OF THE CITY COUNCIL OF TdE CITY OF
CHULA VISTA, CALIFORNIA
Held Tuesday, May 8, 1951
The City Council met in the Council Chamber on the above date at 7:00 o'clock
P.~. with the following Councilmen present: Hobel, DeWolfe, Kidder, Riesland.
Absent: Councilman Logan.
Also Present: City Administrator Bryant, City Attorney Boyer, City Engineer Floyd.
Pay Bills
After examination by the entire Council, it was moved by Councilman Kidder,
seconded by Councilman DeWolfe, and carried, that Warrants No. 3535 to 36~9 be ap-
proved for payment. The motion was carried by the following vote, to-wit:
AYES: Councilmen Kidder, Robel, Riesland, DeWolfe.
NOES: None.
ABSENT: Councilman Logan.
It was moved by Councilman DeWolfe, seconded by Councilman Kidder, and carried,
that the minutes of the City Council meetings held April lO, l?, and 23, 1951, be
approved as mailed.
It was moved by Councilman Kidder, seconded by Councilman Riesland, and carried,
that the minutes of the Planning Commission meeting held April 16, 1951, be approved
as mailed.
Opening of Bids - Sale of City Property
Administrator Bryant opened and read four bids on City property, commonly known
as Lots No. 12, 13, lh and 15~ Block A, Country Club Villas. It was moved by Council-
man Riesland, seconded by Councilman DeWolfe, and carried, that the highest bid in
each case be accepted, as follows: ~. Claude R. Conklin for Lot l~, $2,~O0. O0 and
for LOt l~, $2,~00.00. Mr. Glen Gately for Lot 13, $1,870.OO and for Lot 12, $1,870.00.
.~Report from Recreation Commission - Hiring of Director
The City Administrator read a letter from ~iss Kirschner, Chairman of the Recrea-
tion Co~ission, concerning the appointment of ~r. Russell Davies of Lemon Grove as
full time director of the Recreation Building. The Commission made their choice from
a list of four candidates. ~.{r. Davies would be in full charge of the building,
scheduling of the building and janitorial services. It was moved by Councilman Kidder,
seconded by Councilman DeWolfe, and carried, that the Recreation Commission ratify and
approve the e~ployment of Nr. Davies at a salary of $325.00 per month for one year,
starting July l, 19~l, and that no action be taken on additional janitor service until
the Council can review the plan with the Recreation Commission and until the budget
is prepared; and further, that the present City position of Custodian in the classified
service be hereby abolished, and that Er. Bryant be instructed to write a letter to
Nrs. Grutzmacher advising her of the Council's action and the abo]ition of the position.
~Resignation from Recreation Commission - ~. Boyer
Mr. Boyer submitted his resignation from the Recreation Commission, effective
June 30, 1951.
New Recreation and Park Commission
It was decided that each Councilman should bring in a list of names for nomination
of a new Recreation and Park Commission, under the City Charter, at the meeting of
June 12, 1951. The Chairman or some member of this Commission would then be appointed
to represent the City in the joint Recreation Commission, composed of the City and the
two school districts.
Resolution No. 1222 - Concerning Nodification of Garbage and Eefuse Contract.
Offered by Councilman Kidder, read in full, passed, adopted and approved by the

