The 0ouncil met pursuant to adjournment, in the Council Chamber of the City Hall,
on the above shown date, with Mayor brown presiding. Meeting called to order at ?:00
o'clock, P. M. Present: Mayor Brown, Councilman Lyons, Rife and Boltz. Absent:
Councilman Howe.
GASOLINE COAWfRAOT: This being the time specified for the opening of sealed bids
for the ~upplying of gasoline to the city for one year, the clerk opened all bids and
they were as follows: Associated, 1~; Shell Oil Co. 15~; Union 0il Go. 13~;
Golden State Oil COo 1~; Standard Oil Co. 15~%~. As the Associated and the Shell 0il
Co. were Iow bidders the Council, upon motion by Cl. Lyons, seconded by 01. Rife,
accepted their contracts, providing they alternate monthly.
PRINTING CONTRACTS: This being the time specified for the opening of sealed bids
for city printi'ng for one year the clerk opened the bids which were as follows:
National Avenue Printery: The Chula Vista Star:

Upon motion by Cl. Boltz, seconded by Cl. Lyons, which carried, the Chula Vista Star
was awsa~led the contract in
GROUP II~SURANCE: Cl. Lyons offered Resolution No. 470,, which is a resolution
acc&pting the Travelers Ymsuremse Co. polisy by salary increases of not over seventy-
five cents per month to eash employee participating together with deductions from
payroll of au approximate like amount from each employees said policy is for $1,000.
f~ each employee for one year from date. The resolution was read and upon motion by
Cl. Boltz, seconded by Cl. Lyhns, wh~e was passed and adopted as read by the following
vote, to-wit: AYES: Cl. Boltz, B~own, Lyons aud Rife. NOE~: None. ABSENT: Cl. Howse
BLAB0~ DISABILITY: Cl. Rife reported the injury of Otis Blabon, incurred during
city w~rk about tannery 20, 1937, sm_d hs he has been laid up since end the prospects
of recovery are not good for the near futura, he suggested that the city pay the difference
between what the sum~ensation is end his regular salary would be. The City Attorney
stated that he was quite sure that there was nothing in the law to hinder the city from
doing so , however, Cl. Bromm was under the impression that if the city did pay additional
to the compensation that there was a possibility that the compensation would be voided
and to avoid such a happening the City Attorney stated he would investigate the matter

FLEToH~;R'S LE'~'~ OF APPI~CIATION: The clerk read a letter from Senator Fletcher,
which t'hanked the Council for 'it's trmnediate endorsement of his views ~nd actions on
tax exempt bonds. He stated that Chula Vista Council was the first ~mnicipality
do so and he never forget their action.
NATIONAL YOUTH AI~MINIST. ARATICa~: Mr. Plummet, of the National Youth ~mt~istration,
requested the Council to have a fe'w yard of crushed grenade hauled to the Yunior High
School playgrounds as the past rains and usage had stripped the ground of any that had
been there. Upon motion by Cl. Rife, seconded by C1. Lyons, which married, the matter
was referred to the City Enginee~ with power to act.
DYER TRACT Z01FiNG: Letters from Mrs. Daisy Bigelow aud Mr. 0. Conley requesting the
Council to remove from the fir zone those lots on F street between Del Mar and Church
Avenues, were read to the Council by the clerk. Mm. R. Merrill spoke in behalf of
property owners of said lots stating that the cost of erecting fire proof buildings
in the said lo~ation would be prohibitive as the resultant incomm from said erections
would not be sufficient to warrant cost. Upon motion by Cl. Lyons, seconded by Cl.
Rife, which cea-tied, the matter was referred to the Plenning Cow~t ssion with a request
for their recommendation to the Council at it's nest meeting.
CITY ATTORNEY i~EPORTS: The City Attorney reported on an ordinance that is in
effect in Esoondido rega~ting the sale of 0ontraceptive deviceses so that none but
registered pharmacists could sell them. The Co~uusil, upon motion by Cl. Rife, seconded
by Cl. Lyons, referred the matter to the City Attorney to confer with the Health Officer
and to act according to the result of their conference.
The City Attorney reported that the 19~? Building Code
~mendments would be out in about 30 da~s and that it would be best to wait until they
arrived before adopting au o~dinance relating to same.

The City Attorney also stated that he was awaiting information from the Veteraua
Welfare Board relative to the exemption of taxes on property acquired by them.
ANIMALS TI) EE BANNED: Mr. Co De Boyer inquired of the Council if a person had
the right to build corralls for the purpose of having horses for riding purposes if
they could be built within a few feet of residences. According to the present ordinances
there is nothing to prohibit said act, however the Council felt that it would be best
to have an ordinance drawn up prohibiting an~m-ls of like natu~re to be within a
specified distance from property lines and upon motion of Cl. Lyons,seconded by Cl. Rife,
which carried, the City Attorney was instrmeted to draw up said ordinance for next meeting.
COD2~SNITY SI, Ct1 BOARD: Mr. Harry McOrea recommended that the Council prohibit the
use of the Plata for displaying signs and that htey cause to have erected a community
sign board large enough for the displaying of a number of signs for the use of the
various organizations of the City; however a permit, of nomfnal fee, necessary for the
usage of maid sign. The Council discusse~ the feasibility of erecting said sign board
and upon motion by Cl. Lyons, seconded by Cl. Boltz, which carried, the matter was re-
farted to the Planning Commission.
~F~a~'S REPORT: The monthly report of the City Traasurer for the month of
January, '19~7 was examined and ordered filed.
~Ai~ DISTRICT: Cl. Lyons suggested that the 0ounsils of Coronado and National City
be invited to meet with the city Council and discuss the feasibility of Joining smd
forming a water district so that more land in the vicinity could be used for irrigation.
The Council however, after ~iecussing the various angles involved, felt that it would
be best to have the City Engineer a~tend the San Diego Council meeting when the report
would be male on the probabilities md conditions involved to Joiu the Metropolitan
Water District,

this Council adjourned sine die.
