The Council met in the Council Che~bers of the City Hall on the above date, at ?:00 o'clock P. ~o with the following members present: Councilmen: Koester, Rleslend, Nashold, Dyson ~nd Eidder. Ab sent: None BILLS PAID After examination by the entire Council and approval of the finance connittee, warrauts 5A~ through 621, with the exception of warrant ~85, were ordered to be paid to-wit: AYES: Councilmen Koester, Riesland, Nashold, Dyson, Kidder° NOES: None ABSE~: None ~ARE~T TRAVT.w~ COURT 5~. Warren appeared before the Council and discussed the matter of his application for a license to operate a trailer court which had been denied by the Planning Comission pre- viously. Moo Warren stated that it had been his intention to construct a high type of court which would have been a credit to the co.unity but inasmuch as there seemed to be objections to the location he was willing to abide by the decision of the Pl~uning Com- mission; whereupon it was moved by Councilman Riesland, seconded by Council~mn Dyson and carried that the Planning Co~g~ission minutes of a meeting held December 6, 19~8 be approved. ~"C" STR~'I' ACCESS TO FRE~,AY The Clerk read a letter from D~. Richard Halferty requesting consideration of access from the new ~-~eeway to National Avenue by way of "C" Street. No action w~s taken. The letter was ordered filed. The Clerk then read a letter from Mr. Wallace of the Department of Highways thenking 5,~ayor Koester for the in%crest and influence at the hearing regarding acceptance of the Freev~ay by the Board of S~pervisors. ~RECOPD OF SUR~EY~P (Riesland) ~o Henry Algert presented a record of survey map of a portion of lot 5, quarter section 149 for approval. After discussion it was moved by Councilman Dyson, seconded by Co~ucil- man Nashold and carried that the map be approved subject to the filing of a bond or other security in an ~mount sufficient to insure the installation of improvements as indicated. ~ffENT'ATIVE~P- COVANILL0 SUBDIVISION ]~r. Foster presented for ~,~. Covert a tentative map for proposed Covanillo subdivision. After discussion it was moved by Councilman Nashold, seconded by councilman Riesland and carried that the tentative r~p be approved. BER~RFI~CE A,~. Warren again discussed with the Council the location of a fence which ~r. Berger had lnst~lled on his property at Orange and Nationet Avenue. He claimed that the fence was on City property. It was moved by Councilman ~hiesland, seconded by Councilman Dyson, and carried that I*~. Love, Attorney Boyer and City Engineer Foster survey the situation and report back at the next meeting. ~RESOLUTION NO. 992 - APP0~'II~G 1~. Resolution ~o. 994 was offered, by Councilman Riesl~ud, read in full, passed, adopted and approved by the following vote to-wit: AYES: Councilmen Riesland, Nashold, Dyson, Kidder, Koestero NOES: None ABSENT: None ~RESOLUTION NO. 995 - ACCE~I~G EA~E~T FOR S~R LI~,~ ~0~ ~. Resolution No. 995 ~s offered by Counci~n Nashold, read in full, passed, adopted ~d approved by the following vote to-wit: Co. eiCon Nashold, ~son, ~dder, K~ster, Riesland. None None ~SER~ICE CLUB SIG~S The Clerk requested permission to allow Service Club signs installed at the following lo- cations - Bay Boulevard and "C" Street, "E" Street west of Eational Avenue, and 4th Avenue and "C" Street. The signs are grouped and mounted on one post and conform to the usual praztice adopted by the other cities. It was moved by Councilman Kidder, seconded by Councilman ~ashold and carried that the request be granted. ~CHIEF OF POLICE Chief Taylor requested permission for Sgt. Harris and himself to go to Yu~, D. rizona on ~onday, January 17th for the purpose of aiding in the i~stallation of Junior Traffic Patrol in that city. He further requested permission to use a city car for transportation. It was Eoved by Councilman Nashold, seconded by CounciLman Dyson, and carried, that permission be granted. The Chief further requested a new typewriter for the depart~aent and after dis~ cussion it was suggested by Councilman Kidder that Administrator Bryant try and find a used machine which would serve the purpose. The Chief also requested permission to have spot · lights and heater installed on the newest car. It was moved by Councilman Riesland, seconded by Council~n Dyson, and carried that authority be given to purchase spot lights but not the heater° The C~ief then requested authority to purchase two (2) portable traffic signals at an approximate cost of $293.00 each for use in various places during peak traffic congestion. It was moved by Councilm~n Riesland, seconded by Councilman Kidder, and carried that the pur- chase of the two (2) signals be authorized. PLA2~I~G C0~,~ISSION ~_PPOI~I~2~TS ¥~ayor Koester explained that he had appointed D~s. Guest and ~dro Walton to the Planning Comission for a term of one year which was not in accordance with the provisions of the Ordinance and therefore wished to extend their appointment so that their term would be four years instead of one year frc~ the date of their last appointment. Also he wished to appoint Capt. Fisher and ~r. George Irey to succeed themselves aS me~bers of the pl~n~ing Comission for a term of four years from the expiration of their present appointm~t. It was moved by Cotu~cilmen ~?ashold, seconded by CounciLman Kidder and carried that the appointments be confirmed. ~-RECRELTIOE COE,~SSION Councilman Nashold having resigned from the Recreation Con~uission, the ~!ayor appointed ~. Robert ~eller in his place whereupon it was moved bp Councilman Dyson, seconded by Council- m~u Riesland and carried that the appointment be confirmed° /~3,~SAST~ C0h~TROL It was moved by CounciLman Riesland, seconded by Councilman Dyson and carried that the re- signation of Ym. Willis~n Drew as comander of the Disaster Control be accepted. L~yor Koester then appointed ~r. Harold Foster as comander and 1,~r. Lynn Love as vice-conz~ander. It was moved by Councilman Dyson, seconded by CounciLman Nashold and carried that these appointments be confirmed.
