OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA, CALIFORNIA
Held Tuesday, January 9th, 1951
The Council me~ in the Council Chambers of the City Hall on the above date
at 7:00 o'clock P.M. with the following Councilmen present: Kidder, Riceland,
Logan, DeWolfe, Hobel. Absent: None.
Also Present: City Administrator Bryant, City Attorney Boyer, City Engineer Floyd,
Asst. Engineer V~eeler.
It was moved by Councilman Riesland, seconded by Councilman DeWolfe, and carried,
that the minutes of the Council meetings held December 12th, l?th and 26th be approved
as mailed.
It was moved by Councilman Riesland, seconded by Councilman Logan, and carried,
that the minutes of the Planning Commission meetings held December 19th, 1950, as
corrected, and January 2nd, 1951, be approved as mailed with the following suggested
corrections to the minutes of January 2nd, 19~l:
Mr. Eckhart, Chairman of the Planning Commission, reported that aerial photo-
graphs of the proposed highway to connect Chula Vista and the South Bay area with
East San Diego had never been taken by the County Engineer.
Report of Administrative Officer - re: Use of Community Building
City Administrator Bryant read a letter from Mrs. Dorothy D. HeLm, Chairman
of the Youth Center Committee, recommending that the Community Building be used
as a Youth Center where teen-agers might gather under proper adult supervision.
Mrs. Helm was in the audience and spoke to the Council, requesting that some
definite action be taken, and recommending that Councilman Hobel be appointed
as Council representative to the Youth Center Committee.
It was moved by Councilman Riesland, seconded by CounciLman Kidder, and carried,
that Councilman Hobel be appointed Council representative to the Youth Center Com-
mittee, and that plans be organized to use the building as a Youth Center. Ayes - all.
~ Crawford License
The City Administrator read a letter from the Crawford Detective Agency with
regard to a refusal by the Chief of Police to grant a 1951 business license in the
City of Chula Vista. Mr. Crawford appeared before the Co~Jncil, together with local
citizens and merchants, who testified in the Agency's behalf. ~r. Crawford also
brought before the Council letters of recommendation from various Chula Vista mer-
chants.
It was moved by Councilman Hobel, seconded by Councilman Riesland, and carried,
that the hearing be continued for one week and that in the meantime an informal con-
ference of all interested parties be held in the office of the Administrative Officer.
k[ Rosebank School - Grading and paving of partially dedicated street.
It was moved by Councilman Riesland, seconded by Councilman Hobel, and carried,
that the City Engineer be instructed to obtain the cost of moving fill dirt from the
Hilltop School to the Ro~ebank site.
Report of City Engineer - re: ParKing facilities on Third Avenue.
It was moved by Councilman Riesland, seconded by Cotmcilman DeNolfe, and carried,
that action be postponed until the next meeting so that the City Engineer can
contact the merchants whose property is involved, and report back to the Council.
At this point, Councilman Riesland amended his motion with further instructions
to the City Engineer to incorporate in his recommendations Third Avenue up to and
including G ~treet.
Final ~ap - Bay Vista
It was moved by Councilman Logan, seconded by Councilman Riesland, and carried,
that the final map on Bay Vista #2 subdivision be approved.

the following vote, to-wit:

Offered by Councilman Riesland, read in full. It was moved by Councilman
DeWolfe, seconded by Councilman Kidder, and carried, that it be held for further
action and ~tudy.
Appointment of City Clerk
~fr. Herbert V. Bryant offered his resi~nation as City Clerk to the Council
and recommended that Kenneth C. Campbell be appointed new City Clerk. It was moved
by Councilman Bobel, seconded by Councilman Logan~ and carried, that the Council
accept ~r. Bryant's resignation.
It was moved by Councilman DeWolfe, seconded by Councilman Hobel, and carried,
that Kenneth C. Campbell be appointed new City Clerk.
AYES: Councilmen Kidder, Riesland, Hobel, DeWolfe, Logan.
NOES: None.
ABSENT: None.
~.~r. Bryant thanked the Council for their splendid cooperation and said how much he
had enjoyed working with them as City Clerk.
Ordinance No. h27 - Final reading - Changing Truck Routes.
It was moved by Councilman DeWolfe, seconded by Councilman Hobel, and carried,
that the Ordinance be placed on its second reading. The Ordinance was adopted by
the following vote, to-wit:
AYES: Councilmen Kidder, Riesland, Logan, DeWolfe, Hobel.
NOES: None.