following vote, to-wit:
AYES: Councilmen Kidder, Hobel, Riesland, DeWolfe.
NO~: None.
ABSENT: CounciLman Logan.
~Increase in Public Utility Rates
Mr. Hags, a member of the audience, protested the present gas rates which he
feels are mufair to the citizens. It was moved by Councilman Kidder, seconded by
Councilman DeWolfe, and carried, that the City Attorney and Mr. Walter Davis, Chair-
man of ~le Chamber of Commerce, investigate the gas rates and give thought to all
utility rates and report their findings at the June 12th meeting.
Record of Survey - Fifth Avenue and Davidson Street
It was moved by Councilman DeWolfe, seconded by Councilman Kidder, and carried,
that the Record of Survey of Lot No. IL, heretofore approved by the Planning Commission,
be approved. ~ ~?
Tentative Nap - Rogan Hills
It was moved by Councilman Riesland, seconded by CounciLman DeNolfe, and carried,
that the Tentative }~(ap of Rogan Hills Subdivision, heretofore approved by the Planning
Commission, be approved, with plant mix roads, rolled curbs and no sidewalks.
Off-Street'Parking
~r. Sullivan, representing the Chula Vista Lumber Co., appeared before the Council
with a list of properties which the Lumber Co~ had compiled for possible parking sites.
The City Engineer presented a map showing off-etreet parking l~ts proposed by Council-
man Logan. It was mo~ed by Councilm. an DeWolfe, seconded by Councilman Riesland, and
carried, that the Council appoint ~. Bryant to determine how much the following
parcels of land will cost: Landis Ave. and Davidson St.; F St. and Center St.; and
landis Ave. and Center St., and how they can be acquired; and that the Council further
review and consider the above-mentioned parcels of land.
Administrative Officer B~yant read a letter from Commander Farrell expressing
his views on the traffic hazard caused by the hedge at Fourth and D Street, and the
illegal manner in which cars were being parked in front of the Berger property on
D Street. ~r. Bryant informed Mr. Farrell that both parties involved had been
notified and steps taken to alleviate the situation.
Resolution No. 122____~3 - Approving new lease with American Legion, and surrender of
old lease.
Offered by Councilman Riesland, read in full, passed, adopted and approved by
the following vote, to-wit:
AYES: Councilmen Riesland, DeWolfe, Kidder, Hobel.
NOES: None.
ABSENT: Councilman Logan.
Ordinance No. h32 - Disaster Ordinance
It was moved by Councilman DeWolfe, seconded by CounciLman Kidder, and carried,
that the O~linance be placed on its second reading. After reading of the title, it
was moved by Councilman DeWolfe, seconded by Councilman Riesland, ~d carried, that
the reading of the text be waived. The motion was carried by the follov~ng vote, to-wit:
AYES: CounciLmen DeWolfe, Kidder, Hobel, Riesland.
NOES: None.
ABSENT: Councilman Logan.

Offered by Councilman Riesland, read in full, passed, adopted and approved by
the following vote, to-wit:

ABSENT: Councilman Logan.
Ordinance Ilo. 231 - Sewer Ordinance.
It was moved by Councilman Riesland, seconded by Councilman DeWolfe, and carried,
that the ordinance be placed on its second reading. After the reading of the title,
it was moved by Councilman~Riesland, seconded by Councilman Kidder, and carried, that
the reading of the text be waived. The motion was carried by the following vote, to-~it:
AYES: Councilmen Riesland, DeWolfe, Kidder, Hobel.
NOES: None.
ABSENT: Councilman Logan.
~Civil Service Recommendations
City Administrator Bryant read a letter from the Civil Service Commission recom-
mending that there be added to the classified service the position of Assistant Li-
brarian (Professional), to be chosen by competitive examinations at salary range #16.
It was moved by Councilman Kidder, seconded by Councilman DeWolfe, and carried, that
the recommendation be approved.
Request for Leave of Absence - ~. Bryant
~!r. Bryant requested that he be allowed to leave the State for a vacation of one
week, beginning May lO, 1951. It was moved by Councilman DeWolfe, seconded by Council-
man Riesland, and carried, that ~r. Bryant's request be approved.
Request for Permission to Leave State - Councilman DeWolfe.
}fr. DeWolfe requemted that he be allowed to leave the State for an extended va-
cation. It was moved by Councilman Kidder, seconded by Councilman Riesland, and
carried, that the City Council give its consent to I~r. DeWolfe's leaving the State
for a period of 90 days, beginning May 27, 1951.
Adjournment
It was moved by Councilman DeV{olfe, seconded by Councilman Riesland, and carried,
that the meeting adjourn to Tuesday, ~my 29, 19~l, at 7:00 P.N.
