Held T~esday - August 16,1949
The Council met in the Council Chambers on the above date at ?:00 o'clock
P. M. with the following members present: Councilmen Koaster, Riesland, Nashold,
Dyson, Kidder. Absent: None.
1911 ACT ~WER PROJECT
The City Clerk read letters from Robert M. Barton, Attorney of 0'Melveny -nd
Myers, concerning procedure for acceptance of Bid; and from Willism T. Wright,
Engineer of Work, and Harold C. Foster, City Engineer, recom.~nding acceptance
of bid submitted by Charles J. DorfmRn. The bid was thereupon let to Charles Y.
Dorfmsa by Resolution No. 1057, which follows.
~I~ESOLUTION NO. 1057 - Awarding bid for 1911 Act Sewer Project.
Offered by Councilman Kidder, read in full, passed, adopted, and approved
by the following vote to-wit:
AYES: Councilmen Kidder, Koester, Riesland, Naehold, Dyson.
NOES: None.
ABSENT: None.
~,~FLOWER STREET SCHOOL SITE
Dr. ~'. C. Lauderbaueh and Mr. E. L. Freeland, on behalf of the Board of
Trustees for the Elementary School Board, appeared before the Council to present
a plot plan showing prOposed road improvements for new "E" Street Sehool. After
discussion, on motion by Council~.A- Riesland, seconded by CounC~lmA~ Kidder, und
carried, the road plun show~ on the plot plan submitted, was accepted and combi-
nation curb and sidewalk along the East Boundary approved. The City agreed to
grade and surface Jefferson Street from Flower to "E" Street and grade end install
a desomposed granite walk on "E" Street between National Avenue and Jefferson
Street. Councilman Nashold. a member of the said School Board, did not vote. Re-
ference is made to the said plot plan on file with the City ~gineer for further
detai la.
COURT ROOM FOR CITY HALL
~ There was much discussion regarding a Court Room in the proposed City Hall.
Mr. Percy Burnham requested that the Council express its recnm~endation on this
matter. It was moved by Councilman Riesland, seconded by Ccuncilm-u Nashold, and
carried, that there be no Court Room in the plans for the building at present,
but the building be designed so as to allow a convenient addition should it be
needed at a later date.
0IL SF~mL%~ER
The City Administrator requested autherity to purchase a Model M. U. Etnyre
oil spreader at an amount not to exceed $~,000.00. It was moved by Councllm--
Dyson, seconded by Councilman Kidder, and serried, that such authority be granted.
~w,~R PLANT OPERATOR
The City Clerk read a letter from the City Engineer requesting an additional
mR~ to work at the new Sewer Plant. At present there are only two men working 2A
hours a day, ? days a week. It was moved by Councilman Dyson, seconded by Council-
man,1 Kidder, and carried, that another man be hired.
~w,:R PLANT WET WELL COVERING
The City Engineer presented a letter sad plans for a building to protect the
equipment over the wet wall at the Sewer P!-~t. It was moved by Councilman Dyson,
seconded by Councilman Kidder, and carried, that the building be built.
~I'~T GRADES
The City E~gineer submitted plans for proposed street grades in the vicinity
of the new Ohula Vista High School on portions of "K" Street, 'L" Street and 4th
Avenue. They proposed paving 50 feet between curbs instead of 40 feet. It was
moved by Counc~l-~. Kidder, seconded by Councilman Riesla~d, and carried, that in-
s~.w, ch as the City is contemplating an Immediate change in the 0rdi~ance regarding
widths, that they go ahead with the 50 foot street since the request is in accord
with the contemplated change.
TRE~ ~E~0VAL
The City Clerk read a letter from the City Engineer requesting the removal
of a Large Pepper Tree in Covenlllo Unit No. 1. The sidewalk would have to be
constructed around the tree if it is allowed to remain there. Tt was moved by
Councilm~ Dyson, seconded by Councilmsa Riesland, and carried, that the request
be denied and that the tree he removed by Ur. C. E. Morris, Owner of the T~act.
EUCALYI~US PAI~
Authority was requested to extend hot water for the shower in the public
rest room in Eucalyptus Park frc~ the Legion Building. It was moved by C ouncil-
m~. Riesland, seconded by Councilman Nashold, and carried, that such authority be
grant ed.
i~EPORT ON ~ OF McCAUE~LAND
Ur. Bryant stated to the City Council that Mr. Robert ~Aeller had already
made an estate appraisal on the MeCausland Property and therefor, would not charge
the City for such an appraisal. His appraisal amount was $13,500.00
ORDINANCE NO. 405 - Providing for Sewer Fees on Property outside of District, etc.
As 0rdinanee No. A~5 has been materially ehAn~ed since being placed on its
first reading, on motion by Councll-~ Riesland, seconded by Councilman Dyson, and
carried, it was placed on its first reading. The Ordinance was thereupon read in
~ull.

The Council postponed further consideration of this proposed district until
August 2~rd, 1949.

On motion by Councilman Kiesla~d, seconded by CouncJl~n Nashold, and carried,
