Present: Mayor Brown, Councilmen Lyons, Rife and Boltz. Absent: Councilman Howe. ,M~, Di~ OF .P~E, .V~,O ,U~ ~'~.'ANG: The minutes of the regular meeting of November 2. 1936, having been prepared and mailed to each member of this Council by the City Clerk, were approved as prepared and mailed. ~MR. S~.~.'~ EASY. ET: Mm.. Snow, property owner on H street between National Avenue and Bay Boulevar~l, appeared before the Council and requested the City to cut a ~itch th_~A his property to take care of the flood wnters$ explaining that since he had last contacted the Council on said proposition he had broken his leg and conssquently had not been able to finish the agreement w~th the City. Mr. Snow, again was informal that if he would see the City Attorney and have him draw up the necessary papers granting the City an easement th~A his property and by which the City would not be liable in any way the City then would cut a ditch thru said property for betts~r drainage. ~. M I~. ?~. SE~ER: Mr. Y. M. Leakc requested permission from the City Council to connect a sewer l~om his new house on G Street to the sewer line from his lot a~]oining; stating that he would sign an agreement that in case he sold the lot adjoining that ha would disconnect said sewer and reconnect to lateral in front of new house. ~er some discussion and after Mr. Leaks was infox~ued that it would cost the same for fees he stated that he would give the matter more consideration, infering that he would ~robably connect up tho the lateral in front of new house. ~ROUP ~: Mr. R. W. Merrill, of the Tr%ve~ers Insurance Company, outlined, to the City Council, a proposition w~ereby the e~ployeas of the City could be insured as a group against death. The proposition specified that the City had to participates to a certain degree; for each $1,000.00 insurance the city to pay ~ ~er'month'" or $1~..94 per month for 20 e~oloyees; the employees participating would pay $.65 per month or for 20 employees $13.00 per month, said sum to be paid in one sum each month. It also allowed insurance with out physical examination and in case an employee's cervices were discontinued with the 0ity he could keep the insurance by paying proper montb.ly [~remiums. The 0ouncil felt htat it should have considerable time to investigate the proposition and refer~ed the matter to the City Attorney for legal investigation. ST]~E~T ,SI~N 0~, BIATIONAL ~ E: The City 01erk read an offer frc~a the Copper Shop bidding on maintaining the stroet sign on National Avenue and E Street. Said bid was for a maintenance c.h-ge of $1§.00 per month; also, in case the city prefex'A'ed to maintain sign an offer to sell. for ~15.00, the clock was ma~e %o the city. Cl. Rife Suggested, after the Council as a whole had expressed the desire for the City to do maintaining, that it might be wise to move the clock to the corner of National Avenue and F Street as Mr. May, who is located at said co~ner stated that he woul~ keep wntoh that the sign wouldn't be tampered with. ~hief kelly stated that by doing that it wo~ld divertmo~e traffic past the Gr--.--- School and would create moro of a hazard for the chil~en. After dissuasion on methods and procedures which might be taken an~ upon motion by Cl. Rife, which was see~nded by Cl. Lyons, and which carrie~l the matter was referred to the City ~-~inear with power to act. LE~, £~ E. B~D t~SI ,~ATI0~: The Clerk read a letter f~om Lester E. Bond asking the City Council to accept his resignation from the Planning Con~iscion due to the fact tha$ it was impossible for him to c~ on effectively on too many eo,=-~tteas; however, he stated, that if he could help in any special way that he would be gla~ to. Upon motion by Cl. Lyons, seconded by Cl. Bolt~, which carried Mr. Bon~s resignation w~s accepted. ~hcle~k was instructed, by said motion,to write a letter of appreciation to Mr. Bond thanking him for his cooperation and services on the Planning ,A~,DITIONAL ~ TO I~J~T~NG C~ION: Mayor Brown appointed R. Meuller, A~thu~ Done A,,~t Ce Se ?~ww"~mS as new me~wbers to the plan.t~ C~,-~!ssion. Upon motion by C1.Rife, seconded by Cl. Lyons, which sa~ried, the appointments were confirmed. ~ OF Co ~,~, 0~ DO~ATION: The Clerk read a letter from the Co~.