called to order at 7:00 o'clock P~ M.
S~CL~ E~CTI~: ~e Council proceeded to c~vass the votes cast at the Special
Election, held Sril 9, 1937. ~is ~s acc~plished by checking the votes cast at
each precinct by Result of Votes sheets as h~ded to the clerk by the election boards
of the above ~ntioned election. ~ter c~n~ssing the ballots, Cl. ~ltz offend
Resolution No. 472~, ~ich is a resolution declaring the result of the election above
mentioned~ ~e resolution was read, ~nd it set forth t~t all requirements of law ~
had been had, ~d the election held in ti~, fo~ ~d ~er as required by law~
That as a result of said election the City Co~cil of said City does hereby find,
dete~ne ~d dec.re that more t~ a ~Jority of the qualified voters ~ti~ on
said proposition at said election voted in fav~ of said p~positions Upon motion
b~~ Cl. Howe, seconded by Cl~ ~ons, which c~ried, the resolution was passed and

p~ ~T!~: Upon motion by Cl~ ~ons, seconded by Cl. Boltz, ~FGich c~ried,
the Ci't'Y Attoz~ey ~s instructed to negotiate ~th proper representatives of the S~
Diego T~st & Savings Ba~ for the purchase of ~ts 25 ~d 26 ~CE.~ Ri~t of Way, of
%uarter Section 137 in Chula Vista~ said method of paint to be as follows: $2500.00
cash, $1500.00 on or before December 15, 1937 ~d $1500.00 bal~ce on or before June
l, 1938~
~ LIG~S: ~ter investigating the need of street lights on the corner of
second avenue ~nd I street and the corner cT second avenue and K street, Cl. Rife
reco~ended their installation.
T~ ~d0V~: Upon motion by Ch Boltz, seconded by Cl. Howe, ,~zhich carried,
the request of ~ed ~rker to remo~ a s~ll tree on ~ghl~d avenue !~or~ of D street
which is in the ~ of his proposed drive~y ~s ~ ~ted.
~ ~C~0~GIJ~T: The Clerk read a letter f~m Con~ess~ Izac which ac~ow-
ledged ~'eceipt of our letter urging his suppo~ of H R 4215, ou interest on deed
deposits, He stated that he ~uld give such legislation his serious consideration.
~,~00~ DIST~qm~: !,~. id. S. Hooper urged the Co~cil to investigate the solution
of the ~t{oo~ District in this City and pointed out methods by which it ~ght be
acco~lished. The Council, City ~ttorney ~d ~. Hooper discussed the possibilities
of said solution ~d the City %tto~ey was inst~cted to co~er with ~. Hooper ~d
!~. Abbey in reg~d to s~e.

prope~y, had received a do pass reco~endation f~m the Assembly Co. tree on Revenue
~d T~ation. Upon ~tion by Cl. Howe, seconded by Cl. Boltz, which d~ried, the Clerk
was inst~cted to inf~ Ass~bly Stremu ~d Senato~ Fletcher t~t this Co~cil ~s apposed
to ~y such legislation.
~,l,~ ~ 9: ~a~e Bulletin ~ info.ed the Co~cil that A. B. 1487, a bill
which exerts nonresident wholesalers who do business locall~ by me~s of t~cks
f~m loca~ licensing, had passed the ~sembly ~d is now before the ~nate Co. tree
on }~icipal Co~orations$ also that A. B. 1416, a bill pro~ding for the election of
the City Judge, for the desi~ation of deputies for the treasurer ~d clerk jointly
by the co~cil ~d the respective officers, requiring the city judge to be a licensed
atto~ey, ~d crowding for a $50.00 per month compensation to ~ers of the city
co.cji,is e~cted to c~e up for hearing in the Municipal Corporations Co~ittee
of the Ass~bly within the ne~ ten days. Upon motion by Cl. ~we, seconded by Cl.
Lyons, which carried, the clerk ~s instructed to info~ the proper representatives
that ~ls co.ell is opposed to above bills.

N0~: Cl. Rife. ~: None. Cl. Boltz stated that he was ~der the i~ssion
that the merch~ts were to match ~y ~o~t voted by the co~cil or rather one-ha~
of the rent fee ~d upon that condition he si~ed tha letter authorizing above paint.
Cl. ~fe stated that he felt it .~uld be setti~ a bad precedent to pay the rent of
the abo~ project and therefo~ voted no. Other me~ers of the co~cil stated they

that they felt that the Federal Government was gradually getting from under the heavy
burden and passing so~e of the relief responsibilities to the states and cities ~nd
that it was up to the city to assist in keepi~gthe project here.
BIT~S PAID: Upon motion by Cl. Boltz, seconded by Cl. Howe, which c~rried, the
following bills, after examination by the finance committee, were ordered paid:
