The Council met in the C~unoil CD-mhers of the City Hall on the above date at
7:00 o'clock P. M. with the following members present: Councilmen Eoester, Rieslan~,
Nashold, Dyson and Kidder. Absent: None.
It was moved by Councilman Rlesland, seconded by ~uncilw~n Nashold, and carried,
that the minutes of the meetings held Yanuary 10th and 25th be approved.
Yt was moved by Counc~lmA- Nashold, seconded by Councilman Dyson, and carried,
that the minutes of thc P]~ning C~mnission meeting held February $th, be approved,
except that the Council requested the minutes to be corrected to show that C. R.
Hanan's Zone Variance was granted as to the rear yard set-back only.
~land Acres - Tentative Map.
~r. Robert M. Griffin presented the tentative map for Highland Acres. After dis-
cussion, it was moved by Council~ Nashold, seconded by Councilman Dyson, and carried,
that the tentative map be approved subject to the developer's being able to work cut a
suitable, surfaced approach to the proposed subdivision.
~Chula Heights - Map.
Vista
Final
~ It was moved by 0ounc~m~n Dyson, seconded by Councilman Riestand, ~ carried,
that the final map and improvement plans of Chula Vista Heights S~bdivision be accepted
subject to the further checking and approval of the 0ity Engineer, and upon the execu-
tion by the o~.er of a contract with the City of Ohula Vista for the installation of
improvements and the posting of a bond guaranteeing the performance thereof which con-
tract and bond shall be first approved by the City Attorney as to fo~ and legality.
~LisaPark - Final Map.
Yt was moved by Councilman Riesland, seconded by Counc~ Nashold, and carried,
that the final map and improvement plans of Lisa Park Subdivision be accepted upon the
execution by the owner of a contract with the City of Chula Vista for the installation
of improvements and the posting of a bond guaranteeing the performance thereof which
contract and bond shall be first approved by the City Attorney as to form and legality.
Francine Park - Tentative Map.
It was moved by Counciln~n Riesland, seconded by Counc~l~n Nashold, and carried,
that the tentative map of Fr~neine Park, heretofore approved by the Pl-~-ing Oozmission,
be approved subject to improve~nents required by Section 7 of tha S~bdivision Ordinance.
' Francine Park - Final Map.
It was moved by Councilman Nashold, seconded by Couno~l-~ ~idder,and carried, that
the final map and improvement plans of Fr~ucine Park be accepted upon the execution by
the owner of a contract with the City of Ohula Vista for the installation of improve-
ments and the posting of a bond guaranteeing the performance thereof which contract and
bond shall be first approved by the City Attorney as to form and legality.
~GUava Manor - Final Map.
It was moved by Counci~m~u l~iesland, seconded by C~Ancilman Nashold, and carried,
that the final map and ~mp. rove~ent plans of C~Aava Manor be accepted upon the execution
by the owner of a contract with the City of Chula Vista for the installation of improve-
ments and the posting of a bond guaranteeing the performance thereof which contract and
bond shall be first approved by the City Attorney as to form end ~egality.
Kuebler Terrace No. 5 - Final Map.
It was moved by Counc~ms~ Kidder, seconded by Counci~u Dyson, ~t carried, that
the final map and improvement plans of Kuabler Terrace No. 3 be accepted upon the exe-
cution by the owner of a contract with the City of Chula Vista f~r thc installation of
improvements and the posting of a bond guaranteeing the performance thereof which con-
tract and bond shall be first approved by the City Attorney as to form and legality.
~t 5, Quarter Section 148 - Tentative Map.
Mr. Harold C. Foster, Representing Mr. Macy L. McMillin, presented the tentative
map of Lot S, Quarter Section 148. After discussion, it was moved by Councilman Nashold,
seconded by Councilman Kidder, and carried, that the first 10 lots of the tentative map
heretofore approved by the l~]A~ing Co.wn~ssion, be approved subject to improv~zents re-
quired by Section 7 of the Subdivision Ordi~ce.
~ Plays Vista Annex - Tentative Map.
Mr. Harold C. Foster, representing Mr. L. T. Rrewer, presented the tentative map
of La Plays Vista ~ex, being a proposed ~ubdivision of the Ely. ~ of Lot 4, Q.S. 148,
exc. the Sly. 100' of the Ely. 132.5'. It w~s moved by Councilman I~yson, seconded by
Councilman Kidder, and carried, that the tentative map, heretofore approved by the
P]An~ing Oozznission, be approved subject to the improvements required by Section ? of
the Subdivision 0rdi~ce.
~ula Vista Hills - Tentative Map.
