-Held Tuesday - August 30, 1949 - 4:~0 P.
The Council met in the Council Ch-tubers at 4:30 o'clock P. M. on the above
date with the following members present: Councilmen Koester, Risslend, Nashold,
Dyson. Absent: Councilm.~ Kidder.
ORDINANCE NO. t05 - Providing for Sewer Fees on Property outside of District, etc.
It was moved by Councilman Dyson, seconded by Councilman Nsshold, and carried,
that Ordinance No. 405 be placed on its second reading. The Ordinance being in
the exact form as when placed on its first reading on August 16th, 1949, the title
was read in full, after which it was moved by Councilman Nashold, seconded by
Councilm. n Dyson, and ca.tied, that the reading of the text be waived. The Ordi-
nance was passed, adopted and approved by the following vote to-wit:
AYES: Councilmen Nashold, Dyson, Koeater, Riceland.
NOES: None.
ABSERWf: Councilman Kidder.
ORDINANCE NO. 407 - Approving annexation to the City of Chula Vista of Claire
Vista Tract.
It was moved by Councilm-u Dyson, seconded by Council~u Nashold, and carried,
that Ordinance No. 407 be placed on its second reading. The 0rdinsmce being in
the exact form as when placed on its first reading, the title was read in full,
after which it was moved by Counctlm-~ Nashold, seconded by Councilman Dyson, and
carried, that the reading of the text be waived. The Ordinance was passed, adopted
and approved by the following vote to-wit:
AYES: Councilmen Dyson, Koester, Riesland, Nashold.
NOES: None.

RDINANCE NO. A08 - Amending Ordinance No. 74: Nelating to width of Streets and
Parkways.
It was moved by Councilman Nashold, seconded by Councilman Koester, and car-
ried, that Ordinance No. A08 be placed on its second re,ding. The Ordinance being
in the exact form as when placed on its first reading, the title was read, after
which it was moved by Councilman D~son, seconded by Councilman Nashold, and car-
ried, that the reading of the text be waived. The Ordinance was passed, adopted,
and approved by the following vote to-wit:
AYES: Councilmen Nashold, Dyson, Koester, Riesland.
NOES: Non ·.
ABSENT: Councilman Kidder.
PA~z~G M~TER SIGNS
The Clerk read a letter from Andrew Andeck, Albert Blatz, and Y~nes Lambert,
requesting permission to be heard regarding the installation of parking meter
signs in the City of Chula Vista. After discussion, it was moved by Councilmen
Riesland, seconded by Councilman Naahold, and carried, that am the entire Council
was not in favor of such advertising signs being placed on parking meter standards,
and as such signs are prohibited by the provisions of Ordinance No. B0~, the City
Clerk be instructed to advise Messers Andeck, Bletz and I~mhsr~ that they did not
wish to discuss the matter further.
J~APP0~ OF NEW JUDGE
It was moved by Councilman Riesland, seconded by Councilman Dy son, and car-
ried, that ~r. Wondrow Wilson be emDloyed as City Sudge at a monthly salary of
$~50.00 with the understanding that his employment was on a part time basis, that
he would give to the position sufficient of his time to properly conduct the City
Court, and that he be allowed to engage in private law practice.

The City A~mfnistrator read a letter quit-claiming all rights to $6,000 as
fees for unsecured personal property tax collected as provided for in Ordinance
No. 46, Section 59. It was moved by Councilman Nashold, seconded by Councilm-n
Kidder, and carried, that the quit-claim be accepted s~ the letter filed.
RESOLUTION NO. 1060 - Approving Joint agreement to conduct recreation centers ~ud
authorizing expenditure of funds as provided for therein.
Offered by Councilman Koester, read in full, passed, adopted, and approved
by the following vote to-wit:

RESOLUTION NO. 1061 - Authorizing a request to the Judicial Council of the ~tate
of California for the assignment of Lowell Howe to sit in
the City C~mrt of the City of Chula Vista and fixing his
salary.
Offered by Counail-~n Koester, read in ~ull, passed, adopted, aud approved
by the following vote to-wit:
AYES: Councilmen Koester, Riesland, Nashold, Dyson, Kidder.

