD AVENUE. Administrator Bryant requested authority to have the City Engineer plan and estimate the cost of adding an additional two feet to the sidewalks on either side of Third Avenue between Davidson and "E" Street. It was moved by Councilman Riesland, seconded by Councilman Dyson, and carried, that the request be grantedo THIRD AVENUE EXTENSION: Administrator Bryant requested authority to proceed with plane for construction and acquisition of Rights of Way for the extension of Third Avenue from a point midway from Seavale and "D" Street, to Fourth Avenue and "C" Street. Be e~plained that this had been considered years ago aud that he felt the time was now ripe for the revival of this project° On motion by Councilman Nashold, seconded by Councilman Riesland, which carried, the request was grantedo COOPE~ATIVE AGREEMenT "C" STREET: Administrator Bryant stated that the Mayor and he had discussed with Mr, David Bird~ our Supervisor, the question of a cooperative agreement with the County to open "C" Street from Third Avenue to National Avenue. On motion by Councilman Kidder, seconded by Councilman Riesl'and, which carried, administrator Bryant was authorized to ~rite to the Board of Supervisors stating that the city would be w~l~ing to enter into such a cooperative agreement. ADJOURNMENT: It was moved by Councilman Kidder, seconded by Councilman Naehold, and carried, that the meeting adjourn to April 27, 1948 at 7 o~clock P.M., erbert . ryant~ ity lerk.