Mr. John Covert presented the tentative map for Mr. J.R.Scott, being a proposed
subdivision of Lots 4, 5 and 1~, of C~arter Section 123 of Chula Vista. It was moved
by Oouncilm~ Dyson, seconded by Cou~cil-~n Riesland, and carried, that the tentative
map, heretofore approved by the Planning Co~ssion, be approved subject to improvements
required by ~ection 7 of the SubdiviSion Ordinance and that permission be granted to
che~ge the location of the lot corner monuments to lead and tack monuments set in sidewalk.
~ewer Assess~ents - 1911 Sewer Act.
Mr. Philip W. 7mights, of Kisther, 0urtis & Wright, discussed the assessments in
the 1911 Sewer Act district with the Council.
/~Alpine Avenue - Proper D~ainage.
The matter of improper drainage on Alpine Avenue in Bonita Park was presented to
the Council. After discussion, it was moved by Counci~u Dyson, seconded by Council-
man Kidder, and carried, that the City Attorney demand that Mr. Uecker fix the drainage
properly or the City would repair same and present the bill to him.
Civil Service Rules and Regulations - Adoption of.
It was moved by Counci~m-~ Dyson, seconded by Councilman Riesland, and carried,
that the Civil Service Rules a~d Regulations as approved a~d recommended by the Civil
Service Coz]mission, be adopted.
It was moved by Counci~n Riceland, seconded by Councilman Nashold, and carried,
that l~ule II - Classification and Compensation Plan to July let, 1950, be adopted.
City Msmagers Conference
The City A~ministrator requested permission to attend the City M~ers 0onference
February 17th, 1sth and 19th at Santa Barbara. It was moved by Councilm~n Kidder,
seconded by Councilman Nashold, and carried, that permission be granted.
~Ordinance No. 415 - Imposing an excise tax on the use o~ other consumption of tangible
personal property.
It was moved by Councilm~n Kidder, seconded by Councilman Nashold, and carried,
that Ordinance No. 416 be placed on its first reading. ~he Ordinance was thereupon
read in full.
~Resolution No. 1093 - Accepting dedication of interest in real property for Street pur-
poses (Lee and Leschorn).
Offered by Councilman Nashold, read in full, passed, adopted, and approved by the
following vote, to-wit=
AYES: Councilman Nashold, Dyson, Kidder, Eoester, Riesla~d.
NOES: None.
ABSENT: None.
Permission to Leave State
Councilman Nashold requested permission to leave the State from February 17th to
March Std. It was moved by Councilman Dyson, seconded by Councilm. u Kidder, and car-
ried, that permission be granted.
~ale of City Hall - Public Hearing.
This being the time and place set for public hearing for any protests against the
sale of the City Hall, the Mayor asked if there was anybody present wishing to make
protest. There was no one present to protest.
~ise ~ervicee in Civic Bowl.
A letter signed by five ministers of local Churches requested that permission be
granted to hold a sunrise Baster Service in the Chula Vista Civic Bowl on April 9th,
the ceremony to be called "The Conm~unity Easter Sunrise Service of Chula Vista,
California." It was moved by Councilman Kidder, seconded by Councilman Nashold, and
carried, that permission be granted.
~McOausland Property - of.
Purchase
The 0ity Administrator read a letter from Attorney Philip S. Thacher stating that
Mrs. McOauslaud withdrew her prior offer to sell this property to the City. On motion
of Oouncilma~ Nashold, seconded by Councilman Kidder, and carried, the Administrative
Officer was authorized to terminate the escrow.
-J~Letter of l~signation - Ralph R. Cloyed (p].nning Con~ission Me~nber).
The City Administrator read a letter of resignation from Mr. Ralph R. Cloyed from
the p~anning Connnission. It was moved by Council.~u Dyson, seconded by Councilman
Kidder, and carried, that the resignation be accepted with regret.
Bills P~id
After eT~m~uation by the entire Council, and approval of the Finance Co~e. tttee,
it was moved by Councilman Kidder, seconded by Councilman Dyson, and carried, that
warrants 1711 through 1518 be paid.
~Resolution No. 1094 - Approving contract with Oounty of San Diego for Personnel Services.
Offered by Councilm~ Eoester, read in full, passed, adopted, and approved by the
following vot~ to-wit:
AYES: Councilmen Koester, Riceland, Nashold, Dyson, Kidder.
NOES: None.
ABSENT: None.
Adjournment
On motion by Councllm~- Dyson, seconded by Councilman Riesland, and carried, the
meeting was adjourned to 7:00 o'clock P.M., February 21st, 19~0.
