COUNCIL OF THE CITY OF CHgLA VISTA, CAL!F0~IA Held Tuesday - February 8, 1949 The Council met in the Council Chambers of the City Hall on the above date at 7:00 o'clock P. ~L with the following members present: CounciLmen: Koester, Riesland, Nashold, Dyson, and Kidder. Absent: None. It was moved by Councilman Nashold, seconded by Councilmmn Dyson, and carried that the i~nutes of the last meeting be approved. It wes moved by Councilman Riesland, seconded by CounciLman Nashold and car- ried, that the minutes of the Planning Commission ~.~eeting held February 7th be approved. ABS~: None. RESOLUTION NO. 1001 - ACCE~TING DEDICATION FOR STPfEET ~/R~0SES, BEE~J STREET. This resolution was held over because no deposit for improvements had been made as heretofore required by the City Council. ~-RESOLT~fl0N N0. 1002 - ESTABL!S~I~ OF WAJOR CITY STrEeT Resolution No. 1002 was offered by CounciLman Koester. ~. Bryant read a letter from the Division of Highways pertaining to the ~abject. The resolution was ~as- sed, adopted and approved by the following vote to-wit: AYES: CounciLmen Foester, Riesland, Nashold, Dyson, Kidder. NOES: None. f~S~T: None. ~-RESOLUTION NO. 1003 - ACCEPTING K%SE?~m~I'T FOR ,~J~LIC ST~?~ ?URPOSES FRO~,~ RIBE~: Resolution No. 1003 was offered by CouncilmaI1Riesland, read in full, passed, adopted and approved by the following vote to-wit: AYES: Councilmen Riesland, Nashold, Dyson, Kidder, Koestero NOES: None. ABSEnt: None° GASOLINE BIDS: Bids for supplying the City with gasoline for the coming year were opened, and as the bids were somewhat complicated it was moved by Councilm-u Nashold, seconded by Councilr~an Dyson, and carried that the bids be referred to the City Attorney and City Administrator to check over and report their reco~w~uendations to the Council at their next meeting. -~ISE OF S~L~IES - POLICE DEP~R~NT: Mr. Bryant notified the Council that Policerm~n Harold Lee had given notice of in- tention to resign at an early date. He also read a letter from Police Chief ~,~. S. Taylor requesting salary increases for Oolicemen Caldwell, l~cCollum, and Cook. In the discussion it was mentioned that the Police Department was now under the actual budget allotment for their department and the raises requested would not take them over the over all budget allotment for salaries. Councilman Rlesland stated that inasmuch as the Voters voted in Civil Service and inasmuch as the raise would not be more than Civil Service would provide, he recommends the raise, where- upon ~otion w~s ~ade, seconded by Councilman Nashold, and carried. ~,~r. ~Oussel Bailey asked for permission to spe~k to the Council. He stated that he would like to know how many would go out on a motorcycle after a fast speeder on a rainy day and take the chances that the Policemen do. He stated that they could dig ditches for as much money with less risks. He stated that ~e are get- ting at least $50.00 a mont~ less than National City and Coronado Policemen. Bailey stated that we couldn't get Just anybody for Police duty that he has to be experienced to be a good cop. ?~. Bailey suggested that a fair salary be paid so that we can keep our policemen, j~ an example it was stated that ~r. C~ldwell took hone an average, of ~125.00 a month.~. Bailey asked how far e mau can go on that amount with the cost of living as it is today° He stated that the Council was criticized as it is ~nd why should they give the tax-oayers more reason to criticize them. l~r. Bailey felt that we should not oml~y give one man a raise but all of them. CIVIL SERVICE There was a statement that the Civil Service Ordinance had been voted in l0 months ago, why wasn't it working? ~',~r. Bryant read a letter from U. ~Tank Persons, County Civil Service Director of Personnel giving a schedule of preliminary work that the County would do under contract with the City. It was thereupon moved by Councilman Kidder, seconded by Councilman Dyson, and carried that the letter end contract with the County of San Diego be turned over to the City ~ttorney to revise ~nd resubmit to the Council. ~r. Bryant stated that every effort had been made at Employee Lssociation ~eetings to arrive at some conclusion ~nd there seems to exist ~ spirit of suspicion on the part of a minimum g~oup of the ~_ployees. Boltz ~ith reference to finishing streets on the east side of 1st Lvenue to Bonita Road and on the south side of Bonita road easterly from 1st Lvenue. Lfter discussion as to ~ether the City had time to take care of this type of work and as to what decision they should come to in view of the agreements they had made with other subdividers, it was moved by Councilman Rieslend, seconded by Councilm~n Dyson and carried that the mstter be held over for consideration. D~JES ~ ~JBSCRI~I0~S ~Tr. Bryant read a letter from George Lee requesting authorization for the City to pay the yearly dues in the California Fire Chiefs ~sociation. ~r. Bryant requested that the City pay the yearly subscription of ~50.00 for "~'anage~ent InfoE~ation Service." L~pon ~otion by Councilman Kidder, seconded by Counci~l~n Riesland, ~'hich c~rried it w~s moved th~,t both be suthorized. L~AVE Supt. Love requested that ~'r. Robert Baker receive pay for one v~ek vacation and for six days acctu~ulated over time due him becsuse of the shortage in the street depart~ent. It v~s moved by Council~n ~ashold, seconded by Councilman D~son and carried that such pay be ~mantedo --~PE~ ~,'ISS101[ LF~%~ STATE TO Police Chief, ~. S. Taylor, requested pe~ission to go to Oklahoma for the purpose of pickin~ up L. C. Frink v~ho is being released from the Federal Reformatory, costs to be paid by the State of Califorz~ia. Chief Taylor has a warrant for his arrest on chsrges in Chula Vista. It was F~oved by Councilman Riesland, seconded by CounciLman Dyson aud carried that permission be granted. r. Bryant read a letter from Kistner, Curtis and ~,~rl~ht conceroing the transfer of 10,O00 gal. of sewage fror~ the old sewer plant to the new plant,which had been epproved by the City Engineer. C~L~'ER FOR CIVIL SERVICE .~r. Bryant read 2 letters from ~. Louis Burke with regards to articles for th e proposed Civil Service Charter. T~K ST'~RS I~. Bryant read a recommendation fro~ City Engineer Foster for i~rovements in relation to the new sewer program which he felt should be taken care of before the new Freeway went in. ~o action was taken on the matter at this time as ~!r. Rryant explained provision could be made in next year's budget.