ORDINANCE NO. 408 - Amending Ordinance No. 74 - Relating to width of Streets and
Parkways.
It was moved by Oounc~lm-n Nashold, seconded by Councilmmh Riesland, end
carried, that Ordinance No. AO~ be placed on its first reading. The Ordinance
was thereupon read in full.
LE'ITER TO PLANNING CON~ISSION
The City Clerk read a letter to the Chula Vista P]-~ing COmmission referring
the Civic Center Plans to them for s~ggestions and c~ent. It was recommended
that the Planning Cem~,zission should be consulted on this matter.
RESIGNATION - City w~gineer, Harold C. Foster.
The City Clerk read a letter of resignation from the City Engineer to be ef-
fective September ?th, 1949. It wes moved by CouncJlm~ Rieslaud, seconded by
Councilman Dyson, and carried, that the resignation be accepted.
INS!~ECTOR~ FOR 1911 ACT ~E~ER PR0YECT
The City Administrator asked for authority to procure up to but not to exceed
three (~) inspectors for the 1911 Act Sewer Project. After discussion, it was
moved by Councilman Nashold, seconded by Councilm-n Dyson, and carried, that the
City ~tmtnistrator be authorized to procure one inspector for each crew.
PE~I~SION TO LEAVE ~TATE
Counc~lm-~ Dyson requested permission to leave the State frc~ August 29, 1949
to 0etober 2~th, 1949. It was moved by Counc~lm-n Kidder, seconded by Councilman
Nashold, and carried, that permission be granted.
CITY HALL PLANS
Mr. Percy E. Burnham presented tentative plans of the City Hall for
the Council's inspection. The Council, after reviewing s.m~, expressed
their pleasure in the progress of the work thus far. No action was taken.
"l" S'r~mm'.' SEWER
Attorney Boyer reported to the Council that he and the City Engineer
were not ready to report on the matter of the awarding of the contract
for construction of the "$" Street Sewer line, for the reason that they
had not been able to contact Mr. W. V. Hutchison who had been out of the
County, but hoped to be ready at the next Council Meeting.
LETTER OF ~w~P~CIATION
The Clerk read a letter from Mrs. Effis Campbell in which she expressed
her appreciation for the dinner held at Knotts Berry Farm, and for the msmy
evidences of kindness which had been shown to the Yudge and herself.
~WER LABORATORY EQUIPMENT
On motion by Oounc~tm-~ Nashold, seconded by CouncilmAn Rieslaud, which
carried, the Administrative Officer was authorized to purchase certain Labor-
atory equipment for the new Sewer Plant in an amount approximating $150.00.
NEW TRUCK FOR PARK DEPA~T~,~NT
The Administrative Officer requested authority to purchase a new 1949
Chevrolet, 1/2 Ton pick-up truck for use in the Perk by Mr. No,man for the
quoted delivered net pries of $1,A12.85. It wes moved by Councilman Riesland,
seconded by Councilrawn Nashold, and carried, that the A~mtnistrative Officer
be authorized to purchase the truck.
1911 ACT ~m~,R imR0YECT
The City Clerk reported to the Council that since the publication of
"Notice of Award" for construction of the 1911 Act Sewer Project, no property
owners have filed notice of their election to take the work and no written
protests have been filed.
The Clerk further stated that he had advised Mr. Lin~mA~ of 0'Melveny and
Myers in Los Angeles, of this fact and that the cOntract is now being prepared
for signature.

It was moved by Councilman Rieslan8, seconded by Councilman Nashold, and
carried, that the meeting adjourn sine die.
/k0RDINANC~ NO. 409 - Regulating Auctions
It was moved by Counci~w~n Kidder, seconded by Councilman Riesland, and carried
that Ordinance No. 409 be placed on its first reading. The 0rdin~nce was thereupon
read in full.
~POLICE ~EPARTS~NT- A~munition Loader
Chief of Police M. S. Taylor appeared before the Council and explained that the
F.B.I. is starting a fire arms school in November and that the department was badly
in need of an ....unition loader which would cost approximately $100.00. It was moved
by Councilman Kidder, seconded by Counc~lm-~ Nashold, and carried, that authority to
purchase the above mentioned item be approved.
GRIHALVA PLACE - A Subdivision
The Clerk read a letter from Francis A. Smith requesting that the tentative map
of Grihalva Place filed ~une 9th, 19A9, be declared null and void for the reason that
a new map is to be filed. It was moved by Counc~lw~n Nashold, seconded by Councilman
Riesl.~, and carried that such request be complied with.

It was moved by Councilman Koester, seconded by Councilman Riceland, and carried,
that Mr. Henry S. Gierlich be employed effective as of September 6th, 1949, as City
Engineer at a monthly salary of $460.00, plus $25.00 per month car allowance.
MC CAUSLAND PROPER~Y
The City ~mfnistrator reported to the Council that the two appraisals on the
McCausland property were the same, $1S,§00.

the following vote to-wit:
AYES: Councilmen Rieslaud, Nashold, Kidder, Koester.

INSPECTOR FOR "J" STEE~"I S~.~F~ JOB
The City Administrator requested authorization to hire an inspector for the
Street sewer Job. It was moved by Councilman Naahold, seconded by Co~ncilman Kidder,
and carried, that such authorization be grauted.

After examination by the entire Council and approval of the finance cormmittee,
warrants 12~9 through 1~25 were voted to be paid by the following vote to-wit:
AYES: Councilmen Nashold, Kidder, Koester, Riesland.
NOES: None.
ABSENT: Councilman Dyson.
