M. with the followir~ members preeent: Councilmen Ko, et, r, Riesland, Nashold, Dyson, Kidder. Absent: None. It was moved by Councilman Riesland, seconded by Councilm~n Dyson, and carried, that the m__inutes of the Council meetings held March 14th and 28th be approved as mailed, It was moved by Councilman Nashold, seconded by Councilman Riesland, and carried, that the minutes of the Plarming Comm~ ssion meeting held ~pril 3rd be approved as mailed, P~OPOSED CIVIC CENTER - Bide for. Motion was made by Councilman ~iesland that after bide for the pr~pesed City Hall have been opened, they be turned over to the City Attorney and City Engineer, and that the Ma~or be instructed to appoint a committee of citizens of at least ten persons, to include the two new Councilmen, who will go over these plans and specifications with the City Attorney and City Engineer, and report their findtnEs and recc~a~_ndations at a meeting three weeks from now. The motion was seconded by Counc~ 1man Kidder, amd carried. This being the time and place for the opentnE of bide for the proposed City Hall, the City Clerk announced that ten bide had been received. CO 101,964.00 lo3,450.0o 104,746.00 106,300,OO 1~,391.OO SALE OF OLD CITY HALL - Bids for.~ The Ma~or announced that this was the time and place for the opening of bide for the purchase of the old City Nal~. The City A~mt~etrator advised the Council that no written bide had been received. SALE OF REAL PROPERTY~ Bide for. The City Administrator advised the Council that the only bid received for the pur- chase of the real property known as ~The Easterly 187.25 feet of the Northerly 330 feet of the Northeast Quarter of Quarter Section 125 of Rancho de la Nacion, in the City of Chula Vieta, according to the Map thereof No. 166, filed Lu the Office of the County ~ecorder of Sen Diego County," was from E~ma Neleon- bid price - $276.00. It was moved by Councilman Riesland, eeconded by Councilman Kidder, and carried, that the bid ~g Elma Nelson be accepted according to the terms of the advertisement for bids. ~AY MANOR The City Administrator advised the Council that all but eleven property owners in the Bay Manor district had indicated that they were willing to put up the caeh for the propoeed sewer Job. It was moved by Councilman Rinsland, seconded by Councilman Dyson, and carried, that the City indicate their intention to go ahead with the job and to ad- vance coets of the sewer up to an amount not to exceed $2,000 for those property owners umrl~lteg to participate in the installation, the City's advancement to'be recovered under the provisions of Ordinance No. 405. -'~T~IN CASa AVENUE - Y~provement of. ~he City Oo,Aucil, at a previous meeting had indicated to the property owners along Twin Oaks Avenue nox~ch of Davidson Street, that if they w~uld install curbs and gutters, the City woul~ surface the street and accept it as a dedicated street. The property owners appeared before the Council to advise tHe~ that all the property owners would provide curb and gutter with the exception of the two property owners at the corner of Davldson and Twin Oaks. It was moved by Councilman Riesland, seconded by Councilmen Nashold, and carried, that the City accept the dedication of, a~d oil, the street because of the unusual and existing circumstances. It was expressly pointed out that this action was not to be considers~ as establishing a precedent. ORDINANCE NO. ~16 - Proposed ~-b~ugee in Zoning Ordinance. The City A~nistrator advised that this was the time for public hearing for the proposed c~anges to the Zoning Ordinance. There being no prot~ste, and no protests having been sent by mail, it was moved by Councilman Kidder, seconded by Councilman Dyeon, and carried, that ordinance No. ~16 be placed on itsfirst reading. The Ordi- nance was thereupon read in full. ORDinANCE NO. 417 - Imposing a uae tax on tengi~le personal property. It was moved by Councilmen Riesland, seconded by Councilw~m Nashold, and carried, that Ordinance No. 417 be placed on its firet reading, Motion was made by Councilman Dyson, seconded by CouncilmAu Riesla~d, and carried, that the reading of the text he waived. '/~UTHORIT~ TO TPANSFE~ MONEY BACK TO HARBOR DETE~OPMENT FU~D It was moved by Councilman ~iesland, seconded by Counctl~- Kidder, and carried, that a sufficient a~ouat be transfered to the Harbor Development to replenish the fund to its original a~ount of $10, OOO.OO. ,-~PEP~ONMEL CLERK- Appointment of. ~o ~-~,s having been su~aittod to the Council as eligible