Held April 18, 1950
The City Council met in the Council Chambers of the City Hall on the above da~e at
7:00 o'clock Pe Me wgith the following members present.. Counci~en Koester, Riesland,
Nashold, Dyson, Kidder. Absent: None.
CANVASS 0¥ VOTES
'£ne Council proceeded with the canvass of votes cast at the General Municipal Elec-
tion held Tuesday, April 11, 1950, according to the procedure as set forth in the Statutes.

O~fered by Councilm~n Koester, read in full, passed, adopted, and approved by the
following vote, to-wit:
AYES.. Councilmen Koester, Riesland, Nashold, Dyson, Kidder.
NOES = Nor~.
ABSENT .. None.

CERTIFf AND DECLARE that the City Council ef the City of Chula Vista, at an adjourned
regular meeting duly held on April 18, 1950, has ~uly and re~alarly canvassed the re-
turns of the General M~nicipal Election, held in the Ci~ cf Chula Vista, on April 11,
1950, and has declared the results as follows:.--
That the whole number of votes cast in the City at said election was 2,229.
There wer~ no meaSures to be voted upon and the following persons were voted for
to fill two offices on the City Council.

ment of the facts of said canvass and of the results of said election, and that as soon
as the result was declared, the aforesaid statement was duly entered by me, the City
Clerk of the City of Chula Vista, on the records of said City Council.

SEATING OF N~ COUNCITAC~N
At this time Councilmen elect Logan and De Wolfe were administered the Oath of
Office by the City Clerk. Councilmen Koester and Dyson retired, and Councilmen Logan
and De Wolfe took their places at the Council table.
APPOINTMENT OF MATOR
CounciJman Logan advised the Council that he was not a candidate for Mayor. It
was moved by Councilman Logan and seconded by Councilman De Wolfe that Councilman Kidder
he nominated as M~yor. There were no other nominations. Thereupon Councilman Kidder
was unanimously elected M~yor. Mayor Kidder thereupon took his place and proceeded to
conduct the affairs of the Council.
APPOINTMENT OF MAYOR PRO
It was moved by Councilman Nashold --ual seconded by Councilman Logan that Council-
man Riesland he elected as Mayor Pro Tempore.
It was moved by Councilman Riesl~d that Councilman De Wolfe be appointed as Mayor
~'o 'L~mpore o
Councilman Riesland advised the Council that he felt he could not devote as much
time to the Job as he should and felt that Councilman De Wolfe would be in a position
to have more time. Councilman Nashold and Councilman Logan withdrew their motion.
Councilman Nashold seconded the motion made by Councilman Riesland. The motion elect--
ing Councilman De Wolfe, Ma~or Pro Tempore, was carried.
PURCHASE OF EQUIPNENT
~ne City ~inistrator requested authority to purchase a swivel ladder from the
San Diego Transit Company for $50.00. It was moved by Councilman Riesland, seconded
by Councilman De Wolfe, and carried, that such authority be granted.
S~.~'~ INSPECTOR - Creat~n8 a position for.
The City Administrator advised the Council that Mr. Wade had been hired on a tem-
porary basis as sewer inspector, and under the new Civil Service tales, a temporary
appointment can be for 3 months only. Due to the fact that this 3 month period had
lapsed, it was moved by Councilman Nashold, seconded by Councilman ~iesland, and car-
ried, that the City Administrator be directed to take the necessary steps to create a
position within the Classified Service for a Sewer Inspector and to arrange for a
Civil Service examination to fill that position.
FIESTA DE IA LUNA ASSOCIATION - Request for $1,OOO. OO.
The City Administrator read a letter from Mr. W. H. Eckhart, vice president of
the Fiesta De La Luna Association, outlining the expenditures proposed by the Fiesta
Association of the $1,000 being requested from the City. It was moved by Councilman
Logan, seconded by Councilman Nashold, and carried, that warrant no. 196% in the amount
of $1,000 to the Fiesta Association, be paid, for the purposes stated in the letter
dated April 13, 1950, from the Fiesta Association, by the following vote, to-wits
AYES: Councilmen Logan, De Wolfe, Kidder, Riesla~l, Nashold.
NOES: None.
ASSENT: None.
Mr. William Eckhart informed the Council that he had contacted the Babcock Company
to furnish the rides for the fiesta if they could be placed on Third Avenue along with
the booths. The Babcock Company offered to furnish the booths for the Fiesta on a per-
centage basis~l/3 to the Fiesta Association, 1/3 to the sponsor of the booth and 1/3
to the Babcock Compare; however, they could furnish their rides and booths only on June
23rd and 24th due to a previous contract with another City. It was moved hy Councilman
Riesland, seconded by Councilman Logan, and carried, that the rides be permitted to be
placed along Third Avenue provided that sufficient space was left for the fire trucks to
get through in case of an emergency.
COMMUNITY CHURCH - Request for change of driveway.
A request was made from the Community Church to change the driveway from F Street
to Center Street. They were willing to let the City use this driveway provided the
City would cut out the curb amd make their own approach. It was moved by Councilman
De Wolfe, seconded by Councilman Rieslend, and carried, that this change be authorized.
EUCALYPTUS PARK- Request for toilets.
It was moved by Councilman Hiesland, seconded by Councilman Nashold, and carried,
that a committee be appointed to investigate the situation as to location, size, etc.
and report back to the Council along with some estimates for the construction of the
toilet facilities for the Eucalyptus Park. Mayor Kidder appointed Councilmen De Wolfe
and R/ssland, the City Engineer, City A~ministrator, and ~ro Boyer, member of the
creation Co=mission, to serve on the cc~itteeo
P~BLISHING OF AGENDA PRIOR TO MEETINGS
'.ae Council discussed the publishing and posting of the agenda prior to Council
meetings. It was moved by Councilman Logan, seconded by Councilman De Wolfe, and car-
ried, that the agenda for publication in the Chula Vista Star be closed at 3:00 o'clock
P. M. Wednesday before the meeting, and that the agenda be posted on the bulletin board
in the City Hall for any additions until 3:00 o.clock Po M. Friday before the meeting~
at which time the agenda will be closed.

It was moved by Councilman Nashold, seconded by Councilman Riesland, and carried,
that the meeting adjourn to 7:00 o'clock P. M., M~v 2, 1950.
