HomeMy WebLinkAboutcc min 1951/01/23MINUTES OF A REGULAR ADJOURNED ~T~ETING OF ~{E CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday, January 23rd, 1951 The Council met in the Council Chambers of the City Hall on the above date at 7:00 o'clock P.M. with the following Councilmen present; Kidder, Riceland, Logan, DeWolfe, Hobel. ~-~Civil Defense It was moved by Councilman Riesland, seconded by Councilman Hobel, and carried, that Herbert V. Bryant be appointed Director of Civil Defense, that Mr. Walter Davis be appointed Assistant Director of Civil Defense, and that ~r. ~Jle Stewart of Ronr Aircraft be appointed Deputy Assistant Director of Civil Defense, all to serve with- out compensation. It was moved by Councilman Riesland, seconded by Councilman DeWolfe, and carried, that Mr. Jack Palmer be extended a vote of thanks for the time and effort he has put into the Civil Defense program in Chula Vista. At this point, 7:30 P.N., Councilman Logan left the meeting. Employee Grievance Mr. Robert Seeley appeared before the Council to request an adjustment in his wages. Due to certain rules in the Civil Service wage structure, Mr. Seeley did not feel that he received full ben~fit of the recent $30.00 cost of living increase granted by the Council. }~r. Seeley was referred to the Civil Service Commission. Trailer Court Mr. Botts appeared before the Council wanting to know why there had been no action taken in bringing certain trailer courts up to standard as requested by several inspectors. The City Attorney advised that the proper action had been taken against the offender, and that they had until February l, 1951 to meet legal requirements be- fore more drastic action will be taken. ~esolution No. 120~ - Directing City Attorney to start condemnation proceedings on Fish property for Garrett Avenue. Offered by Councilman DeWolfe, read in full, passed, adopted, and approved by the following vote, to-wit: AYES: Councilmen Kidder, Riceland, Hobel, DeNolfe. NO~: None. ABSENT: ~oaaei]~,~n Logan. ~Authorize payment for dondemned property. It was moved by Councilman DeWolfe, seconded by Councilman Hobel, that the ap- praised value of $55.75 be paid for the condemned portion of the Fish property to be used as a portion of Garrett Avenue, and carried by the following vote, to-wit: AYES: Councilmen Kidder, Riesland, Hobel, DeWolfe. NOES: None. ABSENT: Councilman Logan. Jack Property The City Attorney presented an agreement whereby Ralph and Robert Jack would ac- cept either the appraised value of $109.50 for the property they had dedicated for Garrett Avenue, or curbs and gutters would be installed by the City. No action was taken. Public Housing After lengthy discussion on the critical housing shortage, on which Dr. Robert Griffin and Lloyd Lee presented their views, it was moved by Councilman Hobel, -2- seconded by Councilman DeWolfe, and carried, that the Administrative Officer send telegrams to Raymond A. Foley, Administrator of the Housing & Home Finance Agency, and Representative Clinton D. McKinnon, urging that all means be exhausted before resorting to temporary Federal Housing in order that private enterprise might have an opportunity in the financing and building of the needed dwellings.
