The Council met in the Council Chambers of the City Hall on the above date
at 7:00 o'clock P.M. with the following Co~mcilmen present: Kmdder, Logan, Hobel,
Riesland, DeWolfe. Absent: ~one.
Also Present: City Administrator Bryant~ City EnEineer Floyd, Asst. Engineer Wheeler.
Opening Bids - H Street Trunk Sewer
This being the time and place for opening of bids for the H Street Trunk Sewer,
the City Administrator announced that two bids had been received. The bids were
thereupon opened and publicly read. They were as follows:

It was moved by Councilman Riesland, seconded by Councilman Kidder, that O~e low
bid of Chas. J. Do~ann Co~ be inspected and passed on by the Engi~eer and the City
Attorney, and if fomnd favorable, be accepted. The motion was carried by the following
vote, to-wit:
AYES: Councilmen Riesland, Logan, DeWolfe, Kidder, !tobel.
NOES: None.
ABSF~T: ~one.
~AFproval of Permanen~ Rppointment - Chief of Police
The City Administrator requested the Council to approve appointment of Bernard T.
McColl~nm as pe~anent Chief of Police. ~?r. UcCollumwas one of the top three applicants
to pass all Clvi! Service requirements. It was moved by Councilman Kidder, seconded by
CounciLman DeWolfe, and carried, that the Administrative Officer's action in appointing
~. t~Collum be approved.
-Pnrchase o£ Land for Sewer Plant
City Administrator Bryant read a letter fr~m ~he Santa ?e Land Improvement
with regard to purchasing land 300 ft. 7~est of the present sewer plant. It was moved
by Councilman DeWolfe, seconded by Councilr~an Kidder, and carried, that Ur. Bryant
negotiate further with the Santa Fe Land Improvement Co. before any action is taken.
[(/Civilian Defense Director
The City Administrator read a letter requesting the Council to allow him to
relinquish his post as Director of Civil Defense to ~3r. Walter Davis, with ~. Kyle
Stewart, Assistant Director. It was moved by Councilman DeWolfe, seconded by Council-
man Logan, and carried, that ~. Bryant's relinquishment of the post be accepted and
that ~r. Davis and ~r. Stewart be appointed and accept the posts.

Offered by Councilman DeWolfe, read in full, passed, adopted and approved by
the following vote, to-wit:
AYES: Councilmen DeWolfe, Kidder, Logan, Riesl~nd, Hobel.
NOES: None.
ABSENT: None.
Off-Street Parking
It was decided to postpone any action on off-street parking until the ne~t meeting,
Thursday, ~arch 22, 19~1.
Youth Center
!~rs. Dorothy Helm, Chairman of the Youth Center Committee appeared before the
Council, together with a number of teen-age students with regard to the proposed use

of the Community Building as a Youth Center for teen-agers. A general discussion
followed with various members of ~e audience participating. It was moved by
Counci±man Kidder, seconded by Councilman DeWolfe, and carried, that the Recreation
Commission and the Youth Center Committee get together ~ld put the program into ef-
fect at the earliest possible date, coordinating their activities with lfr. Bryant
and the City Council, and that as early as possible the Recreation Commission and
Youth Center Con~ittee~form the necessary ~nagement Committees as well as Advisory
Committees to help encourage a program of general sports, so that there will be
general committees functioning at the earliest possible date. And that ~. Bryant
be authorized to procure the l~mited facilities requested by the Committee within
the present limits of our Recreation budget, or unappropriated funds, which would De
used for this purpose. The motion was amended by Councilman DeWolfe to include
that the above-mentioned costs be brought to the Council before being acted upon by
the Committees. The motion was further amended by CounciLman Kidder to include that,
in view of the ~act that the Recreation Commission is required under the City Charter,
that the present Recreation Commission be primarily charged with the supervision of
the program.
Erection of Sign - Directing tourists to Notels.
~. Bryant presented a plan by the Chula Vista ~tel Association asking permission
to erect a sign on the old City dump property directing tourists to Notels on National
Avenue. It was moved by Councilman DeWolfe, seconded by CounciLman Logan, and carried,
that the matter be tabled until the next regular meeting, Tuesday, April lO, l?S1.
Removal of Crosswalks - F and Center Streets, on ~ird Avenue.
The City Engineer appeared before the Council with regard to removing the cross-
walks on Third Avenue between F and Center Streets in order to gain more parking space.
It was moved by Councilman Riesland, seconded by Councilman DeWolfe, and carried, that
the crosswalks across Third Avenue between F Street and Center Street be discontinued.
Councilman Logan did not vote on the motion.
Adjournment
It was move~ by Councilm~ Logan, seconded by Councilman Kidder, and carried,
that the meeting adjourn until 7:00 o'clock P.M., Thursmay, !~rch 22, 19~1.
