The Council met in the Council C~xambers of the City HaL1 on the above date
at 7:00 o'clock P.M. with the foLlowing members present:

Absent: Councilman Riesland
~RESOLUTION No§.96~ to 966, inclusive Accepting Easements for Sewer
purposes. These were offered by Councilman Nashold. The Resolutions were
all of the smae form and accepted Easements from the followtzS persons
respectively: Stafford, Clyne, Baehr, Melrose. The Resolutions were read
in full, passed, addpted, a~d approved by the ~ollowing vote to-wit:

~I~50LDTION No. 967 Approving revised Agreement with the State of
California for Freelay. This was offered by Councilman Dyson, read in full,
passed, adopted, and approved by the following vote to-wit:

~.NEI ~ATOR - Police Dept. Upon motion by Councilman Nashold, seconded
by Councilman Riesland, which carried, Administrator Bryant was authorized to
purchase a new high-rate generator for the Police Patrol ears.
~ING MAG~ There having been provision made in the budget for the
purchase of an Elliott Addressing Machine, it wes moved by Councilman Rieslend,
seconded by Councilman Kidder, and carried, that Administrator Bryant he
authorized to purchase the machine at this time.
BATTEI~ ~ Administrator Bryant explained to the Council that the
Street Department badly needed a high-rate charger, and that he now had an
opportunity to buy a used one for $125.00 aud recommended it's purchase.
Upon motion by Councilmam Dyson, seconded by Councilman Naahold, amd carried,
authority to purchase was given A~,,tuistrator Bryant.
ONA~R OF CO~ Mayor W~ester brought up the matter of appropriation
for the Chamber of Oon~erce funds and it was movod by Councilman Riceland,
seconded by Councilman Naahold that an amount of $200°00 per month be given the
Chamber of Conmerce upon the execution of a contract between the City of Chula
Vista and the Chamber of Commerce for purposes of advertising and promotion.
In the discussion which followed Mr. Griffin stated that the Chamber could not
operate beyond October 15th on present finances, and that the sum of $~00.00
per month would be totally inadequate. Mr. Neil Skinner stated that in his
belief the tax payers would object to too ~e a contribution by the Council
but that a reasonable amount would be acceptable. Mrs. Bigelow and Mr. Samos
Golder referred to the fact that the purpose of business licenses was to raise
funds for the Chamber of Commerce. This matter had been previously discussed
many times with the Council and our former City Attorney Delitt Higgs, who
gave the opinion it would be legally impossible to csx-mark business license
fees for Chamber of Commerce purposes. It must ~b. sSa~ed "ap~ruld~ to the
general fundl~~. Arthur I~nde made the statement that the Chamber of Commerce
had performed a very valuable service in their efforts to aid the formation of
an Irrigation District in the South Bay area, which was definitely a direct
benefit to the City. Mr. I4L~oque said he had contacted a number of merchants
who were all of the opinion that the Chamber of Conm~erce was acc~nplishing
nothing. He thought it a ~.istake for the Chamber of Cozznerce to be so heavily
supported from general funds of the City. He was tw,.ediately challenged by
different members of the Audience.
Mm-. Richard Wilson favored a more generous support of the 0hamber of Co~.--rce
by tax fun~e because the business men pay most of the ex~enses but the
citizens reap the benefits. Mr. ~riffin remarked again that he w~uld rather
not have any gif$ than a mere $200.00 per month, stating that this amount
would stifle the program of the Che~ber of Ccameree. Mayor Koester at this
time took issue with this statement calling attention to the fact that throughout
the past five years the City had given, first, the amount of $500.00 per year;
then $1000.00 per year, followed by $2000.00 per year for the last two years.
Now the Chamber of C~mneree is a~king $5000.00 and he thought this would
indisate that the trend is for more and more each yea~, a~d it has been hie
observation a~ well as the observation of Councilman Nashold that the general
tax paying public ia not in favor of any such amount as asked for the support
of the Chamber of Commerce. Mr. Nail Skinner arose at this point to state
that to assist the Chamber of Con.meres is reasonable, but to subsidize it is
not good business at all. ~euncil~an Kidder at this time called attention
to the fact that our fiscal year began Yuly let and that therefore, if
$$00.00 per month were given for the months of October, November, and DeceMber
and $200.00 per month for the remaining six months to Yune 30, 1949 it would
~.~e a total of $~000.00, which he thought to be equitable. ~' At this point
Councilman Riceland withdrew his motion and Councilman Nashold withdrew his
second, after which it was moved by Councilman Kidder, seconded by Councilman
Eoester, and carried, that the City of Chula Vista engage the Chula Vista
Chamber of Co. zeros to aid in and cam~y on the work of inducing i.w.~gration
to said City, to exhibit manufactured and other products of said City, to
furnish information to the public regarding the City of Chula Vista, and
generally to advertise and prO~ote the facilities and attributes of the
of Chula Vista and in return for said services the City of Chula Vista will
until further action is ta~an by the City Council ~mending or repealing the
provisions of this motion, pay to the Chula Vista Chamber of Co,,.,~aree the
e,~n of up to $1800.00 for October, November, December, 1948 and $200.00 per
month for each of the next six months ending Yunc 30, 1949, upon the
presentation of bills for said services incurred by the Chamber of Cc~anerce
or upon a showing that expenses of the said Chamber of Co~aerce during the
calendar month were directly attributable to the performance of said services
by the Chamber. Each monthly payment shall be audited in the manner provide~
by law.
SOUTH RAY ~C~q~ION D~"~I~ICT Mr. Arthur Lynds appeared before Council
to ask aid of our City Attox~ey in the dr~fting of a petition for circulation
by members of the outside Irrigation District in an attempt to form a new
District, with the boundaries as previously defined but excluding the Cities
of National City and Chula ~etao Mr. l~eacock was with Mr. Lynde and they
were assu~ed that both the Attorney and A~uletrator Bryant would lend
every assistance possible.
~m~S~ION TO INSTALL ~ IN =£~TS It was moved by Councilman
Riceland, eeconde~ by Counci~..a- l~idder, and carried, that upon the filing
of a bond to insure ~aith~ul performance and proper workmanship with the City
permission to be granted to Mr. Fred Stafford to install Sewer across
Street East of National Avenue to connect with hie Subdivision, Kenwood Village
and under the same conditions Mr. Lloyd Lee to be granted permission to install
Sewer in First Avenue for approximately 25§ feet northerly froze 'Y~ Street.
I~0VAL OF EUCALYPTUS TREES The City of Chula Vista is faced with the
necessity of removing sixteen large eucalyptus trees because of danger to life
and property fro~ the falling limbs. Administrator Bryant stated that he
had receive~l a bid of $~20o00 for the cutting off and hauling away of the
sixteen trees, plus $85.00 for removing the entire stump of one tree at
Davidaon and Fourth Avenue. Discussion follow~l as to the advisability of
having our own crew remove the trees or letting it out to bids, and it was
decided to postpone a decision and investigate further.
