Held Tuesday - June 14, 1949
The Ceuncil met in the Council Chambers of the City Hall on the above date
at ?:00 o'clock P. M. with the following members present:
Councilmen Koester, Riesland, Nashold, Dyson.
ABSENT: Councilman ]Kidder.
It was moved by Councilman Nashold, seconded by Councilman Dyson, and carried,
that the minutes of Council Meetings held May 10th, 24th, 31st, and June 7th be
approved.
It was moved by CoUncilman Dyson, seconded by Councilr.~n Naahold, and carried,
that the minutes of the Plaguing Co~m~ission meeting held June 6th be approved.
SEWER LINE FOR HIC~I SCHOOL
Mr. L. C. Kuebler appeared before the Council to see what action the City in-
tends to take with regarde~ to the sewer line to run from the new High School West
to 5th', N~rth on 5th Avenue to 'J' Street and West on ,J- Street to the new sewer
plant. A letter from M~. J. M. McDonald, District Superintendent, was read by
the City Clerk reporting progress made at a meeting of the governing board held
on June 9th. The School Board thinks that the State will apprOve the construction
of an S- line to 5th and '$' Street. The Council decided, after much discussion,
to authorize the City ~s'.~istrator to negotiate with the State Representative--
Namely, that the City install the main trunk line from existing manhole to the
foot of 'l' Street Easterly to m~bole no. 4 as shown on the Chula Vista High
School proposed sewer construction map as drawn in April, 1949, and further, that
the City carry to conclusion, the fornmtion of a district under the 1911 Act,
whereby Bay Manor Subdivision and Bay Vista Subdivision and install sanitary sewers
thus extending the trunk line from m~bole no. 4 Easterly on 'Y' Street to a point
opposite the center line of J Esplanade and further that the City continue the in-
stallation of trunk line Easterly from $ Esplanada to National Avenue, the School
to then install a tr~mk line from ~hel~epi'Vperty on 'E" Street Westerly to 5th
Avenue, Northerly on 5th Avenue, to 'J" Street, thence Westerly on "$' Street to
National Avenue to connect with the line installed by the City. At that portion
between 5th Avenue and National Avenue to be installed by the School, the City to
pay the difference in cost between S" main a~d. a 12' main.
Councilman Kidder arrived at this point.

Motion was made by Councilm-n Riceland, seconded by Councilman Kidder, and
carried, that the City Engineer be instructed to prepare plans and specifications
for a sewer line from existing ~.~bols to m~bole no. 4 as shown on the C~ula
Vista High School proposed sewer construction map as drawn in April, 1949.
WHITNEY AVENUE
A m~mber of the audience, Mr. Brownie Nowacki, who lives on Whitney Avenue
appeared before the Council to see what steps were necessary to have the Street
improved in front of his property known as L~t 30-B-5 Quarter Section 138. The
matter was referred to the City Engineer and it was suggested that Mr. Nowacki
contact Mr. Foster.
CMC OE~T~H BUILDING
The City Clerk read a letter from Mr. Percy Burnham with regards to the draft-
ing of plans for the Civic Center building. ~iotion was made by Councilman Riesland,
seconded by Councilmen Kidder, and carried, that the City Attorney and City Adminis-
trator be authorized to negotiate with ~r. Burnham and draw up a contract to submit
to the City Council.
CMC BOWL TH~
Mr. Keith Athsrton appeared before the Council to request that they authorize
the Fiesta De La Luna Association to install sound system and electric poles for
lights. It was moved by Councilm-n Rlesland, seconded by Counc~lu~n Nas]acid, and
carried, that such authorization be granted at no expense to the City.
SEWER 'i,~NK LINE
The City Olerk read a letter from Mr. C~arlss Dorfman requesting that the
City accept and make final payment on the Sewer Trunk Line. The City Eng inset
stated that he had checked the infiltration and found it to be unsatisfacto~'~.
He talked with Mr. Knights and if nothing is done about it the only suggestion
he would have wou2d be to use the bond Mr. Dorf.~ had put up to pay for the
correction of the apparently defective installation. Mr. Foster stated that in-
spection fees could be charged according to the contract. Councilm. n Riesland
suggested that the City have sc~e disinterested patsy check the seepage and re-
port to the Council. Mr. Foster said that the last check on the manholes had
bean made about the last of May end that the trouble seems to be limited to small
leaks. Mr. Foster stated that Mr. Knights was going to write a letter to Mr°
Dorfm. n and suggested that the Council take no action until after Mr. Knights
had a report back from his letter.
~iRESOLUTION NO. 1041 - Approving Agreement for Maintenance of State Highway.
Resolution No. 1041 was offered by Councilman Koester, read in full, passed,
adopted, and approved by the following vote, to-wit:
AYES: Councilmen Koester, Riesland, Nashold, Dyson, Kidder.
NOES: None o
ABSENT: None.
COR~)REY ~/~JFACTURING COMPANT
The City Clerk read a letter f~m A. F. Kitchin requesting some action be
taken toward having the Cordrey ~_~anufaeturing building at the corner of Davidson
and Twin Oaks removed. After discussion as to what action could lawfully be
taken, it was suggested that Mr. Bryant contact Mr. Cordrey and see what his in-
tentions were concerning this building.
ORDINANCE NO. 405 - Providing for Sewer Fees on Property outside of District,etc.
It was moved by Councilman Kidder, seconded by Councilm-u Nashold, and carried
that Ordinance No. 405 be placed ou its first reading. The 0rdinsnce was ~hereupon
read in full.
~T~RD AVENUE EXTENSION
The City Engineer reported to the Council that negotiations for acquiring the
necessary property for the Third Avenue extension were under way. He had contacted
the following people who demanded the following sums for dedications:

After discussion, it was moved by Councilmen Riceland, secOnded by CounC~lm~B
Dyson, and carried, that Mr. Bryant be authorized to hire Mr. Edwin Mueller to ap-
praise the property so that the City would then be in,a position to ~.ke an offer.
PEESSION TO WLEAVE STATE
Councilm~n Nashold requested permission to leave the State from June 2End to
July 1st.
Councilman Koester requested permission to leave the State from Juhe 19th to
July 7th.
Councilm~n Dyson requested permission to leave the State from June 19th to
July §th.
It was moved by Councilman Riesland, seconded by Councilman Kidder, and carried,
that permission be granted in all cases.

After examination by the entire Council and approval of Ge finance committee,
warrants 97~ through 10?Z were voted to be paid by the following vote, to-wit:
AYES: Councilmen Dyson, Kidder, Koester, Riesland, Nashold.
NOES: None.
ABSENT: None.
ORGANIZATIONAL C~ART
It was moved by Councilman R~esland, seconded by Councilman Nashold, and car-
ried, that the Organizational Chart as presented by Mr. Bryant, be approved.

carried, that the salary schedule as reco~nended by the County Civil Service
be adopted, end that the City Administrative Officer be authorized to use the
County recommendations for all salaries beginning ~uly lst in the preparation
of the 1949 and 1950 budget.
~ OF COM~RCE - Request for money from the City oI' C~ula Vista to meet 1949
Budget.
Motion was made by CouncilmA~ Riesland, seconded by Councilman Nashold, and
carried, that the amount of $3,000.00 be set aside in the Budget for the Chamber
of COmmerce for the next fiscal year. Payment to be made under contract to be
negotiated later and approved by the City Council.
On motion by Councilm~n Nashold, seconded by Councilman Koester, and carried,
the meeting was adjourned to 7:00 o'clock P. M., Jtlne 21st, 1~4~.