Report of Administrative Officer - re: Hilltop Village and Vista Square

Shuffleboard Courts
City Attorney Boyer reported to the Council that it would be impossible for
the City to baild another court under present restrictions. He also reported that
the Recreation Commission had recommended that the City adopt court rules which
would require the players to rotate, giving an opportunity to play with those waiting.
Group Insurance
It was moved by Councilman !Iobel, seconded by Councilman Kidder, and carried,
that the matter be brought before the Employees before action is taken.
Street Department - Discussion of need for new loader.
The City Engineer reported to the Council that the Street Department is in
great need of a new loader, and that the approximate cost of a 3/~ yd. loader would
be $~,~00.O0 - $6,2~0.O0. It was moved by Councilman Hobel, seconded by Council-

man Logan that the equipment be taken on trial with the idea of purchase, and carried by
the following vote, to-wit:
AYES: Councilmen Kidder, Riesland, Logan, DeWolfe, Hobel.
NOES: None.
ABSENT: None.
Open House
It was moved by Councilman DeWolfe, seconded by Councilman Hobel, and carried, that
February 13, 1951 be set aside as "Open House Day".
City Attorney's Compensation
The City Administrator read a report from City Attorney A1 Boyer with regard to
fees in addition to salary. It was moved by Councilman Hobel, seconded by Councilm~n
Riesland, and carried, that the City Attorney's salary be set at $400.00 per month,
effective January 1st, 1951, by the following vote, to-wit:
AYES: Councilman Kidder, Riesland, Logan, DeWolfe, Hobel.
NOES: None.
ABSENT: None.
Pay Bills
After examination by the entire Council and approval of the Finance Committee, it
was moved by Councilman DeWolfe, seconded by Councilman Hobel, and carried, that
Warrants No. 3046 to 3165 be approved for payment.

NOES: None.
ABSENT: None.
Sewer Plant Gas ~ne
It was moved by Councilman DeWolfe, seconded by Councilman Riesland, and carried,
that the Sewer Plant gas line be installed according to recommendation by Assistant
Fmgineer Wheeler.
~Repairing of Sidewalks
It was moved by Councilman Kidder, seconded by Councilman Riesland, and carried,
that the City Engineer, City Attorney, and City Administrator start a program to
serve notice on property owners to repair dangerous sidewalks according to the pro-
visions of the Improvement Act of 191].

The City Administrator read a recommendation for purchase of a new car for the
Police Department. It was moved by Councilman Hohel, seconded by Councilman Logan,
and carried, that the City purchase a new Chevrolet for the Police Department.
~/~_Resignation of Mayor
Mr. Kidder brought up the subject of appointing a Mayor, he having indicated
when appointed, that he did not wish to serve beyond the first meeting in January,
1951. He proposed the name of Councilman Riesland, but Mr. Riesland stated he could
not accept at this time as his work would not permit it. The matter was discussed
pro and con and settled when it was moved by Councilman Riesland, seconded by
Councilman Hobel, and carried, that ~. Kidder remain as Mayor until after the dedi-
cation of the new Civic Center, then at the next Council meeting following, February
13th, Mr. Kidder's resignation could be accepted and an appointment made.
Adjournment
It was moved by Councilman Hobel, seconded by Councilman Riesland, and carried,
that the meeting adjourn to ?:OO P.M., Tuesday, January 16th, 19~l.
