HomeMy WebLinkAboutcc min 1948/09/14MI~l'~ OF REGULAR MEETING OF THru CITT COUNCIL OF ~ CITT OF CPE;LA VISTA, CALIi~O~N~A Held Tuesday - September 14, 1948 The Council met in the Council Chambers of the Oity Hall on the above date at ?:00 o'clock P. M. with the following members preeent: Councilmen- Koester, Nashold, Dyson, Kidder Absent - Councilman Riesland The Minutes of the Planning Comission meeting held September 7, 194~ were read by the City Clerk, Mr. Bryant and the matter of granting a Zone Variance to Mr. Wilson was discussed by the ~ouncil and members of the Audience. Mr. Clarke of 545 "5' Street spoke at length as to several reasons the property owners did not wish this variance granted, and asked that 1me Pl-~tng Conm~ission reconsider. DeWitt Higgs, Attorney representing Mr. Wilson then gave a resume of the three previous considerations, and presented his opinion as to why the var- ianee should be gre~uted. Mr. Ed Davis, Chairman of the Planning Cc~mission then presented a short talk on the views of the Planning Oo~tssion. Mr. Hackenburg of 523 "J" Street spoke briefly from the audience and ~r. Haynes of 548 "Y" Street requested information as to how far the road would be from his property and was advised by Counctlm-n aoester, approximately 400 feet, which seemed to be satis- factory to Mr. haynes. After a good deal of discussion and thought it was moved by Councilman ~yson and seconded by Councilr.~n Nashold and carried, that the ZOne Variance be granted Mr. Wilson. It was then moved by Councilman Nashold, seconded by Councilman Dyson, and carried, that the Minutes of the Planning Commission be approved. TECU~E~ PARK - The tentative map was presented by Arthur Lynds, and after a period of discussion it was moved by Councilman Kidder, seconded by Councilman Nashold, and carried, that the tentative map be accepted, it having been approved by the City Engineer and Planning Co~aission as to improvements, etc. TECU~ PARE - Final Map. It was mo~d by Councilman Kidder, seconded by Council- w~n'Nashold, and carried, that the final map be accepted as presented, subject to deed to the City of Lot 25 for a dedicated street with proper radii indicated thereon. AUKS: Councilmen Koester, Nashold, Dyson, Kidder NOES: None ABSENT: Councilman Riesland RESOLUTION NO. 962-A - Approving agreement for construction of improvements in Tecumseh Park. Resolution No. 962-A was offered by Councilman Dyson, read in full, passed, adopted and approved by the following vote to-wit: AYES: Councilman Dyson, Kidder, Koester, Nashold NOES: None ABSENT: Councilman Riesland EENW00D VILLAGE - ~.~. Henry Algert presented maps for the study of the Couneil. Mr. Fred Stafford spoke at length on the improvements contemplated for this sub- division and after much discussion the matter was set aside for further study by City Engineer Foster and discussion by the Planning Co~ission. TV~N 0AKSAVEEUE - Mr. Harold Foster, City Engineer advised the Council all ease- ments were in, excepting that of Edward H. S~ields. Mr. Shields then rose from the Audience and offered to sign his easement. City Attorney Boyer ~otarized his signature and the easements were all complete on this street. Mrs. Framk Sipan then gave a short talk presenting the views of property owners along the street as to how to go about getting this street improved. She was advised the best course to ~e that of each individual property owner depositing their share with the City Clerk, and was advised City Engineer Foster would make up au estimate as to what the share of cost would be to each individual. BW.?~ PAID After examination by the entire Council and approval of the finance C~!ttee, Warrants 156 to 27~ with bills attached were ordered paid by the following vote to-wit: AYe: Councilmen Kidder, Koester, Dyson, Nashold Noes~ None Absent: Councilman Riesland Ci~ OF ~ Mr. Rober~ ~riffin appealed to the Council fol. a settlement of a formal request of the Ch-~her of Con~aerce for the ~ of $5000.00 from the general funds of the City fox- support of the Chamber of Co~m~.-o~ for the fiscal year ~uly 1, 1948 to Yune ~0, 1949. There was ~0Aoh discussion and Mr. Griffin was told that it would be nesessary to enter into a contract speoifl~kUg that whatever amount of money was allowed, w~uld have to be spent for promotion of advertising of the City of Chula Vista. Reference w~s made to the program of other cities and Mr. Griffin was finally told that an answer would be given him at an adjourned meeting of the Council to be held September P~rd. ~f~'~ANo~. ORDER ~ '~AT~T PLA.ET. Change 0r~er No. 1, dated August 9, 1948 in the contract dated May 3, 1948 between the City of Chula Vista and ~ames W. Huntley for construction of a sewage treatment plant was authorized ~pon motion by Co~cilm~ Nashold and seconded by Councitm-~ Dyson and duly carried. PEI~2~ION TO LEAVE ~TA'~g,' It was moved by Counei~--~ Nashold, seconded by Councilman Koester, and earrie~, that Councilm~u Dyson be granted permission to leave the Sta~e from September 2~rd to October ~.0th, 1948.
