HomeMy WebLinkAbout2020-06-08 SSC MinutesMINUTES OF VIRTUAL REGULAR MEETING OF THE SUSTAINABILITY COMMISSION OF THE CITY OF CHULA VISTA June 8, 2020 A Virtual Regular Meeting of the Sustainability Commission of the City of Chula Vista was called to order by Chair Romo at 5:09 pm via WebEx. ROLL CALL PRESENT: Commissioners Baugh, Guevara-Gluyas, Korgan (5:19pm), Legaspi, Matthias, Richeson, and Chair Romo ABSENT: None STAFF PRESENT: Chief Sustainability Officer Gakunga, Environmental Sustainability Manager Wisniewski, Environmental Services Manager Medrano, Conservational Specialist Downs, Conservation Specialist Locci & Sr. Fiscal Office Specialist Rodriguez APPROVAL OF MINUTES: Commissioner Richeson moved to approve the minutes with the requested edits from the March 9, 2020 meeting. The motion was seconded by Commissioner Matthias and carried with the following vote: Yes — 7 Baugh, Gluyas-Guevara, Korgan, Legaspi, Matthias, Richeson and Chair Romo. No -0 MOTION TO EXCUSE - Commissioner Korgan from the meeting of March 9, 2020 Commissioner Richeson moved to approve the absence. The motion was seconded by Commissioner Matthias and carried the following vote: Yes — 7 Baugh, Gluyas-Guevara, Korgan, Legaspi, Matthias, Richeson and Chair Romo. No -0 PUBLIC COMMENTS: eComment submitted by Carolyn Scofield sharing an update about San Diego Community Power (SDCP). INFORMATION ITEM 1. Staff update on the slow streets initiative efforts in Chula Vista Eddie Flores, Principal Traffic Engineer presented on the Third Avenue Shared Streets pilot program. The city received an $8,000 grant from SANDAG to assist with improvement being made. 2. Staff update on proposed municipal code amendments related to governance of the Sustainability Commission Page 11 of 3 Substainability Commission Minutes Manuel Medrano, Environmental Services Manager, reported on the changes proposed by the commission. These changes have been reviewed by the City Attorney and will now be reviewed by the City Manager and Council members. ACTION ITEM 1. Review and approve submissions for the annual Sustainability Awards Commissioner Baugh moved to approve the voting results of the Annual Sustainability Awards. The motion was seconded by Commissioner Richeson and carried the following vote: Yes — 7 Baugh, Gluyas-Guevara, Korgan, Legaspi, Matthias, Richeson and Chair Romo No -0 2. Multifamily and Commercial Energy Benchmarking and Conservation ordinance — Barbara Locci Commissioner Richeson moved to postpone decision of recommendation to City Council. The motion was seconded by Commissioner Matthias and carried the following vote: Yes — 7 Baugh, Gluyas-Guevara, Korgan, Legaspi, Matthias, Richeson and Chair Romo No -0 3. Renaming CLEAN Sustainability Champion Awards Commissioner Richeson moved to rename the CLEAN Sustainability Champion Awards to Sustainability Champion Awards The motion was seconded by Commissioner Matthias and carried the following vote: Yes -7 Baugh, Gluyas-Guevara, Korgan, Legaspi, Matthias, Richeson and Chair Romo No -0 4. Consideration of approving Oscar Romo to continue serving as the Sustainability Commission representative on the Measure P Citizens' Oversight Committee or naming another member or members to be considered to serve as the representative Commissioner Baugh moved to allow Chair Romo to continue serving as the Sustainability Commission representative and to report back to commission. The motion was seconded by Commissioner Legaspi and carried the following vote: Yes -7 Baugh, Gluyas-Guevara, Korgan, Legaspi, Matthias, Richeson and Chair Romo No -0 STAFF COMMENTS Coleen Wisniewski, determining the next steps in when to recognize the award winners at a City Council meeting. I Love to Glean event on Saturday, June 27 from 10- 2pm at South Bay Pentecostal Church. Reminded commissioners of submissions to replace Chair Romo vacant seat. Page 12 of 3 Substainability Commission Minutes Dennis Gakunga shared that on May 26 council adopted the Digital Equity and Inclusion Plan. COMMISSIONER COMMENTS Commissioner Richeson gave update on the May 13th WAG meeting. During the web meeting they reviewed the Bayfront projects. Commissioner Matthias reported on Zero Waste and Plastic Ban, hoping to take plan to council by the end of the year. She also shared that she has been contacted by the Bayfront Cultural Design Commission (BCDC). Working out dates to meet and she will report back to commission.