~ttee~ of the C~--~er of ~roe requesting ~0;00 for the purchase of can~y and nuts f~r for boxes to be distributed at the Christmas tree. Upon motion by Cl. Boltz, seconded by Cl. I~vons, which eat'tied the request wac granted. ~f0MENS' CZ~B ~ D~TION: The Clerk read a letter feom ~s. Louis E. of the ~omane' Club, requesting a cash donation of $100.00 to b~y food for the Christmas baskets for the nae~y in Chula Vista. As there h&d been $100.00 set up in the budget for Christmas food supplies Cl. Rife moved that a donation of $?0.00 be made, the motion was seconded by Cl. Lyons and carried. Upon motion by Cl~Rife, ~eeonded by Cl. which carried, the Clerk was authorized to set up a revolving fund of $?0.00 to pay for sai~ bills. Meeting of December ?, 1936, continued. ORD ,INANOE NO. ~-~: The Clerk read a letter f~om Fire Chief Armor to which was attached a OOlmy of San Diego City Ordinance goverini~g the installation and operation of stoves or ran__g~ oil burning equipment and the storage and handling of oil fuels in comneation therewith. The Chief stated that he and the City Attorney had gone oval- the ox~linance vex-y carefully and had found the ordinance eca~lete in every respect and sincerely racom=ended its passage. Cl. Lyons stated that he felt that it was the proper action and that it would tencl to keep the fire insurance rates down in this locality and thereup0w, moved that the ordinance be placed upon its first reading, the motion was seconded by Cl. Boltz, and csx-tied. A!~PI~ECY. ATION ,TO MR. $. ,A~,,~: Upon motion by Cl. Rife, seconded by Cl. Lyons, which carried, the Clerk was instructed to write a letter of appreciation and tAA-~'e to Mr. $o Abbey for his splendid talk at the League of Municipalities Dinner. LETTER FROM IRA 2[. R0W~T.~: The Clerk read a letter from Ira H. Rowell *hich was sent 't~ the City Attorney and which stated that from all indications the Federal Yud~e was going to decide the case on the same g~ound as that adopted in the Pacific Gas and Electric case~ but Mr. Rowell expressed his desire that the decesion be delayed for at least a month or two in order to give the 0omaission an opportunity to prepare an appeal in the Pacific Gas and Electric case without being compelled at the e-~ time to prepare sm appeal in the Sweetwater case. By preserving their right to appeal the $..etwater decision by first petitioning for rehearing it may be ~hat they can extend the date within which they have to take an appeal until after decision by the Supreme Court in the C~s case; he stated that would involve an undesirable delay, but that with their present working staff it would be impossible for them to work on the two mattex-s at the ssme time. SCHOOL l~0rrucrf BID: Cl. Lyons offered Resolution No. 46~., which is a resolution propoein6 to purchase, f~ $2,500.00 the prope~y of the Ohula Vista Union School District which was offered or rather for which bids have been invited. The resolution was reed and upon motion by Cl. Boltz, seconded by Cl. Lyons, was passed and adopted as reed by the following vote, to-wit: C1.Boltz, Brown, Lyons and Rife all AYE: NOES: None. POLI~ PR0~I'~u: Chief Kelly reco-,,~nded to the City Council that Sergeant Hill be p~c~oted to Lieutenant, Officer Taylor promoted to Sergeant No.1, and Officer McLean promoted to Srgeant No. 2; he stated that this was one method that tended to comDensate the men for their past years services and woul~ tend to encourage then in their futume work. Cl. Bol$z stated that he believed it was proper to reeognisu their services in this ~.-~ero Upon motion by Cl. Lyons, seconde~ by Cl. Holtz, which caxTied, the said promotions wore approved. ~ ~,~£0 SAF~ C0~LL'A'A'r~,: The Clerk read a letter, from Department of State Traffic Safety Co~-tttee to Mayor Brown, which requested the Mayor to attend a meeting ?f said co.w. tttee to be held in Los Angeles, December 17, 19~6, at which meeting tx-affie enforcement and safety measures would be the main topics. Cl. Rife moved that the matter be tabled but the motion died for want of a second. Ms,or Brown stated that he felt that 0bier Kelly should represent the City if anyone was sent a~t Cl. Holtz stated that he really didn't know ~hter it would be adviseable or not to sent susanne to represent the City. Upon motion by Cl. I~ons, seconded by Cl. Rife, which carried, the matter was left up to Cl. Boltz with power to act. PERIODICAL ~l~S: The monthly reports of the Fire Department, Police Department end C~ty ~udge 'for the' month of November, and the October report of the City Treasurer were e~smined and o~Ae~ed filed. CONC~ETE O0~£~¢TIEG: The Council approved the request of Mr. B. Butterfield for a license to eaXTy on the business of Concrete Contractin&. LI,~,,~u~ CONTRACT: Cl. Boltz offered ResOlution No. 46~,, which is the final resol- ution requirn~ by la~ in letting the lighting contract for the Ornamental lights in the city. The resolution was read ~ud upon mo~ion by Cl. Lyons, seconded by Cl. Boltz, was passed and adopted as read by the following vote, So-wit~ AYES: Cl. Bol.tz, Brown, Lyons and Rife. N~: None. The Council advised Mr. ~ts.fford to malta a recon~nandation, at a later meeting, so that it wo*ld not work a hardship on the growers an~ still conserve as much water as possible.
