OF THE PLANNING COMMISSION
OF THE CITY OF CHULA VISTA

ROLL CALL: Commissioners Burroughs, De La Rosa, Milburn, Nava, Torres, Zaker, and Chair Gutierrez

OPENING STATEMENT:
1. APPROVAL OF MINUTES
July 24, 2019

PUBLIC COMMENTS
Persons speaking during Public Comments may address the Board/Commission on any subject
matter within the Board/Commission's jurisdiction that is not listed as on item on the agenda. State
low generally prohibits the Board/Commission from discussing or taking action on any issue not
included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future
discussion or refer the matter to staff. Comments ore limited to three minutes.
2. UPDATE ON THE CITY'S CLIMATE ACTION PLAN -CORY DOWNS, CONSERVATION SPECIALIST II
Mr. Downs gave a slide presentation on the City's Climate Action Plan and explained which
actions have been completed. Mr. Downs further explained that the majority of actions are on-
going. Other updates included:
• The State will require solar pv on all new residential projects starting January 2020
• The SDG&E Energy Station (learning lab) was recently launched at the Civic Center
Library to teach elementary school children about careers in sustainability
• The South Bay Rapid Transit bus was launched to reduce employee commute

• The Bike and scooter sharing service was recently launched
• Working on combining the bike and pedestrian Master Plan into one active
transportation plan
• Created the Chula Vista Climate Action Challenge for residences to learn about energy
efficiency and renewable energy
The commissioners thanked Mr. Downs and requested a copy of the presentation.

3. PUBLIC HEARING
DR39-0003 Design Review consideration of a single -story building totaling 43,500 square -feet,
consisting of commercial/industrial lease space with associated parking on
approximately 2.79 -acres located at 116 711 Street
(north portion of parcel), Lot 6 of the Otay River Business Park Specific Plan
(ORBPSP)
Applicant: Otay River Business Park Development, U.C.
Project Manager: Jeff Steichen, Associate Planner
Resolution of the City of Chula Vista Planning Commission approving a Design Review
Permit, DR39-0003 to construct a 43,500 square -foot one-story commercial/industrial
building on a 2,79 -acre site identified as Lot 6 within the Otay River Business Park.
Staff recommendation: That the Planning Commission adopt Resolution DR19-0003 approving the
project, based on the findings and subject to the conditions contained therein.
Mr. Steichen, Associate Planner, gave a slide presentation of the project which included design review,
elevations, and parking requirements. The applicant proposed a modern design with neutral color but
will provide a high contrast in the finishes selected for aesthetics.
QUESTIONS TO STAFF:
The Commission asked about the parking ratios/requirements for the tenants and if the applicant met
those requirements. Mr. Steichen referred to the Project Data Table referencing the development
regulations along with the applicant's proposal to meet said requirements.

The Commission thanked the applicant for the project and moved forward to approve.

4. DR39-0004; Design Review consideration of a single -story building totaling 52,000 square -feet,
consisting of commercial/industrial lease space with associated parking on approximately 3.28 -
acres located at 116 7`h Avenue (north portion of parcels, Lot 7 of the Otay River Business Park
Specific Plan (ORBPSP)
Applicant: Otay River Business Park Development, LLC.
Project Manager: Jeff Steichen, Associate Planner
Resolution of the City of Chula Vista Planning Commission approving a Design Review Permit,
DR19-0004 to construct a 52,000 square -foot one-story commercial/industrial building on a
3.28 -acre site identified as Lot 7 within the Otay River Business Park.
Staff Recommendation: That the Planning Commission adopt Resolution DR19-0004 approving the
project, based on the findings and subject to the conditions contained therein.

COMMISSION DELIBERATIONS:
The Commission asked when the completion date would be. The applicant explained that they are
constructing one building at a time as they attain tenants. Construction on the first two buildings should
begin within the month.
The Commission moved forward to approve the project.

Oversight Commission.

7. COMMISSION COMMENTS
The Commission discussed the option of developing by-laws.
The Commission expressed their interest in attending the League of California Cities Academy
next year.
ADJOURNMENT at 7:23 p.m.to the regular meeting on September 11, 2019 at 6:00 p.m. in the
Council Chambers in Chula Vista, California.