for the position of Personnel Clerk, it was moved by Councilman Dyson, seconded by Councilman Ries~and, and carried, that Margery Redden, the person having the highest grade be appointed Person- nel Clerk. CANASTA TERRACE - 1~--~ Map. Mr. Harold C. Foster presented the final map for Canasta Terrace. It was moved by Councilman Nashold, seconded by Councilman Dyson, and carried, that the plans be ac- cepted, and that the City Attorney he directed to prepare a re-payment contract for the sewer installation from ~tth Street to National Avenue in the alley between O~is Street and Roosevelt Street. ~RESOLUTION NO. 1112 - ApproTM agreemnt for subdivision improvements (Cauasta Terrace). Offered by Councilman Riasl__and, read in full, passed, edopted, a~d approved by the following vote, to-wit~ AYES: Councilmen Eiesland, Nashold, Dyson, Kidder, Kcester. NOES~ Nome. ABSENT: None · KUEBLER TEI~ACE NO. 4 - Tentative Map. It was moved by Councilman RieslAnd, seconded by Councilman Dyson, and carried, that the tentative map of Kuebler Terrace No. 4 be approved. After discussion, i% vas moved by Oouncil~m Riesland, seoomted by Councilman Kidder, and cerried, that the tentative ~ap be approved, provided that a one foot strip along t~e Easterly side of ~uava Avenue and across the foot of Fig and C~aava Avenues be deeded to the City in fee. KENWOOD V]'~'.?.IGE NO. II - Final Map. It was moved by Councilman ~idder, seconded by Councilman Nashold, and carried, that the final map. of Kenwood Village No. II be approved, subject to the above req,,~re- RESOLUTION NO. 1114 - Approving agreement for subdivision haprovements (Kenwood Village Nc. II). Offered by Councilman Dyson, ma~ta full, passed, adopted, and approved by the following vote, to-wit.. Councilmen Dyson, Kidder, Koester, Riesland, Nashold. None. None. Z~RCHER TRACT - Tentative Hr. Henry Algert presented the tentative map of the Zurcher Tract. It was moved by Councilman Rieslamd, seoo~ted by Councilman ~son, and carried, that the tentative map be approved. ZURCHER TRACT - Final Map. It was moved by Councilman Nashold, seconded by Councilman Kidder, and carried, that the final map be approved. ~RESOLUTION NO. 1115 - Approving agreement for subdivision improvements (Zurcher Tract). CHASE MANOR - Tentative Map. After study of the tentative ~ap, it was moved by Counci3man Kidder, seconded by Councilman Rieslaed, and carried, that the tentative map be approved subject to the pro- per drainage being provided as advised by the City Engineer. /~.RESOLUTION NO. 1116 - King Street Easement (Johnson, Tyson, ~d ~s). It was moved by Councilman Koester, seconded by Counci~-~n Kidder, and carried, that the ~ount of the bond be set at $47,500, in addition to the master bomi already carried in the amount of $2,500.00. NOES: None. AB~ENT-- None. -*t~ESOLUTION NO. 1118 - Approving sewer repayment contract with L.T. Brewer and Frank Maggiora amd the City of Chula Vista. Offered by Councilman Nashold, read in full, passed, adopted, and approved by the following vote to-wit: AYES: Councilman Nashold, Dyson, Kidder, Koester, Riesland. NOES: None. ABSENT: None. ORDINANCE NO. 418 - Amending Ordinance No. 109 - Providing Homeoenere to do their own Electric Work. It was moved by Councilman Riesland, seconded by Council.m- Nashold, and carried, that Ordinance No. 418 be placed on its first reading. It was thereupon read in f,,lle ORDINANOE NO. 419 - ProvidtnE Home~wners to do their own pl~abin8 Work. It was aoved by Councilman Riesland, seconded by Councilman Dyson, and carried, that Ordinance No. 419 be placed on its first read!~. It was thereupon read in full. ~RE~OLUTION NOs 1119 - Accepting dedication of real property for drainage (Thomas). Offered by Councilman Dyson, read in full, passed, adopted, and approved by the following vote, to-wit: AYES: Councilmen Dyson, Kidder, Eoester, ~iesland, Nasholdo NOES: None · A~S~T = None. PAY BILLS After e~vmt~ation by the entire Council and approval of the Finance Cc~mittee, it was moved by Councilman Dyson, seconded by Councilman Kidder, and carried that warrants 1919 through 2081 be paid with the exception of warrant no. 1965 to the Fiesta Corp. It was moved that warrant no. 1965 not be paid until the Fiesta ~oard presented a plan i~icating that any sum given it by the City would be spent for the promotion and adver- tisement of the City. ADJOUR2~ENT It was moved by Councilman Rieeland, seconded by Councilman Dyson, and carried, that the meeting adjourn to 7:00 o'clock P. M. April 18th, 1950.
